The main objective of this study is to elucidate great power politics in the Mekong region by exploring how China and the United States have committed to the development of Mekong countries and what characteristics are found in the commitments. The argument that this study advances is three-fold. First, China's pragmatic policies and close linkages with the Association of Southeast Asian Nations (ASEAN) have contributed to raising economic linkages and political leverage in the Mekong region. Second, the US commitments to Mekong development were characterized by advanced-nation-centered and ideal-oriented, which did not necessarily lead to strengthening political and economic linkages between the United States and Mekong countries. Third, while the US Mekong policies have gradually become more practical by paying attention to infrastructure development with strengthened linkages with ASEAN, the United States needs to advance policy harmonization with Japan and search for dialogue with China in pursuing combined objectives of governance and geopolitics. AbstractThe Mekong region is witnessing a regional order reconfiguration triggered by the China‐led Lancang‐Mekong Cooperation (LMC). Little research is available regarding the history of this sub‐regional grouping, particularly about its formation. Using sources from a recently opened archive in Bangkok, this article reappraises the origins and evolution of the initiative within the lens of regional group formation theory. Findings show that LMC is a revised version of Thailand's proposal for the formation of a dialogue on the management of the Mekong River that was initially dismissed by China. As China under Xi Jinping‐era claimed great power status with a droit de regard over the near abroad, it has used the LMC to exercise exclusive leadership over the Mekong region. This can be seen in the preparation of institutional infrastructure for the construction of a China‐Indochina Peninsula Economic Corridor (CICPEC) as part of China's wider Belt and Road Initiative (BRI) strategy.
Die Konkurrenz um Wasser, insbesondere um die Süßwasserreserven der großen Flüsse, gilt als eine der entscheidenden Herausforderungen des 21. Jahrhunderts. In der Mekong-Region haben sich zwei Regionalorganisationen herausgebildet, die "Greater Mekong Subregion" (GMS) und die "Mekong River Commission" (MRC), die mit unterschiedlichen Vorgehensweisen vergleichbare Ziele anstreben: Überwindung überkommener Frontstellungen und Entwicklung des gesamten Mekongbeckens in eine wirtschaftlich prosperierende Region, die sich durch ein hohe Maß von Zusammenarbeit auszeichnen wird. Obgleich alle Mekong-Anrainer während des vergangenen Jahrzehnts ein beachtliches Wirtschaftswachstum zu verzeichnen hatten, haben es beide Organisationen nicht vermocht, das Entwicklungsgefälle zwischen ihren Mitgliedsländern zu verringern und verbindliche Verfahren zur Lösung jener Konflikte zu entwickeln, die sich aus den unterschiedlichen Zugriffsmöglichkeiten auf die gemeinsame Ressource Mekong ergeben. Deutsche und europäische Politik ist daher gefordert, ihre Kooperation mit beiden Organisationen kritisch zu überprüfen und neue Strategien auszuarbeiten, mit deren Hilfe regionale Kooperation und wirtschaftliche Entwicklung in einer Schlüsselregion entwicklungspolitischer Zusammenarbeit nachhaltiger befördert werden können
