Occasional Paper #1 ; The Center for Civil-Military Relations (CCMR) was invited to offer a program in July 1997 to assist Guatemala in consolidating democratic civil-military relations. By the end of 1998 the program had gone through four phases, and appears to have established a momentum in which discussion regarding the proper roles for civilians and military officials in a democracy is both legitimate and increasingly frequent. In this short report I will describe the different phases of the program, discuss the lessons learned during the last year and a half, and highlight some of the remaining challenges.

The report provides an overview of the political situation in Paraguay two years after the February 1989 coup which removed General Stroessner from power. The political transition to a more democratic regime is described and the role of the key actors analyzed. The Report analyzes the Brazilian experience in formulating a new constitution in 1987- 1988 in comparative perspective with Portugal and Spain. It is demonstrated how the political actors in Brazil participated in the Constituent Assembly in order to ensure their interests in the basic document. Due to the political dynamics of the period and the severe economic crisis, the Assembly was extremely open, or porous, and the resulting document is long (315 articles), detailed, and extremely ambitious. There is some question, however, whether the political structures and economic resources will allow for a substantial implementation of the Constitution. The Catholic Church in Brazil has undergone a fundamental transformation in its role in state and society during the past decade and a half, making it probably the most progressive Church in Latin America, if not the world. Based on theological innovations since the Second Vatican Council (1962–5) and the CELAM meeting in Medellín, Colombia (1968), the Church in Brazil has made a 'preferential option for the poor'.
