In Ägypten ist seit 2004 ein zunehmender Reform-Aktivismus zu beobachten: In den vergangenen drei Jahren wurde die ökonomische Strukturanpassung intensiviert und zahlreiche politische Reformen wurden angestoßen. Die wirtschaftspolitische Reformagenda trägt zwar zur Stärkung privatwirtschaftlicher Strukturen im Land bei, marktwirtschaftlichen Elementen wird dabei aber ebensowenig Beachtung geschenkt wie der sozialen Dimension. Die politische Reformagenda wiederum legt keineswegs die Grundlagen für eine umfassende politische Liberalisierung; sie dient vielmehr zur Herrschaftssicherung des Regimes.Mit den Reformen geht eine Umgestaltung der ägyptischen Herrschaftselite zu Gunsten des Unternehmerlagers einher. Bereits seit den 1980er Jahren ist es einigen Unternehmerfamilien sukzessive gelungen, ökonomische Vormachtsstellungen in der ägyptischen Wirtschaft aufzubauen und zu konsolidieren. Seit 2004 ist ein verstärktes politisches Engagement dieser neuen "Wirtschaftsoligarchen" zu beobachten, die durch zahlreiche Kanäle und Netzwerke Einfluss auf die Ausgestaltung der Reformagenda nehmen.Eine Gegenüberstellung der Interessen dieser sich neu formierenden ägyptischen Herrschaftselite mit den Interessen Deutschlands und der EU zeigt, dass es höchstens kurz- und mittelfristig Übereinstimmungen gibt. Der vordergründige Konsens verdeckt tiefgreifende Meinungs- und Wahrnehmungsunterschiede darüber, was Reformen eigentlich implizieren und welchen zeitlichen Bezugspunkten sie unterliegen. Die Herausforderung für Deutschland und die EU besteht folglich darin, ihre entwicklungspolitische Agenda zielanalytischer auszurichten, sie fallspezifisch auf gesellschaftliche Breitenwirkung zu überprüfen und vor allem herrschaftspolitische Implikationen der Kooperation künftig stärker zu berücksichtigen. Scholarly debates on Chinese foreign policy in the Middle East and the international dimension of authoritarianism have gained momentum since Beijing's Belt and Road Initiative (BRI) in 2013. At the same time, the global pandemic provided a window of opportunity to autocrats worldwide to fine-tune their modes of surveillance for the sake of regime survival. This article deconstructs Sino-Emirati relations in the field of digital surveillance. Inspired by Social Network Theory, we explore three transregional public-private elite networks as multipliers for the traveling of authoritarian practices. We show that authoritarian diffusion under the umbrella of fighting the pandemic is not spatially bound to geographical proximity or other structural similarities but rather a global phenomenon that state and non-state actors reproduce.
