Für den 25. Mai 2014 sind vorgezogene Präsidentschaftswahlen angesetzt. Trotz der großen Anzahl an Kandidaten sind vor allem drei Nominierungen und die mit ihnen verbundenen Ereignisse für den Ausgang der Wahlen zentral: Erstens der Rückzug Witalij Klitschkos und die Tatsache, dass er und seine Partei UDAR den Kandidaten Petro Poroschenko unterstützen, zweitens die Befreiung Julija Tymoschenkos aus der Haft und ihre Teilnahme an den Wahlen für die Partei Vaterland und drittens die Unfähigkeit der noch bis vor kurzem regierenden Partei der Regionen, einen gemeinsamen, von der gesamten Partei unterstützten Kandidaten aufzustellen.

The Russia Federation is global actor in applying strict policies against the Ukraine. In pursuing the state's political goals from Moscow, the escalation of military operations in 2014 defined the way the state behaves. Through a combination of military and non-military operations, Russia is now slowly regaining its power through the annexation of the Crimea. The effectiveness of this method is used to determine Russia's contemporary warfare strategy. It thus explains how Russia's foreign policy and defense policy from 2000 to 2013 has dependence on Ukraine's strategic environment on Russia, and Russia's national interest in Ukraine. The main focus of this paper is on the achievement of Russia's political objectives in its military operation in Ukraine and analysis on Russia's national security components that significantly influence the interaction of this asymmetric conflict. BAHASA INDONESIA ABSTRAK: Federasi Rusia merupakan aktor global yang menerapkan kebijakan tegas terhadap Ukraina. Guna mencapai tujuan politik nasional Rusia yang dikendalikan dari Moskwa, melalui operasi militer di tahun 2014, didefinisikan bagaimana negara tersebut berperilaku. Melalui kombinasi operasi militer dan non-militer, Rusia secara perlahan memperoleh kekuasaan melalui aneksasi Krimea. Efektivitas metoda ini dipergunakan untuk menentukan strategi perang Rusia saat ini. Dengan demikian menjelaskan bagaimana kebijakan luar negeri dan kebijakan pertahanan Rusia dari tahun 2000 hingga 2013 yang memiliki ketergantungan pada lingkungan strategis Ukraina terhadap Rusia, dan kepentingan nasional Rusia pada Ukraina. Fokus utama penelitian ini adalah pencapaian tujuan politik Rusia dalam operasi militer yang dilaksanakan di Ukraina dan menganalisa komponen keamanan nasional Rusia yang signifikan mempengaruhi interaksi konflik asimetrik.

This study deals with selected aspects of the conflict in Eastern Ukraine in Luhansk and Donetsk region in period of April 2014 - to February 2015. Study is divided in two subsequent articles. The first article consists of introduction, theoretic-methodological part, analytical part and short summary, which defines main features of Russians engagement in the conflict. Theoretic-methodological part deals with terminological, theoretical and methodological background of analysis, including generally approach of Russian federation to security policy. Analytical part is divided in to the two partial chapters. The first deals with main Russian objective in the conflict. The second deals with the phases of Russian engagement.

The annexation of Crimea by Russia in February 2014 and the ongoing conflict in Eastern Ukraine changed the security environment in Europe and led to a new global confrontation between Russia and NATO countries. It has also influenced the priorities and capabilities of the military modernization in Russia. On the military level, the conflict led to the formation of two strong contingents in the Russian army – in Crimea and near the borders with Ukraine. On the economic level, Western and Ukrainian sanctions forced Moscow to cut its budget for the military industrial complex and consider import substitution, which have negative short-term and long-term effects for the Russian army. On the strategic level, the Russian leadership began to perceive the probability of a direct conflict with NATO to be higher than ever since 1991.

"Über Schuld oder Unschuld entscheidet das Gericht." Mit diesen Worten machte der russische Präsidentensprecher Dmitry Peskov am 13. Februar 2015 alle Hoffnungen zunichte, im Fall der in Russland angeklagten ukrainischen Pilotin Nadija Sawtschenko könne eine politische Einigung mit dem Europarat erzielt werden. Dieser hatte sich zuletzt stark für die Befreiung der sich im Hungerstreik befindenden Ukrainerin eingesetzt.
