Die deutsche Volkswirtschaft stagniert. Die Industrie befindet sich seit 2018 in der Rezession und auch die Wertschöpfung der Unternehmensnahen Dienstleister ging im zweiten und dritten Quartal 2019 zurück. Dies ist zum einen die Folge einer zyklischen Normalisierung nach einer hochausgelasteten Phase. Zum anderen belasten Protektionismus und geopolitische Verunsicherungen die globale Investitionstätigkeit und dies trifft die stark im internationalen Investitionsgütergeschäft aktive deutsche Industrie besonders. Gemäß der IW-Konjunkturumfrage vom Herbst 2019 gehen die Unternehmen mit sehr zurückhaltenden Export-, Investitions-, Beschäftigungs- und Produktionsperspektiven in das kommende Jahr. Verwendungsseitig bleibt allerdings die Konsumkonjunktur - vor allem der öffentliche Konsum - nach oben gerichtet. Auch die Bauinvestitionen bleiben auf Wachstumskurs. Lediglich von der Außenwirtschaft und von den Ausrüstungsinvestitionen kommen keine Konjunkturimpulse. Sofern sich die Weltwirtschaft nicht weiter verschlechtert - sie wird im kommenden Jahr ähnlich wie in 2019 mit etwa 2 ¾ Prozent zulegen - und die strukturellen Anpassungslasten in Teilen der Industrie nicht Überhand nehmen, ist im späteren Verlauf des kommenden Jahres mit etwas Auftrieb zu rechnen. Nach einem Zuwachs beim realen Bruttoinlandsprodukt im Jahr 2019 in Höhe von rund 0,5 Prozent wird für das kommende Jahr ein Plus von 0,9 Prozent erwartet. Dieser Zuwachs ergibt sich auch aus einem deutlich positiven Arbeitstageeffekt. Die Arbeitslosigkeit sinkt im Jahr 2019 noch leicht, in 2020 kommt der seit 2013 anhaltende Abbau jedoch zu einem vorläufigen Ende. ; The German economy is stagnating. While this is partly the result of a cyclical normalisation following a phase of high capacity utilisation, protectionism and geopolitical uncertainties are weighing on global investment activity. This is particularly affecting German industry, which is highly active in the international capital goods business. According to the IW Business Survey of Autumn 2019, companies are entering the coming year with very modest export, investment, employment and production expectations. On the demand side, however, consumer spending - and especially public consumption - remains on the upswing, while investments in construction also continue to grow. Only foreign trade and investment in machinery and equipment are failing to provide any economic stimulus. Provided that the global economy does not deteriorate further - as in 2019, it is expected to grow by around 2 ¾ per cent in the year ahead - and the cost of structural adjustments in certain parts of industry remains under control, some momentum can be expected in the latter part of 2020. After real GDP growth of around 0.5 per cent in 2019, an increase of 0.9 per cent is forecast for the coming year, though this is partly due to public holidays falling at the weekend. Unemployment has edged down again in 2019, but in 2020 the steady fall recorded since 2013 will come to an end.

Dies wird zwar zu Nachholeffekten führen, das Wirtschaftswachstum wird sich in Deutschland in diesem Jahr allerdings nur noch auf 1,5 Prozent belaufen. Diese Entschleunigung liegt auch an der nachlassenden Dynamik der Weltwirtschaft. Der Protektionismus vonseiten der USA, die schwächere Gangart der Schwellenländer, die Ungewissheiten infolge des anstehenden Brexits und der italienischen Regierungsführung belasten die Erwartungshaltung der Unternehmen. Dies signalisiert die Konjunkturumfrage des Instituts der deutschen Wirtschaft (IW). Die Produktions-, Export-, Investitions- und die Beschäftigungsperspektiven haben sich hierzulande im Jahresverlauf 2018 spürbar eingetrübt. In die Nähe einer Stagnation kommt die deutsche Wirtschaft nicht, aber das Wachstum fällt im Jahr 2019 mit nur noch 1,2 Prozent sehr verhalten aus. Dies findet seinen Niederschlag ebenso am Arbeitsmarkt. Die Beschäftigung wird weiter ansteigen und die Arbeitslosigkeit wird zurückgehen, aber die Bewegungen werden gemächlicher. Trotz dieser konjunkturellen Bremsspuren wird im öffentlichen Haushalt noch ein Überschuss erzielt. Dieser wird sich jedoch im nächsten Jahr fast halbieren. The regular survey of German business conducted by the German Economic Institute (IW) comes to similar conclusions. The prospects for production, export, investment and employment in Germany have all deteriorated noticeably in the course of 2018. While by no means stagnating, at a mere 1.2 per cent the German economy is expected to enjoy only very modest growth in 2019. These dampened expectations are reflected in the labour market. Employment will continue to rise and unemployment to fall, but the movements will become more leisurely. Despite these signs of an economic slowdown, the public budget will remain in surplus next year, but at only half its current rate. While tax revenues are growing more slowly on the revenue side, government spending, especially social expenditure, will continue its steep rise.
