A VOLTA DO SAGRADO: OS CAMINHOS DA SOCIOLOGIA DA RELIGIÃO NO BRASIL. Rubem A. Alves

O Estado português pretende iniciar uma nova fase, mais abrangente no relacionamento com os Municípios, alargando o leque de competências a transferir no setor da educação. Portugal é, no entanto, um Estado unitário regionalizado. Qualquer iniciativa, neste âmbito, não pode perder de vista as atribuições das regiões autónomas portuguesas. No caso, da Madeira e da Educação, o processo de ampliação de competências municipais, não pode deixar de considerar as competências regionais já existentes. O alargamento competencial para os municípios da Madeira, tudo terá a ganhar se for conduzido mediante políticas bottom-up pela interação com os atores locais, em lugar de top-down, em que a desconfiança conduzirá à redução das dinâmicas de autonomia e à descaraterização da qualidade do serviço educativo.Palavras-chave: administração educacional; autonomia regional; descentralização; municipalização; regionalização e políticas educativas regionais.

This article draws a reconstruction of Thomas Hobbes' philosophy of crime and punishment. In Leviathan or Philosophical rudiments (De Cive) political science, legal theory and philosophy of crime and punishment compose a coherent unity. This scenario where power and law emerge allows to erect an extraordinarily modern theory that shelters preference for statutory law and suspicion of judicial discretion; consistency and predictability of the legal system; preventism and utilitarianism on punishments; prohibition of ex post facto laws and, in general, defense of strict legality. Boldness and the disconcerting frankness of Hobbes' thinking coexist with some defiant antinomies. The duty to obey never eclipses the inalienable right to self-preservation. And the theorist of absolute sovereignty can present himself as an unexpected liberal. But perhaps the most disturbing is the permanent reminder that punishment remains brutal violence. The right to punish and the right to resist are the brutal remains of the state of nature.

In this study we try to evaluate both linear and non-linear relationships between each tax item and real per capita growth. Our analysis, conducted for all the OECD countries between 1980 and 2015 and by resorting to panel data techniques in a short and long-term basis, evidences tax items threshold values for all tax components (except for taxes on individual income). In particular, for long-run economic performance, we obtain optimal threshold values for social security contributions between 7.0% and 12.43%. Lastly, our results provide some conclusions, highlighting the raise of some taxes, in GDP terms, without harming economic growth evolution. ; info:eu-repo/semantics/publishedVersion

Wireless sensor/actuators networks (WSANs) are being increasingly used in a panoply of applications, such as industrial automation, process control, ambient assisted living, structural health monitoring, and homeland security. Most of these applications require specific quality-of-service (QoS) guarantees from their underlying communication infrastructures (regardless of their wireless, wired, or hybrid nature). This book gathers together an extremely rich set of contributions, addressing several WSAN domains and sharing QoS as a common denominator. Eight papers have made it through a rigorous and iterative peer review process (three reviews per paper, at least two review rounds), involving 38 authors from all over the world (North and South America, Europe, Asia, and Australia) from academia, industry, and the military. Each paper features at least one reference author which is highly reputed in this scientific domain, totaling over 100,000 citations altogether.

As recognized, taxation is not only an instrument for government to collect revenues from the economic agents but also an instrument of fiscal policy to influence the agents' behaviour. In this work, we develop a DSGE model to assess the macroeconomic impact of three tax items (taxes on individual income, on firms' income and on consumption) on the dynamics of both individual tax items and on the aggregate revenues as well. Moreover, we also intend to evaluate how macroeconomic aggregates behave in a presence of stochastic shocks in taxation. ; info:eu-repo/semantics/publishedVersion

One-third of the developing world's population lives in urban slums and the absolute number of slum residents grew from 650 million in 1990 to 863 million in 2012. Although negative impacts of slum living conditions on several dimensions of slum residents' lives are well documented, much less research exists on why slums emerge and grow in the first place. This paper provides novel evidence on the effect of local political conditions and slum policies on slum growth. Using a regression discontinuity design in close municipal elections in Brazil, I show that victories by a center-left, pro-poor party led to both more slum upgrading policies and a higher share of slum housing. I further show evidence indicating that the pro-slum incentive effect from slum upgrading policies was the main mechanism behind this party's effect on slum growth. By highlighting the relevance of local institutional conditions for understanding where slums are more likely to grow, these findings innovate over traditional explanations based on the role of rural-urban migration and rapid urban economic growth. This paper's evidence on the potential incentive effect of slum upgrading policies on slum growth does not imply that slums upgrading efforts should stop. Given the solid evidence on the positive impacts of slum upgrading programs on the lives of the poor, these programs should continue to develop, and governments should consider, for example, complementing slum upgrading efforts with policies expanding the supply of non-slum housing.

The study of tax systems have been deeply discussed regarding the early modern period. However, there is a lack of comparative historical studies about the last two centuries in what respect the tax state developments. In our article we analyse the tax history of the last two hundred years for five countries, intending to analyse the mechanisms levied by the different governments to effciently collect more revenues and the power to coerce several economic agents as well as we reflect about the power of those agents to condition the tax political policies. ; info:eu-repo/semantics/publishedVersion

Este ensaio pretende ser uma reflexão sobre a forma como os valores éticos, estéticos, filosóficos e religiosos estão a ser substituídos por uma ideologia pós-moderna, levando o indivíduo a experimentar novas extensões do seu outro «eu» à medida que vai eliminando a fronteira entre a bios e a techne. Embora possamos constatar que as máquinas tendem a caminhar para uma forma cada vez mais humana, sobre a situação inversa, o seja, sobre o homem se transformar na máquina, pouco se tem debatido. O avanço da tecnologia parece indicar que, com o passar do tempo, iremos ter nos nossos corpos tecnologia que irá criar uma simbiose perfeita entre o homo humanus e o homo numericus, distanciando-nos da figura criada por Deus, aproximando-nos de uma figura trans-humana, criada pelo próprio homem, que um dia, também ele quis ser Deus, abdicando da sua essência pela «promessa» de uma vida eterna.

Os direitos humanos, depois de atingir o ponto culminante de popularidade na Conferência de Viena de 1993, entraram numa fase de descrédito, que ainda perdura. Isso ocorreu por diversos motivos, alguns dos quais interiores ao próprio sistema estabelecido para promovê‑ ‑los. Os principais fatores decorrem da contradição entre a asserção verbal dos direitos fundamentais de todos e o "consenso" neoliberal simultaneamente imposto na esfera econômica. Outros são inerentes ao ativismo fragmentário, sem noção de causa e efeito, desvinculado da realidade circundante. Os problemas do segundo tipo são passíveis de correção, se para isso houver coerência e destemor de críticas nas atitudes dos atores influentes. O texto examina os componentes desse sistema internacional e identifica as razões de sua atual desvalorização. Qual o papel dos militantes em produzir e disseminar mensagens nas mídias sociais?Analisamos N = 553.612 tweets publicados durante o segundo turno da campanha para prefeito do Rio de Janeiro no Twitter. Utilizamos técnicas da análise de redes sociais combinadas com mineração textual para identificar os militantes por meio do posicionamento na rede, uso de hashtags e retweets. Os resultados evidenciam que os prefeitáveis foram responsáveis por apenas 5% do conteúdo coletado. Encontramos 57.480 perfis que praticaram militância para Freixo e Crivella, entre eles, políticos profissionais, celebridades, blogueiros e outros. As redes de campanha formadas pelos militantes são responsáveis por 68,6% dostweets. Achados apontam para uma abordagem que leva em conta a ação dos candidatos em conjunto com redes de apoiadores e antagonistas, indicando diferentes tipos de comportamento entre militantes e não militantes.
