Autorka analizuje związek między prawem międzynarodowym a koncepcją bezpieczeństwa ludzkiego, które pojawiła się w latach 90-tych XX wieku. Artykuł jest podzielony na trzy części. Część 1 przedstawia pojęcie bezpieczeństwa ludzkiego, jego genezę i treść. Część 2 analizuje relacje między bezpieczeństwem ludzkim a prawem międzynarodowym i krótko rozważa najbardziej reprezentatywne aspekty prawa międzynarodowego, w tym międzynarodowego orzecznictwa, które w opinii autorki odzwierciedlają imperatywy bezpieczeństwa ludzkiego. Wreszcie wnioski końcowe dostarczają odpowiedzi na postawione pytania i wskazują na wartość dodaną koncepcji bezpieczeństwa ludzkiego. Pytania brzmią następująco: W jaki sposób bezpieczeństwo ludzkie może wzmocnić działania międzynarodowe (działania oparte na prawie międzynarodowym)? Gdzie w prawie międzynarodowym odzwierciedlone jest bezpieczeństwo ludzkie? Jaka jest rola prawa międzynarodowego dla bezpieczeństwa ludzkiego? Biorąc to wszystko pod uwagę, jaka jest wartość dodana przyjęcia koncepcji bezpieczeństwa ludzkiego? Artykuł ten jest nieuchronnie interdyscyplinarny, ponieważ łączy perspektywy prawa międzynarodowego i stosunków międzynarodowych.

The review presents an analysis and assessment of the main problems considered in the monograph "National justice and international justice: theory and practice of interaction in public-legal relations (principles of statehood and human rights)". The author is the head of the scientific direction of constitutional and legal research of the Center for the study of problems of justice of the Russian state University of justice, Doctor of Law, Professor, Honorary worker of higher professional education of the Russian Federation I.A. Umnova-Konyukhova. It is noted that this work is a continuation of the scientific research carried out by I.A. Umnova-Konyukhova, has a fundamental character and is distinguished by a deep systematic analysis of relevant aspects of the interaction of national and international justice. The conclusion is made about the high theoretical and practical significance of the reviewed monograph.

AbstractMultilevel governance of energy transitions depends on the coordination between national, supra- and international administrative actors. Coordination takes place in systems of multilevel administration, which constitute highly dynamic arenas dominated by legally non-binding instruments and reciprocal interactions and relationships. This article seeks to gain insights into the underlying coordination processes by asking which conditions account for the change over time of coordination between administrative actors in multilevel administration systems. First, research on multilevel administration is summarized. Second and starting from historic and discursive institutionalist theory, a conceptual framework is outlined to assess the conditions and modes that account for the dynamics of coordination in general, and the change of coordination instruments in particular. A trend towards persuasive coordination in a process of institutional layering driven by endogenous conditions is expected. Empirically, an in-depth comparative analysis is conducted based on exploratory interviews with 90 experts mainly from the European Commission, the International Energy Agency, and national administrators from Canada and Europe. The results unveil that administrative coordination evolves according to at least three types of layering that go beyond the initial hypothesis: first, through layering of coordination instruments; second, as an increase in formal and non-formal interactions through a growing number of channels and complexity of interactions over time; third, as layering of inter-administrative relationships through a growing importance of personal networks and the creation of new contacts. By analysing the dynamics of multilevel administrative coordination, the article contributes to an important but underdeveloped aspect of the governance of supra- and international energy transitions.

The volume contains the revised contributions of a comparative German-Russian law seminar that took place in Kaliningrad from 15 to 19 September 2019 within the framework of the university partnership between the Philipps University Marburg and the Immanuel Kant Baltic Federal University Kaliningrad. The topic is the relationship between national and international law. In addition to introductory ; dogmatic and conceptual foundations ; concrete analyses of the relevant case law are presented ; namely that of the German Federal Constitutional Court ; the Constitutional Court of the Russian Federation ; the Court of Justice of the European Union ; the European Court of Human Rights ; the International Court of Justice ; the International Criminal Court ; and the Court of the Eurasian Economic Union.
