Die Forschung über internationale Sanktionen hat sich in der Vergangenheit vor allem auf die Implementierung und Wirksamkeit konzentriert und die Beendigung außer Acht gelassen. Traditionelle Erklärungsansätze, die Sanktionen als Instrument rationaler, zwischenstaatlicher Verhandlungen betrachten, erklären die Dauer und das Ende von Sanktionen mit Hilfe von Kosten-Nutzen-Rechnungen. Dabei wird jedoch das Wechselspiel zwischen Lockerung, Stagnation und Intensivierung von Sanktionen unzureichend erfasst. Auch die vielfältigen sozialen Beziehungen und die politischen Signale, die von einer Beendigung von Sanktionen ausgehen, finden nicht ausreichend Beachtung. Um diese Lücken zu schließen, schlägt der Artikel ein prozessorientiertes und relationales Verständnis der Beendigung von Sanktionen vor. Es wird auch berücksichtigt, dass die Aufhebung von Sanktionen die politische Isolation des Sanktionszieles beendet, was Gegenstand intensiver diskursiver Auseinandersetzungen sein kann. Fallstudien zu Simbabwe und dem Iran veranschaulichen, wie ein solcher Ansatz Aufschluss über verschiedene Handlungslogiken gibt, die Prozesse der Sanktionsbeendigung prägen, und so zu einem ganzheitlicheren Verständnis von Sanktionen beiträgt.

PurposeThe purpose of this paper is to examine the effect of knowledge management capabilities (KMCs) on supply chain management practices (SCMP) and organizational performance (OP) in firms, in addition to examining the effect of supply chain management on OP.Design/methodology/approachTo demonstrate the effect of KMCs on SCMP, and OP, different techniques such as factor analysis, correlation analysis, and structural equation modeling were used to verify the validity of the proposed conceptual model and to test the suggested hypotheses, using data collected from 165 companies in the Saudi food industry (representing a response rate of 74.9 percent).FindingsAccording to the study's findings, SCMP are positively affected by KMCs. Moreover, OP is directly affected by KMCs and SCMP.Research limitations/implicationsDue to the specific nature of the sample, the findings of the current research are applicable only to the food industry.Originality/valueThe current research introduced a conceptual model, which has been tested and verified in the Saudi food industry. The findings recommend that both KMCs as well as SCMP will contribute to improving the OP. In addition, KMCs will improve the SCMP.
La crisi complessa consiste in un insieme di crisi accumulate che mettono a rischio un'azienda e rappresentano una minaccia per la sua integrità. Solitamente tale crisi si presenta inaspettatamente e gli eventi che seguono alla sua comparsa sono rapidi e influiscono sulle prestazioni dell'azienda colpita. La sua complessità di risoluzione risiede nel fatto che cause ed effetti sono interlacciati ed è difficile riconoscerne l'origine. Cio' porta a una serie di sviluppi negativi successivi che possono danneggiare l'azienda parzialmente o totalmente dal punto di vista delle prestazioni e della realizzazione dei propri obiettivi. Al fine di svilupparsi economicamente e socialmente, la Libia ha tentato di sfruttare al meglio le proprie risorse energetiche, petrolio e gas naturale, tramite piani di sviluppo per soddisfare i crescenti bisogni energetici locali, razionare il consumo e preservare tali risorse in maniera sostenibile. A tale scopo, ha adottato tecniche di estrazione e esplorazione specifiche per compensare la scarsità produttiva dovuta a una produzione direttamente proporzionale alla domanda nel mercato energetico mondiale; inoltre, il paese si è impegnato a creare raffinerie di petrolio, a soddisfare il proprio fabbisogno nazionale con la produzione di derivati e ad esportare i prodotti in eccesso all'estero. Una tale organizzazione ha attirato nel paese numerosi investimenti esteri in diversi ambiti: nel settore energetico, nei piani di salvaguardia ambientale, nel miglioramento dell'uso delle risorse energetiche con lo scopo di finanziare piani di sviluppo economico e nella ricerca di fonti di energia alternative. Nonostante la situazione del settore apparisse piú che florida in questo scenario positivo, il settore energetico libico si è trovato ad affrontare una delle crisi piú acute della propria storia. Tale crisi complessa, che affonda le proprie radici nel passato e vede i suoi inizi con lo scoppio della rivoluzione libica nel 2011, si è prolungata per diversi anni e dura ancora oggi. Essa non è scaturita da eventi casuali o fenomeni di rapida estinzione, ma è stata piuttosto il frutto di un insieme di crisi distinte le cui cause ed effetti si sono manifestati e mescolati fino a peggiorarne l'entità e a renderne piú complessa la risoluzione da parte dei dirigenti delle aziende che in precedenza non avevano mai incontrato crisi analoghe. La gestione delle crisi da un punto di vista generico e quella delle crisi complesse, in modo specifico, richiede la presenza di dirigenti aziendali che abbiano caratteristiche, capacità e specializzazioni di alto livello tali da influenzare positivamente tutte le fasi di risoluzione di questo genere di eventualità. Nel caso del settore energetico libico, che affronta tale crisi da anni e ancora ne subisce gli effetti, valutare e conoscere a fondo la portata dell'influenza delle capacità di leadership nella gestione della crisi riveste un'importanza fondamentale. Il presente studio pone al centro della ricerca proprio questo aspetto critico. Inizialmente, si analizzano le competenze manageriali da un punto di vista teorico e applicativo. Per quanto riguarda il lato teorico, si evidenziano tre aspetti principali. Il primo aspetto riguarda il concetto e la definizione generale di crisi, le sue caratteristiche e le cause della sua comparsa all'interno e all'esterno della realtà aziendale. Si discute, inoltre, il modo in cui essa si sviluppa e le diverse tipologie di crisi esistenti. Una volta analizzato il concetto generico di crisi, si passa in rassegna quello di crisi complessa, con tutte le sue caratteristiche e le varie fasi che si susseguono dalla comparsa allo sviluppo, ivi inclusa la definizione delle singole crisi che la compongono tra cui troviamo: la crisi legislativa, organizzativa, sociale e morale. Ognuna di queste sotto-crisi viene valutata nelle sue specificità e nei suoi effetti in ambito economico, sociale, politico e da sulla sicurezza in generale. In aggiunta a queste informazioni, sono enunciati i modelli esistenti per la gestione delle crisi, le fasi e le strategie applicate nella loro risoluzione. Il secondo aspetto in analisi serve a chiarire il concetto di leadership e la differenza tra leadership e gestione. In tale sezione si valuta anche l'importanza della leadership specificamente riguardo alla risoluzione delle crisi e alle teorie di leadership tra cui: la teoria delle caratteristiche, le teorie comportamentali e le teorie di leadership posizionale, i modelli di leadership carismatica e conversazionale, la leadership basata sulla comunicazione, quella basata sui servizi e le teorie moderne in questo campo. Nel terzo capitolo si discutono le competenze di leadership e i loro concetti, gli approcci alle competenze e la loro distinzione in competenze di soglia e competenze distintive. In aggiunta, si analizzano le teorie motivazionali, le modalità di apprendimento e di sviluppo di suddette capacità e le strategie generali di insegnamento delle competenze. Infine, vengono presentati i modelli di Spencer e Spencer, Mc Clelland e la teoria dell'intelligenza emotiva di Goleman. Per quanto riguarda il contesto applicativo della ricerca, esso si sviluppa nei due capitoli finali. Il quarto capitolo tratta principalmente l'aspetto teorico, facendo luce sulla crisi complessa nel settore energetico libico, sulla storia dello sfruttamento di gas e petrolio nel paese. Si forniscono dettagli su come si struttura il settore, sugli aspetti legati alla produzione, all'esportazione e alle riserve energetiche riconosciute, per poi spiegare in dettaglio gli effetti della crisi complessa nelle sue varie componenti: crisi legislativa, sociale, gestionale e legata alle riforme, la crisi di sicurezza, giuridica, dell'apparato di controllo, la crisi finanziaria e, infine, quella dei media. Il capitolo espone infine in termini chiari le perdite risultate dalla sospensione della produzione e delle esportazioni, le singole perdite delle aziende petrolifere e lo stato dei porti, la capacità di stoccaggio delle risorse e la corruzione finanziaria e amministrativa determinata dalla comparsa della crisi complessa. Nel quinto capitolo si passano in rassegna gli aspetti applicativi e quantitativi, si espongono nuovamente le ipotesi iniziali dello studio al fine di darne una dimostrazione pratica. In questo capitolo si elencano inoltre tutti gli strumenti utilizzati durante lo studio e il campione di indagine, i limiti imposti durante la ricerca e i possibili campi di ricerca futuri. Il capitolo spiega a fondo la metodologia applicata, l'estrazione di dati statistici dai questionari sottoposti al campione e i risultati relativi alle variabili dello studio. Da tali dati emergono delle differenze statistiche positive tra i partecipanti rispetto alla variabile demografica e professionale, oltre ad un'analisi delle domande del questionario e delle ipotesi di ricerca. Nell'ottenimento di tali dati si è utilizzato il programma SPSS per l'analisi statistica, che ha permesso di misurare il rapporto di influenza tra le competenze di leadership manageriale e le diverse fasi di gestione della crisi complessa e il rapporto di influenza delle varie dimensioni delle competenze di leadership manageriale (capacità di gestione del tempo, capacità di gestione dei conflitti, capacità comunicativa, capacità di negoziazione, capacità di gestione del team di lavoro, intelligenza emotiva e competenze sociali) e le fasi di gestione della crisi complessa nel settore. I risultati ottenuti dimostrano la presenza di un rapporto di influenza statisticamente significativo di tutte le competenze manageriali nella gestione della crisi complessa e nelle sue diverse fasi. In particolare i risultati relativi alla portata di influenza delle competenze di leadership hanno mostrato la presenza di prove statisticamente singnificative dell'influenza di alcune particolari competenze (capacità di gestione del tempo, capacità di gestione dei conflitti, competenze sociali, capacità di negoziazione, intelligenza emotiva e competenze sociali) nelle fasi di gestione della crisi complessa, e, allo stesso tempo, una scarsa relazione tra la gestione della crisi e determinate altre competenze di leadership tra cui: la capacità di gestione del team di lavoro e la competenza comunicativa.

Work–family balance (WFB) has come to the forefront of policy discourse globally in recent years. The emergence of both the Convention on the Rights of Persons with Disabilities (UNCRPD), along with Sustainable Development Goals (SDGs), has forced disability protection PEOPLE: International Journal of Social SciencesISSN 2454-5899Available Online at: http://grdspublishing.org/564to be a major policy concern as a cross cutting theme within the WFB frameworks. Disability protection has numerous variables and indicators through research and policy analysis. This paper highlights one important aspect of disability protection; which is how the WFB policies give priority to the employed parents of children with disabilities in the GCC. In order to address an existing research gap in this area, this policy-oriented paper will provide a critical overview of institutional and legislative mapping on the situation of disability protection from a WFB perspective in the GCC, ending up by suggesting policy recommendations towards better WFB provisions for employed parents of children with disabilities. The paper will depend on some document analysis to the current legislations that govern the rights of disabled people within GCC. The methodological framework will also include the MAP approach to present the current benefits given to parents who have disabled children. The recast of the European Performance of Buildings Directive (EPBD) requires all new buildings to be "nearly zero energy' buildings (nZEB) by 2020, including existing buildings undergoing major renovations. Belgium was first to set a definition for a 'net zero energy house' (NZEB) in 2009. Every year the definition is revised for consistency with shortcomings and emerging issues. However, to reach the nZEB objective many questions are raised in the Belgian context. Many uncertainties exist among local governments and municipalities to achieve that objective. Therefore, the paper presents a review on the current Belgian definition and its market status in comparison with the international context. The paper builds on existing experience with the implementation of the EPB calculation method and the Passive House initiative. The aim of the paper is to review current definition discussions and pave the way to a more consistent definition. Finally, four principles are suggested to reach the nZEB objectives in Belgium. ; Peer reviewed

Abstract Background Public hospitals in developing countries, rather than the preventive and primary healthcare sectors, are the major consumers of healthcare resources. Imbalances in rational, equitable and efficient allocation of scarce resources lie in the scarcity of research & information on economic aspects of health care. The objective of this study was to determine the average cost of a spontaneous vaginal delivery and Caesarean section in a tertiary level government hospital in Islamabad, Pakistan and to estimate the out of pocket expenditures to households using these services. Methods This hospital based cost accounting cross sectional study determines the average cost of vaginal delivery and Caesarean section from two perspectives, the patient's and the hospital. From the patient's perspective direct and indirect expenditures of 133 post-partum mothers (65 delivered by Caesarean section & 68 by spontaneous vaginal delivery) admitted in the maternity general ward were determined. From the hospital perspective the step down methodology was adopted, capital and recurrent costs were determined from inputs and cost centers. Results The average cost for a spontaneous vaginal delivery from the hospital's side was 40 US$ (2688 rupees) and from the patient's perspective was 79 US$ (5278 rupees). The average cost for a Caesarean section from the hospital side was 162 US$ (10868 rupees) and 204 US$ (13678 rupees) from the patient's side. Average monthly household income was 141 ± 87 US$ for spontaneous vaginal delivery and 168 ± 97 US$ for Caesarean section. Three fourth (74%) of households had a monthly income of less than 149 US$ (10000 rupees). Conclusion The apparently "free" maternity care at government hospitals involves substantial hidden and unpredicted costs. The anticipated fear of these unpredicted costs may be major factor for many poor households to seek cheaper alternate maternity healthcare.

Although with the Maastricht Treaty, European construction took a remarkable step forward, the robust pillar of the single currency started to shake the other one: the social welfare systems. The main goal of this contribution is to study the evolution of Social Protection in Europe by questioning the existence of a convergence between the different social welfare systems and the impact of the Treaty of Maastricht on this process. The evolution of the social protection concept in Europe, the reforms implemented in the most important domains of social protection: pensions, health and employment are analyzed. A common philosophy clearly appears. The welfare State is receding, calling more and more upon market mechanisms. Furthermore, the traditional binary typology is changing and countries are becoming more similar in their financing methods. We can thus say that a process of social convergence seems well and truly underway in the European Union.
How does gender shape our lives today? What connects politically active people from Syria and the United States, from Germany and Sudan? How can one work towards interconnections of emancipatory policies? Students and scholars from Syria, Sudan, the United States and Germany engaged in intensive debates on these and related issues over the course of six months. The main goal of this paper is to test the convergence of social protection expenditures and, more specifically, to examine the incidence of the Maastricht Treaty on this process. We tested several hypotheses of convergence on 12 EU Member States between 1980 and 2000, by considering two indicators: social protection expenditure as percentage of GDP and social protection expenditure per capita. The cross sectional tests of a and ?-convergence show that, for the two indicators, these two assumptions are checked for the whole of the period. On the other hand, the period division in two sub-periods intended to locate the Maastricht effect indicates a rupture since 1993. Then, panel data estimations of conditional ?-convergence confirm the existence of a process of conditional convergence and reveal the significant role of the debt criterion of Maastricht. The coexistence of absolute and conditional ?-convergence is not incompatible. It evokes the possible idea of a European "Social Snake" rather than of a single Social Model.

Abstract
The design of reactors based on high performance photocatalysts is an important research in catalytic hydrogenation. In this work, modification of titanium dioxide nanoparticles (TiO2 NPs) was achieved by preparation of Pt/TiO2 nanocomposites (NCs) through photo-deposition method. Both nanocatalysts were used for the photocatalytic removal of SOx from the flue gas at room temperature in the presence of hydrogen peroxide, water, and nitroacetanilide derivatives under visible light irradiation. In this approach, chemical deSOx was achieved along with protection of the nanocatalyst from sulfur poising through the interaction of the released SOx from SOx-Pt/TiO2 surface with p-nitroacetanilide derivatives to produce simultaneous aromatic sulfonic acids. Pt/TiO2 NCs have a bandgap of 2.64 eV in visible light range, which is lower than the bandgap of TiO2 NPs, whereas TiO2 NPs have a mean size of 4 nm and a high specific surface area of 226 m2/g. Pt/TiO2 NCs showed high photocatalytic sulfonation of some phenolic compounds using SO2 as a sulfonating agent along with the existence of p-nitroactanilide derivatives. The conversion of p-nitroacetanilide followed the combination processes of adsorption and catalytic oxidation–reduction reactions. Construction of an online continuous flow reactor–high-resolution time-of-flight mass spectrometry system had been investigated, realizing real-time and automatic monitoring of completion the reaction. 4-nitroacetanilide derivatives (1a-1e) was converted to its corresponding sulfamic acid derivatives (2a–2e) in 93–99% isolated yields of within 60 s. It is expected to offer a great opportunity for ultrafast detection of pharmacophores.
