As is well known, two political entities, both claiming to be the legitimate government of China, have faced each other across the Taiwan Strait since 1949. One is the "People's Republic of China" (PRC), the other is the Republic of China (ROC). The author focuses discussion largely on recent interaction across the Strait, which he believes, will have long-term political implications for the eventual reunification of China. He notes that although hostility across the Strait has indeed been reduced to an unprecedentedly low level, misunderstanding and deep-rooted distrust still exist. (DÜI-Sen)

Der Bericht gibt zunächst einen Überblick über die Ergebnisse der lokalen Wahlen vom 27. November 1993. Im folgenden werden die Krise der Kuomintang und die Entwicklung der Demokratischen Fortschrittspartei sowie der aus der Kuomintang hervorgegangenen Neuen Partei behandelt. Als die zentralen Wahlkampfthemen werden die Debatten um eine Verfassungsreform, Korruption, Gewalt und Umweltschutz sowie sozialpolitische Fragestellungen herausgearbeitet. Abschließend wird die Auseinandersetzung um die Beziehungen Taiwans zur Volksrepublik China skizziert. Die Novemberwahlen werden als Indikator für institutionelle und politische Wandlungsprozesse in Taiwan gewertet. (BIOst-Wpt)

For the last decade, politics in Taiwan have become increasingly polarized over the national identity issue. Yet, the bitter division between the two major parties is not really reflected in the electorate. We seek to explain this paradox by examining the changing nature of political parties, in particular the growing role of ideological activists in campaigns, the rise of cultural and identity issues, the difficulty for new parties to emerge, the decline of catch-all parties, and the tendency for major parties to engage in cartel activities.
