The Congress for the New Urbanism's (CNU) annual Charter Awards offers a rich set of documents with which to understand the discursive construction of the New Urbanism movement in the world. Every year, since 2001, developers and designers submit work representing their plans and projects to CNU for consideration of an award. In each case, a collection of urban design practitioners with expertise in New Urbanism comes together as jurors to evaluate the submissions. A handful of projects are recognized with an award and profiled in the Charter Awards booklet. This booklet offers a snapshot of what the movement's awards program jurors in a given year see as its exemplary work and most innovative accomplishments. Using a framework for understanding the discursive labor that design award programs perform, I examine two decades worth of Charter Awards and analyze narratives and messages presented therein concerning how New Urbanism exists in the world. I advance three claims through this analysis. First, the Charter Awards as a text discursively constructs disparate projects and plans as part of a singular movement. Second, the Charter Awards narrate New Urbanism as a worldwide movement that transcends particularities of place, culture, and history. Finally, CNU uses the Charter Awards to effectively claim universal relevance to urban development despite the particularities of places and the divergence of development contexts.

In 2004, the municipality of Tel Aviv initiated a New Urbanistic urban-renewal project for one of its main thoroughfares, Ibn Gvirol Street. The plan prioritizes pedestrian traffic and encourages mixed uses. It was preceded by a design for the adjacent former Arab dwelling of Someil, made in 1997. In this plan, the remains of the village along with its topography are to be demolished, making way to a new design: integrated in all aspects of the urban texture. This place, historically extrinsic to the urban continuum, had a potential for functioning as an Other Space in the city. It is persistently different from its context within space, society, and political allusions. Its historical capacity as a place for the disenfranchised makes it a possible Thirdspace – where Henri Lefebvre locates the struggle for Right to the City. However, New Urban plans are now transforming this site towards assimilation into the city. New Urbanism draws from the past in search for locality. In Israel, where spatial-political amnesia is prevalent, it is challenged by conflicting memories. Other Spaces may act as reminders, whose presence in the urban environment prevents elimination of history and difference. Without them, the diversified becomes uniform and the Other is excluded.

This article examines the governance dynamics surrounding the development of sustainable neighborhoods in United States metropolitan contexts characterized as suburban sprawl. Drawing on original case study research of three distinct applications of New Urbanism design principles, the article argues for understanding the relative power of municipal authorities to incorporate social justice imperatives into the practice of sustainable development in suburban contexts. Moreover, key to prioritizing social imperatives is the way in which development processes respond to the "suburban ideal", which is a view of suburbs as an exclusive bourgeois utopia that constrains the ability to connect so-called sustainable development with social justice. Case study research shows how deference to the suburban ideal limits sustainable development to embracing growth and greening interests only and peripheralizing or denying social justice. The article discusses how sustainable development endeavors can address such constraints in the effort to create alternatives to suburban sprawl that integrate the pursuit of social justice with environmental protection and economic growth.

On September 14, the editors of the Berkeley Planning journal met with eight professionals and scholars to discuss a body of work we called "the new urbanism." This design movement has captured the attention of public officials, planners and citizens alike in recent years. We asked the participants to read at least two of four influential books and a recently published critique, to serve as a touchstone for the discussion; the result was a far-ranging discourse on the promise, pitfalls, and politics of urban planning and design in the 1990s. The participants brought very distinct concerns and first-hand experiences to the table. While agreeing that the new urbanism offered a much­ needed step in the right direction, they divided on whether its ideas, as now articulated, speak to the systems and attitudes that shape and divide suburban and urban communities today. Overall, we believe the participants pushed the discussion of this new movement onto important ground.

Best practice is most often perceived as a powerful heuristic tool for the dissemination of innovation and knowledge. Hence, its formation and acceptance are seldom questioned. The unquestioned compliance with practices labelled as 'best', however, obscures the processes of typification that enable it—that is to say, the cultural struggles, tensions, conflicts, collaborations, alliances and personal/professional justifications that prefigure it. This paper uses the proliferation of New Urbanism in Toronto to unpack theoretically the typification of best practice in order to demonstrate how the universal abstraction of this principle-based movement is underpinned by deeper, highly situated, constructions of aligned interests and emergent socio-political rationalities.
