RESUMO Neste estudo, considera-se como dimensão política a relação que os trabalhadores estabelecem com a gestão pública em saúde e seus desdobramentos no trabalho na Atenção Básica (AB) nas modalidades de organização da AB. Objetivou-se discutir o conflito entre enfermeiros da AB e gestão municipal em torno da contratualização e recontratualização ao Programa Nacional de Melhoria do Acesso e da Qualidade da Atenção Básica (PMAQ-AB) como manifestação da dimensão política. Estudo de caso instrumental e qualitativo, alicerçado na Análise de Discurso de matriz francesa. O corpus constituiu-se por entrevistas semiestruturadas com oito enfermeiros, informantes-chave da AB municipal de Ribeirão Preto (SP), e por documentos de planejamento de cinco quadriênios de gestão. Observa-se uma transição incompleta do modelo de AB, mais como mistura do que de transição, com uma implantação incipiente da Estratégia Saúde da Família. Fica claro que a relação entre enfermeiros e gestão não é de confiança, nem de corresponsabilidade. Não há perspectiva de participação nos processos de decisão relativos ao PMAQ-AB, cuja condução privilegiou os aspectos burocráticos esvaziando a política de avaliação de sentido para os trabalhadores. Apesar de responsabilizarem a gestão, os enfermeiros se limitam a formas de resistência pontuais, em um contexto de ausência de negociação coletiva.

The effect of increasing school resources on educational outcomes is a central issue in the debate on improving school quality. In this paper we use a randomized experiment to analyse the impact of a school grants programme in Senegal, which allowed schools to apply for funding for pedagogic improvements of their choice. We find positive effects on test scores at lower grades that persist for at least two years. These effects are concentrated among schools that focused funds on human resources improvements rather than school materials, reinforcing that teachers and principals are a central determinant of school quality.

AbstractThe frequency of labor inspections in Brazil increased in the late 1990s. In the years that followed, between 2003 and 2007, formal employment expanded significantly in the country. This paper examines whether these city-level changes in labor inspections could be a significant factor contributing to the increase in the number of formal labor contracts at the city level. We exploit unique administrative data on formal employment on different indicators for job and worker flows—including job creation, destruction, reallocation, accessions, and separations—between 1996 and 2006, and on the intensity of labor inspections, both at the city level. The results show that increases in the enforcement of labor market regulations at the subnational level led to an increase in gross and net formal job creation rates and accession rates in a period when the Brazilian GDP and formal employment were growing and informality rates were declining. In contrast, increases in enforcement of regulations are not significantly correlated with changes in the rate of job destruction. This finding is robust to different specifications and is consistent with a model where formal jobs become more attractive to workers when enforcement of different types of labor regulations increases.JEL ClassificationJ21, J63, E24, H80, C23
