Youth policy development in Ukraine - experience of the European Union
«Youth policy» as an independent term is defined in the scientific literature in the 1960s., which in many ways «was associated with the formation of youth as an independent social force and its self-determination in the socio-political space». By the 1970s XX century youth policy in the vast majority of developed countries is transforming an independent direction of national policy.

Youth policy, understood as youth activity and policy for youth,has been developing in the Baltic Sea region for many years. It takes placeon many levels of Baltic cooperation; therefore, this article uses the theory ofmulti-level governance for the analysis. There are some differences in youthpolicy between the communities of the Baltic Sea Region countries. This articleaims to analyse the participation of young people from the regions ofLithuania, Latvia, Poland, and Estonia in the BSR youth policy, based on theexample of the Youth Working Group of the "Baltic Sea States SubregionalCo-operation". The main part of the article is an analysis of interviews withyouth coordinators of "Baltic Sea States Subregional Co-operation" from selectedcountries. During the study, 5 interviews were conducted, and, thanksto these interviews, the author has made interesting observations on the differencesin involvement of young people from Lithuania, Latvia, Estonia, andPoland. They indicated, inter alia, disproportional access to participation in thework of the Youth Working Group "Baltic Sea States Subregional Co-operation"between Estonia and Poland, and Lithuania and Latvia. The results clearlyshow that young people from Polish regions have the greatest opportunitiesto shape youth policy in the Baltic Sea Region.

In the light of these caveats, we argue that it is necessary to provide a context for youth work development and illustrate present-day attempts to professionalise this practice. This chapter consists of three sections, which together follow a logical matrix: con- textualisation – problem identification – policy response. Consequently, the first section provides a historical perspective of youth work development in Croatia. The second section offers an overview of Croatian youth policy with a particular emphasis on youth work, discussing the definition of youth work in Croatia, the platform of its practice, and what influences its framing in the way it is conceptualised today. In the third section, we delineate and analyse a number of issues and propose policy solutions regarding youth work regulation. The idea of this chapter is to critically examine youth work policy initiatives at the national level or, in other words, to offer an interpretation of the ongoing process of youth work professionalisation. We seek to provide a coherent academic argument about youth work as a policy priority, and offer some recommendations as well, aiming to make a contribution to holistic youth policy development in a national context. --- IN CROATIAN: U svjetlu navedenih upozorenja, tvrdimo da je potrebno osigurati kontekst za razvoj rada s mladima i ilustrirati današnje pokušaje profesionalizacije ove prakse. Ovo poglavlje sastoji se od tri odjeljka koji zajedno slijede logičku matricu: kontekstualizacija - identifikacija problema - odgovor politike. Slijedom toga, prvi dio daje povijesnu perspektivu razvoja rada s mladima u Hrvatskoj. Drugi dio nudi pregled politike za mlade u Hrvatskoj s posebnim naglaskom na rad s mladima, pri čemu se raspravlja o definiciji rada s mladima u Hrvatskoj, platformi njegove prakse i o tome što utječe na njegovo oblikovanje na način na koji ga se danas konceptualizira. U trećem odjeljku ocrtavamo i analiziramo niz pitanja i predlažemo rješenja u vezi s reguliranjem rada s mladima. Ideja ovog poglavlja je kritički ispitati inicijative u politici rada s mladima na nacionalnoj razini ili, drugim riječima, ponuditi tumačenje procesa profesionalizacije rada s mladima koji je u tijeku. Nastojimo osigurati dosljednu akademsku argumentaciju o radu s mladima kao prioritetu politike za mlade te ponuditi i neke preporuke s ciljem doprinosa razvoju cjelovite politike za mlade u nacionalnom kontekstu.

The Hidden Curriculum of Youth Policy: A Dutch Example

Youth policy is more than a mere response to the actual behavior of children, but it is equally influenced by values and beliefs of policy makers. These values are however rarely made explicit and, therefore, the authors refer to them as "the hidden curriculum" of youth policy. The study investigation explicates this hidden curriculum by empirically analyzing policy reports and interviews with policy makers. The study design is based on an existing theory on the content and structure of values. The results show that Dutch youth policy is most dominantly guided by security values. The results also show that there are differences between the social groups the policy measures target. Policy measures regarding "normal" families are becoming increasingly empowering, for example, by putting an emphasis on the competencies of parents. For families at risk, however, the focus is on control over these families by both professionals and citizens.
