In developing a new and highly innovative theory of economic policy, this book deals with conflicts between strategic actions by public and private agents. It builds on the Lucas critique but also applies the tools introduced by Tinbergen and Theil to dynamic policy games and from there derives a new theory of economic policy. Its main propositions describe such properties in the models currently used for policy-making as neutrality and equilibrium existence, uniqueness, and multiplicity. These properties are key to understanding the impact of concepts such as rational expectations, time inconsistency, communication and the use of policy announcements. As the numerous examples show, they are useful both for model building and for devising optimal institutions. AbstractPolicies designed to control greenhouse gases imply domestic tradeoffs and international externalities, which lead to both domestic and international conflicts, influencing their feasibility and implementations. Our paper investigates two quantitative aspects within this debate. We intend to quantify the impact of: (a) the internalization of international externalities; and (b) the damage associated with a short-term view of climate policies. In this respect, we adopt the innovative (in this field) idea of model predictive control to formalize moving-horizon policy strategies and, thus, to build counterfactuals characterized by a different horizon for all policymakers.

Migration Policy Centre ; On 3 October 2013, 366 migrants drowned when their boat sank less than a mile off the shore of the Italian island of Lampedusa. A number of questions must be addressed in finding the best policy response to this tragedy. Was it the sign of a new trend in irregular migration to the EU; or was it a sign of increased risks associated with smuggling? Do smuggled migrants resemble regular asylum seekers and migrants or do they represent a specific group? We generalize some recent results developed in static policy games with multiple players, to a dynamic context. We find that the classical theory of economic policy can be usefully applied to a strategic context of difference games: if one player satisfies the Golden Rule, then either all other players' policies are ineffective with respect to the dynamic target variables shared with that player; or no Nash Feedback Equilibrium can exist, unless they all share target values for those variables. We extend those results to the case where there are also non-dynamic targets, to show that policy effectiveness (a Nash equilibrium) can continue to exist if some players satisfy the Golden Rule but target values differ between players in the non-dynamic targets. We demonstrate the practical importance of these results by showing how policy effectiveness (a policy equilibrium) can appear or disappear with small variations in the expectations process or policy rule in a widely used model of monetary policy.

O objetivo da presente pesquisa foi investigar como a gamificação pode auxiliar a gerar soluções para a área de Treinamento e Desenvolvimento, identificando os conceitos dessa estratégia, como e porque aplicar em programas de treinamento. O instrumento de pesquisa utilizado foi à pesquisa bibliográfica, buscando informações já existentes sobre gamificação e treinamento e desenvolvimento. Considera-se a pesquisa caracterizada como de natureza exploratória, e com o objetivo de aprimorar as ideias sobre os modelos de treinamento. Os resultados foram analisados com base na comparação entre a aprendizagem em modelos de treinamentos tradicionais e de treinamentos em sistemas gamificados. Concluiu-se que os sistemas gamificados apresentam melhores resultados do que os sistemas tradicionais.
