Russia has long been a potential dream partner for the Organization of the Petroleum Exporting Countries (OPEC). Russia could greatly enhance the cartel's market power and has several allies among the OPEC member states. During the 2010s, it seemed that the potential of the OPEC–Russia relationship was finally being realized as they grew closer. However, in this chapter we argue that the strengthened dialogue has little impact on physical oil output and the level of mutual commitment remains low. What they do share is an interest in the semblance of cooperation to push oil prices upward through impacting market psychology. This strategy is in line with the postmodern turn in Russian foreign policy, as proclaimed by Vladislav Surkov and others. It also has some important foreign policy side benefits for Russia, such as weakening its international isolation after the conflict in Ukraine and making it possible to simultaneously befriend various Middle Eastern countries that are at odds with each other. The OPEC–Russia dalliance is also convenient for a third party – the USA. Although the USA is still a net oil importer and its consumers dislike high oil prices, they benefit American oil companies and their employees and investors, especially in the shale oil sector. Arrangements between OPEC and Russia are thus not only a happy pro forma marriage, but also a successful ménage à trois.

This article is devoted to the study of the influence of socio-cultural foundations on the economic behavior of people in modern Russia. The conducted research revealed significant differences in which sociocultural factors influence the values, preferences and choices of respondents from different age groups. At the next stage, the influence of various traditions on different age groups was investigated. It turned out that almost all people in their economic behavior are influenced by certain traditions, while different groups of people are more or less influenced by different traditions. At the final stage, the perception of innovations and new technologies by different age groups, as well as people's attitude to entrepreneurship, was investigated. The obtained research results are useful for predicting the course and outcome of economic behavior of Russian citizens of different ages. They should be taken into account when developing or adapting various economic programs or strategies that take into account the needs of various socio-cultural groups.

The relevance of the research topic is due to the need to comprehend the problems of naval policy in order to solve them within the framework of the implementation of the goals of strategic planning of maritime activities of the Russian Federation for the period up to 2030. The purpose of the study is a political analysis of the current problems of Russia's naval policy, the solution of which is necessary to achieve the goals of strategic planning for the period up to 2030 in the field of maritime activities. The objectives of the study were: 1) political analysis of the latest documents of the state policy in the field of maritime activity of Russia in order to identify the most significant problems that require prompt resolution; 2) content analysis of certain provisions of the Strategy for the Development of Maritime Activities in the Russian Federation adopted until 2030; 3) analysis of the research directions of the naval policy of Russia by Russian scientists; 4) development of recommendations on possible solutions to problems of a political and legal nature that contribute to improving the effectiveness of further implementation of Russia's naval policy for the strategic period up to 2030. The methodology of scientific research is based on the use of methods of political science and content analysis of strategic documents that determine the vector of development of modern Russian naval policy for the next decade. The research uses methods of political science and jurisprudence (in particular, legal analysis). The author substantiates the most pressing problems of Russia's naval policy, the solution of which directly affects the results of strategic planning of maritime activities in the Russian Federation for the period up to 2030. The analysis of the positions of Russian scientists and practitioners on the problem of research is carried out. The study made it possible to formulate the necessary recommendations regarding the solution of the problems of incompleteness of international legal regulation of the maritime borders of Russia with certain neighboring states as the main problems of the implementation of modern naval policy of the Russian Federation.
