"Constantly bandied about, 'crisis' has tended to be a much-overused word. Understanding the economy and its future challenges requires a detailed and precise analysis of what an economic crisis is. This book sets out to do just that. It first provides a deep historical context of what economic theory says about crises and their perpetual return in the form of a cycle. It then looks at what lessons might be learned from this. Since 1945, the world economy has been dominated by the United States, so an analysis of recent crises must necessarily consider public policy response in this country. The book attempts to answer the question of whether American leadership has emerged unscathed from the damage inflicted by the 1975, 1992, 2009 and 2020 recessions and their legacies of debt. As for environmental issues, this book interrogates whether they carry with them a devastating crisis, reminiscent of the 'nutritional trap' theorized by Nobel Prize winner Angus Deaton, and asks if there will be a return to times of extreme scarcity as seen prior to the mid-18th century"--

L'historique des volontés de réforme de la Zone franc n'est pas véritablement à même d'éclairer la logique de la récente dévaluation du F CFA. En revanche un regard critique sur les principes et les objectifs fondateurs de la Zone au temps de l'empire colonial français, et de son maintien après les indépendances, est plus fertile. En retraçant des rivalités de relations économiques internationales, elle permet de mieux comprendre les ressorts de la dévaluation.

The end of the French Franc due to the EMU is an opportunity for examining the future of the Franc Zone. This paper addresses three issues :
It describes first the working of the institutions of the Zone, and the resulting advantages for members. Despite the stability of their currency, called the CFA Franc, the African members of the Franc Zone did not avoid a hard economic crisis^ due to both falling prices in raw materials (mainly cocoa and coffee) and an increasing foreign debt. Nevertheless, we argue that they are not worse off than the other African countries.
The problem of the parity of the CFA Franc is looked at in a second part. According to the political and economic situation of the members of the Zone, to maintain the value of their currency at it present level of 1 CFAF for 0,02 FF seems to be in their interest. The example of Ghana, the currency of which has been strongly devalued, shows that such an exchange rate policy, if good for Ghana, would be inefficient for the members of the Franc Zone.
In the third part, some proposals are made to improve the working of the Zone, in order to grant it a future in a world where EEC would be substituted to France as Africa's main trade partner.
