A recent decision of the German Constitutional Court requires political decision makers to revise the system of intergovernmental transfers in order to limit free bargaining among state and federal government officials. The present paper provides empirical support for the thesis that political discretion has become increasingly important in the transfer negotiations after Unification. We attempt to show why political influences gained weight relative to economic considerations in the determination of net gains. This politicization of the fiscal transfer system appears to be a consequence of the inability of policy makers to agree on a fundamental reform in the early 1990's.
The paper describes a model for computing the trend output and the structural budget deficit in Austria. The calculation of trend output is based on a production function approach within a small macroeconomic model of the Austrian economy. A decomposition of public budgets into cyclical and structural components shows responsiveness to business cycle variations, and allows a better assessment of the sustainability of the budget balance. The model will be used in future forecasting rounds and links macroeconomic and budgetary variables of the WIFO Economic Outlook to estimates for trend output and the structural budget deficit. Until now, such decomposition has not been part of the regular WIFO forecast.
Several empirical studies derive that personal positions with respect to policy measures are dominated by ideology instead of narrow self-interest. In the present field study we carried out a telephone survey with 1,003 respondents all over Austria. Instead of measuring selfishness indirectly by using more or less "objective indicators" for self-interest, we requested respondents to assess directly whether they expect to be affected by policy measures. Our results indicate that such a subjectively measured narrow self-interest explains attitudes towards economic policies at least as good as ideological conviction. In some cases ideology appears to determine whether people feel affected by a proposed policy measure.
Hauptbeschreibung Einmal mehr zeigt sich die Heterogenität der Mitgliedsstaaten der Europäischen Union in ihren wirtschaftlichen, politischen und institutionellen Rahmenbedingungen ebenso wie in ihren wirtschaftspolitischen Präferenzen und in ihren Vorstellungen, wie auf Herausforderungen reagiert werden sollte. Herausforderungen sind zahlreiche zu bewältigen und weitere zeichnen sich ab. Sie kommen nicht nur von außen, sondern sie bilden sich auch durch ordnungspolitische Divergenzen innerhalb der Europäischen Union heraus, so in der Einschätzung einer regelorientierten Wirtschaftspolitik im Vergleich zu einer Wirtschaftslenkung. Diese Kontroverse ist zwar nicht neu, gewinnt aktuell jedoch große Bedeutung und wird daher in den Beiträgen dieses Tagungsbandes aufgegriffen. Sie setzen sich mit den zahlreichen und vielfältigen Facetten auseinander, die mit der Frage "Gute Regeln oder Wirtschaftslenkung" verbunden sind. Die Entwicklungen in der Europäischen Währungsunion und die Verhandlungen über geeignete Reaktionen auf die aufgetretenen Probleme lassen erwarten, dass uns genau diese Thematik auch in den kommenden Jahren begleiten wird.
