English This article examines issues associated with the reorganized Family and Child Protection Services Units in Hong Kong, arguing that wife abuse problems are degenderized and marginalized in this initiative. It points out that the multi-agency approach is the basis for providing a one-stop service for victims of domestic violence. As part of a comprehensive research into PPP implementation, nine case studies were scrutinized to explore the critical risks influencing the success of PPP water projects in China. Eleven critical risks were identified from real-life risk events through the content analysis. They were further analyzed in the aspects of risk origin and their allocation mechanism. It has been found that the government risks are considered as the most critical risks encountered by the Chinese project practitioners. To allocate risk, industrial practitioners should not only take into account of their management capability, but they should also pay more attention to the overall balance of risks and benefits, and risk guarantee through rigorous contract structure. The findings presented here are believed to enable interested investors to better understand the risks of PPP water projects in China. Santrauka Atliekant išsamų tyrimą dėl viešojo ir privačiojo sektoriaus partnerystės diegimo, buvo išnagrinėti devyni atvejo tyrimai, siekiant ištirti svarbiausias rizikos rūšis, kurios daro įtaką sėkmingai viešojo ir privačiojo sektoriaus partnerystei Kinijos vandens projektuose. Analizuojant turinį, pagal realius rizikos atvejus nustatyta 11 svarbiausių rizikos rūšių. Jos buvo nagrinėjamos papildomai, apžvelgiant į su rizikos kilme ir jos paskirstymo mechanizmu susijusius aspektus. Nustatyta, kad su vyriausybe susijusios rizikos rūšys laikomos svarbiausiomis rūšimis, su kuriomis susiduria Kinijoje projektus diegiantys asmenys. Siekdami paskirstyti riziką, pramonės atstovai turėtų ne tik atsižvelgti į savo vadybinius pajėgumus, bet ir daugiau dėmesio skirti bendrai rizikos ir naudos pusiausvyrai bei rizikos garantijoms per griežtą sutarčių struktūrą. Manoma, kad čia pateikiamos išvados susidomėjusiems investuotojams leis geriau suprasti, kokia rizika kyla vykdant viešojo ir privačiojo sektoriaus partneryste pagrįstus vandens projektus Kinijoje.

The concession pricing is one of the most important issues during the negotiation period of PPP contracts. Pricing should vary in accordance with risks assumed by the private sector and embody equitable risk sharing between the government and the private sector to lower the minimum feasible concession price and ensure effective risk management. In this study, a general concession pricing model is developed through cost-benefit analysis from the perspective of the private sector. The model integrates project risk variables, price parameters, and other financial elements into a concession pricing formula based on cash flow table. Meanwhile, to cope with the occurrence of unforeseeable losses triggered by risk factors, such as interest rate fluctuation, inflation, traffic volume change, etc., a price adjustment mechanism is established to adjust the initial price and ensure the project's financial viability. The concession pricing model and adjustment mechanism allow the government and the private sector to reach a consensus on the tariff scheme of a PPP project. It is believed that the model is beneficial to create a "win-win" situation for both the government and the private sector.

AbstractWe examine the impact of China's announcements of upcoming government environmental audits (GEAs) on firms' corporate social responsibility (CSR). We hypothesize that firms, especially heavily polluting firms, engage in more CSR to proactively burnish their public image to weather forthcoming adverse outcomes from a GEA. Our baseline findings confirm that firms respond to the government's GEA announcement by engaging in more CSR. Additional analysis suggests that reputation concerns and environmental fines mediate the impact of GEA announcements on CSR. Cross‐sectional analyses show that the effect of GEA announcements on CSR is more salient for firms: (1) in a business environment in which GEAs are more effective, (2) that CSR engagement is critically important, or (3) that CSR can serve some special function. Overall, our findings imply that it is generally a good government policy to implement GEAs.

We study public versus private provision of health care for veterans aged 65 and older who may receive care provided by the US Department of Veterans Affairs (VA) and in private hospitals financed by Medicare. Utilizing the ambulance design of Doyle et al. (2015), we find that the VA reduces 28-day mortality by 46 percent (4.5 per centage points) and that these survival gains are persistent. The VA also reduces 28-day spending by 21 percent and delivers strikingly different reported services relative to private hospitals. We find suggestive evidence of complementarities between continuity of care, health IT, and integrated care. (JEL H51, I11, I12, I18, J14)

AbstractUsing the high‐frequency exchange rates of 25 global currency pairs, we document a striking clock‐time periodicity in which trading activity surges at the beginning of a minute. Additional analyses indicate that clock‐time spikes are accompanied by a lower level of liquidity. Moreover, we find that time‐clustering trades yield permanent price impacts, are devoted to efficient pricing, and make a significant contribution to price discovery. Finally, we investigate three informed scenarios to ascertain how trades at spikes acquire information beforehand and reflect them in markets. Taken together, our findings reinforce the view in the literature that subminute periodicity emanates from algorithmic trading.

AbstractBy leveraging the value‐added tax (VAT) Reform as an exogenous event in China, we examine the impact of the tax cut on bank collateral loan on firms. Our findings suggest that (1) The Reform allows firms to deduct the tax of purchasing fixed assets that leads to a significant increase in the firm's collateral loan amounts. (2) The transmission mechanism is due to the increased level of corporate transparency and a lowered financial risk after the Reform. (3) The impact of the Reform on collateral bank loans is more pronounced for state‐owned firms, large firms, firms far away from lenders and firms located in low financial development regions.
