This chapter describes and applies the rhetorical action approach to EU–Turkey relations. Generally, rhetorical entrapment denotes the mechanism by which actors are compelled to act in conformance with their prior argumentative commitments. In the context of EU enlargement, member states have committed themselves to enlargement norms and promises in line with the fundamental purpose and values of the EU (such as pan-European community building, liberal democracy and supranationalism). Rhetorical entrapment played an important role in bringing about Eastern enlargement when the Eastern European countries faced significant resistance among the old member states. Finally, the chapter analyzes the rhetorical entrapment mechanism in the accession process of Turkey, which had an even more unfavorable starting position. As long as Turkey progressed on meeting the official political criteria for EU membership, however, the opponents of Turkish membership were bound by their normative commitment and felt compelled to decide in favor of accession negotiations. The rhetorical entrapment mechanism also elucidates why accession negotiations began to stall soon after their start. The opponents of Turkish membership were released from the rhetorical trap when Turkey failed to heed its own promises and honor its own obligations as a candidate state.

TÜRKÇE ÖZETAvrupa Birliği ile ekonomik entegrasyonun Türkiye'ye yönelik yabancı sermaye yatırımlarını artıracağı öngörülmektedir. Söz konusu durum bölgesel ekonomik entegrayonun yabancı sermaye yatırımlarını olumlu etkilediğini kabul eden ekonomik entegrasyon alanındaki geniş litaretür tarafından da kabul edilmektedir. Ancak, Avrupa Birliği ile gümrük birliğini tamamlayarak Avrupa pazarına erişim sağlayan Türkiye'nin yabancı sermaye girişleri ile ilgili göstermiş olduğu performans idda edilen durumun tersini göstermektedir. Türkiye'ye giren yabancı sermaye oranı beklenenin çok altında kalmıştır. Bu çalışmanın amacı Türkiye'nin Avrupa Birliği ile entegrasyon sürecinin Türkiye'deki doğrudan yabancı sermaye yatırımlarına etkisinin araştırılmasıdır. Bu doğrultuda, tez çalışması Türkiye'nin doğrudan yabancı sermaye yatırımlarına ilişkin göstermiş olduğu düşük performansın nedenlerini tespit etmeyi amaçlamaktadır. İNGİLİZCE ÖZETIt is generally accepted in Turkey that the acceleration of economic integration with the EU would increase the inflow of FDI in Turkey. This has also been an argument in accordance with the huge literature in the field of regional integration that accepts the existence of the positive effects of regional economic integration on foreign direct investment. However, Turkey's performance in attracting the FDI has largely been disappointing despite the success in the establishment of custom union with the EU which makes Turkey a part of European regional market. The level of inflows has stayed much below the expectations. The subject of this study is to analyze the effects of the process of Turkey's integration with European Union on the foreign direct investment in Turkey and the study attempts to find out the reasons behind the low performance of Turkey.

Turkey is a country that has been able to make significant changes in its development over the past hundred years. The process of modernization that began with the coming to power of Mustafa Kemal is interpreted in the context of the revolution. The creation of a secular state and an economically and politically influential state on the path of modern development, typical of the West, is evidence of the correctness of the modernization process in Turkey. In this regard, the study of the Turkish experience of foreign policy, the scientific study of the path of development is of great importance.

President Joe Biden recognized atrocities committed against Armenians as the Armenian Genocide in his statement on Armenian Genocide Remembrance Day (24 April 2021). The statement represents a watershed moment in US-Turkey relations. President Tayyip Erdogan can address US and international concerns prior to the Biden-Erdogan summit on the margin of June's NATO meeting, or he can double down and intensify repression against Turkey's ethnic and religious minorities. Erdogan's course will define international relations prior to the centennial of the founding of the Turkish republic in 2023.
