Effectively conducted, the EU presidency can improve the image of the country holding this position. This is particularly true for countries that are holding the chairmanship of the EU Council for the first time. During the six-month period of the presidency the country attracts foreign media attention, not only as a host of numerous meetings and events, but also as an actor in charge of defining the major directions of the EU policy. Therefore, that time could be spent on achieving political goals and build- ing an image as an important and effective EU member, as well as an at- tractive country for tourists and entrepreneurs. In many cases, however, internal political events such as elections, political tensions, or controver- sies over domestic issues seem to take over the atmosphere around the country.

After the process of application to different funds, and upon the approval of the project, many institutions and organizations encounter unexpected situations of implementation difficulties. Starting with the fact that those institutions and organizations are full of ideas for implementing their goals and objectives, and the only factor standing between them and their results is the lack of funds, gain of those funds seems as a full green light for accomplishing what they imagined and worked on. But after the notice of approved funding, they are stepping into a complicated web of problems they often do not expect and face situations which make it impossible to implement their planned activities. Even though the funds are approved, beneficiaries will soon begin to realize that the access to those funds is far from reach. Most of activities will again depend of the financial resources of the organization on its own, which will put enormous risk on the implementation itself. Financial difficulties are the ones that are always felt the most, but other problems that will appear suddenly during the preparation of activities will show to be also very hard to manage, such as institutional, legislation and project problems. Each group of problems will demand full attention of the manager and participation and cooperation of a wider group of subjects connected to the implementation process depending on the nature of the problem. Article will categorize the problematics and explore the experiences of Croatian project managers coping with problems in their work according to statistical results gathered through an on-line survey. "From the perspective of European Neighbourhood Policy (ENP), the year of 2009 was looked forward to as a possible tuming point in terms of expanding its eastem dimcnsion. In the first half of this year, the EU presidency was passcd over to Czech Republic, in the second half Sweden will take over. Both countries rank themselves among the member states, which participate in the activities of deepening the relations with states eastward from the EU, i.e. the states of former Soviet Union. In 2008, Sweden joined Poland in initiatirig the project of so-called Eastem Partnership and as the presiding country had a chance to bolster this concept fundamentalły. In case of CR - a subject to pre-1989 Soviet sphere of influence and experienced and prinćiple actor in European "Eastem policy," this wouldbe a logical activity. Owing to the this all, since its early preparatory stages Czech presidency has been perceived as major opportunity to further building of mechanisms of assistancc, aid and cooperation with the states of Eastem Europę and Caucasian area."(.)

This study seeks to assess the extent to which EU-funded projects administered by schools and other institutions are aligned with the strategic priorities adopted by Turkeys Ministry of National Education (MoNE). With this objective in mind, the thematic distributions of projects in the field of special needs education were examined and the policy priorities stated in documents composed by MoNE were comparatively evaluated. The study followed a qualitative research model by conducting document analysis to inspect a total of 158 Erasmus projects funded by the EU between 2012 and 2017. The projects were analyzed according to their numerical and financial distributions by year, geographical region, institution type, and disabled groups within the target population. Furthermore, content analysis was applied to examine projects thematic distributions. The study concluded that project funds are disproportionately distributed to institution types, target groups, and geographical regions and that projects strategic alignment with Ministry policies needs to be strengthened, especially in terms of how project funds are used. Finally, it is recommended that the distribution and use of international funds be structured in line with the policy priorities adopted by the Turkish National Education System and that cooperation between policy makers and executers not only in the allocation of funds but also in their administrative, financial, and legal management processes be strengthened.

The European Commission has published a Green Paper outlining possible measures to create a single market for capital in Europe. Our comments on the Commission's capital markets union project use the functional finance approach as a starting point. Policy decisions, according to the functional finance perspective, should be essentially neutral (agnostic) in terms of institutions (level playing field). Our main angle, from which we assess proposals for the capital markets union agenda, are information asymmetries and the agency problems (screening, monitoring) which arise as a result. Within this perspective, we make a number of more specific proposals.
