The distinctive attributes of an entrepreneurial, market-based approach to economic development are analyzed, with focus on shifts in orientations & factors that could advance or hinder the adoption of such strategies at the local level, based on indexes of state economic development programs in 1983 & 1986 in all US states, & interviews with officials in 10 cities active in previous federal development programs. In the postfederal era of the 1990s, state-enabling climates -- the extent to which state fiscal policies & economic development programs encourage an entrepreneurial approach at the local level -- are particularly significant. Previous experience with entrepreneurial economic development techniques gives a fiscal & technical advantage to cities hoping to extend these efforts to local redevelopment activities. The experience of the cities that were early & consistent users of entrepreneurial strategies in federal economic development programs illustrate the opportunities & barriers affecting shifts toward more entrepreneurial local policies. 3 Tables, 41 References. Explores political science doctoral training & the Preparing Future Faculty (PFF) initiative. The PFF program is introduced as well as the thematic goals for the awarded institutions termed the CO-CA Cluster -- U of Colorado at Boulder, Stanford U, & several partner institutions. The value-added components of PFF, as documented by a graduate student participant, include learning to balance teaching & research, & the preparation for professorship. The CO-CA Cluster program is evaluated by means of student assessments & faculty placements, & the suggested prospects for related initiatives & improvements are considered. 9 References. L. Collins
