Die saisonbedingten 'unit root tests' ermöglichen es, das Wesen von deterministischen und stochastischen saisonbedingten Schwankungen zu bestimmen. Der Autor wendet diese Methode im vorliegenden Arbeitspapier auf die originalen monatlichen Reihen des Währungsvorrats der Reichsbank an (umgerechnet auf wöchentliche Daten mit 2160 Beobachtungen) und hebt die deterministischen, saisonbedingten Schwankungen mit einer besonders ausgeprägten Saisonbedingtheit zu Anfang und am Ende des Jahres hervor. Dieses statistische Ergebnis wird abschließend zu den Wendepunkten in Beziehung gesetzt, die von der historischen Analyse ermittelt worden sind. (ICIÜbers)
Das Arbeitspapier stellt fraktionale integrierte Prozesse dar, welche die wesentlichen Modelle sind, um Langzeit-Gedächtnis-Phänomene zu beschreiben (Abschnitt 1). Abschnitt 2 definiert kurz das Konzept der fraktionalen Integration, zeigt dessen Haupteigenschaften und gibt einen Überblick über die Schätzverfahren. Eine Untersuchung ihrer Erweiterungen mit dem Ziel, die zyklische Langzeit-Entwicklung zu modellieren, wird in Abschnitt 3 vorgestellt. In den 80er Jahren kam es zu einer Renaissance der neo-klassischen Theorie des Wachstums mit dem Ziel, die Schwächen der neokeynesianisch orientierten Modelle zu überwinden. Erneut wurde nach den entscheidenden Determinanten eines nachhaltigen wirtschaftlichen Wachstums gefragt: Ist es der technische Fortschritt allein, der den 'Wohlstand der Nationen' mehrt oder führt in letzter Instanz Kapitalakkumulation zu dem gewünschten Effekt? Welche weiteren Produktionsfaktoren müssen hinzukommen (materielle Infrastruktur, Umweltkapital und -ressourcen, Humankapital oder der Stand des technologischen Wissens) und mit welcher Gewichtung sind sie zu berücksichtigen? Welches ist die günstigste Marktstruktur, die Wachstum garantiert? Der vorliegende Beitrag resümiert die Diskussionen um diese theoretischen Fragen, um dann im zweiten Teil ihre empirische Triftigkeit zu prüfen. (ICA)

Quantitativ ausgewertet werden die Zahl der Rentenempfänger sowie die Rentenhöhen über den Zeitverlauf. Obwohl Deutschland als Motor der Einführung von Sozialversicherungssystemen führend in Europa oder gar weltweit war (so waren 1902 bereits neun Millionen Personen rentenversichert), lassen sich die beiden Wohlfahrtssysteme nicht allein unter rechtlichen und institutionellen Aspekten befriedigend vergleichen. Betrachtet man das Sozialsystem in seiner Gesamtheit, so kann festgestellt werden, daß die soziale Lage älterer Menschen in Frankreich sich nicht wesentlich von der in Deutschland unterschied. ; This paper aims to produce, with the methods of quantitative history, a comparative analysis of old age policies in France and Germany during the period 1880-1914. This period is particulary interesting for comparison. In Germany, Bismarck's social insurance laws become effective. In France, debates on retirement are widely present in parliamentary discussions; compulsory retirement pensions are obtained by some professions, as miners (1894) or railroaders (1910), but other old age welfare systems already exist (assistance, life annuities by personal and voluntary saving etc.). An analysis in economic history terms, with the contribution of homogeneous statistical series, seems likely to improve the understanding of different systems in application in both countries. Among these, what is, for each country, the number of persons drawing social security and receiving an old age pension? What are the characteristics of these welfare systems, and in particular what is the aggregate amount of social security benefits devoted to old age? The various series - and especially total expenditure devoted to old age - shall allow us to analyse differences between France and Germany. Also, they will allow us to understand if these differences are due to legislative or institutional differences, or if they actually represent inequalities in welfare levels. On the other hand, how can we explain these differences? Recent works have shown, for France, that the adoption of an efficient old age social insurance is linked to social and economic changes - industrialization, urbanization, family structure change - and more particulary, industrial concentration and generalization of wage-earning. Is it similar in Germany? And, in this case, industrial development differences that can be observed between the two countries may explain the social welfare advance in Germany, it's the socialist movement strength which has constrained Bismarck to pass avant-garde social laws. But is this the only reason? This contribution will attempt to bring elements of reply to these various questions.

In dem hier vorgelegten Beitrag werden Ergebnisse empirischer Studien diskutiert, die den Zusammenhang zwischen Bildung und ökonomischem Wachstum (Nationaleinkommen) in Deutschland vor dem Zweiten Weltkrieg untersuchen. Im weiteren werden zu dieser Frage neue Daten präsentiert und die Ergebnisse verschiedener Test vorhandener Theorien. Nach Überlegungen zur Methode und zur Datengewinnung wird das VAR (vector auto regression) Modell zur Analyse der dynamischen Relationen vorgestellt. Sodann wird eine Analyse einer Zeitreihe vorgelegt. Diese wird sodann um eine Spektralanalyse und eine Analyse der dynamischen Verbindungen erweitert. Dabei kann auf der Basis der vorliegenden Zeitreihenanalyse die Hypothese, daß ökonomisches Wachstum einen kausalen Einfluß auf die Bildung hat weder bestätigt noch widerlegt werden. (ICD)

At the turn of the century a vague of skepticism reawaked due to empirical evidence concerning a weak link between education and growth in the developed countries. A new emerging literature on the political economy of educational reforms should help economists in the design of policies that are both optimal (conducive to growth) and politically acceptable.

Im Mittelpunkt der historisch-empirischen Studie steht die Entwicklung der Arbeitskräfte und der Löhne im 19. und 20. Jahrhundert am Beispiel Frankreichs. Die Autoren gehen von einem Zusammenhang zwischen den Kosten für die menschliche Entwicklung (Löhne, Bildung, Gesundheitsfürsorge u.a.) und dem materiellen Wachstum aus und weisen insbesondere auf die qualitative Entwicklung der Arbeitskraft während der langen wirtschaftlichen Depressionsphasen bis 1945 hin. Ihre Hypothese begründen sie damit, dass die Entwicklung des sozioökonomischen Systems auf einem Wechsel zwischen der quantitativen Entwicklung materieller Akkumulation und der Beschäftigung einerseits und der qualitativen Entwicklung von Arbeitskraft und Kapital durch technologische Innovation andererseits beruht. ; The conjunctural swing in the early 1970s resulted in new research on long waves of the 'Kondratieff' type. Previous theories seemed to have lost their explanatory power when confronted with the atypical fluctuations of certain variables (prices, production, etc.). It became necessary to formulate and verify new hypotheses to explain the original features of the structural crisis that was assuming shape. The present paper in part responds to this need. It postulates a relation between expenditure on human development (wages, education, health care, etc.) and on material growth. We assume that there was a qualitative development of the labour force until 1945 during long phases of economic difficulties; subsequently, this development tended to worsen during prosperous periods. This phenomenon is explained by the hypothesis that until the eve of World War II, the development of the socio-economic system was based on an alternation between the quantitative development of material accumulation and employment on the one hand, and the qualitative development of labour force and capital through technological innovation on the other hand. This qualitative development of the labour force during the long depression phase may account for the strong increase in expenditure on human development. Newly created conditions made it possible to take into account the necessary development of the labour force - especially the development of its qualitative aspect; this structural change could render the productive forces more efficient, thus opening the way for a new accumulation cycle. The reversal of the cycle after World War II, with strong growth during the prosperity phase and slower growth since 1973, raises the question if the regulation process has possibly been reversed. This change may show that, after all, human development does not have the edge over the development of material accumulation as the major determinant of economic growth. The study on the development of wages over a long period of time should provide an answer to these issues. 'During the last half( century, governments nearly everywhere have become more powerful influences in economic life. As yet, however, little is known in quantitative terms about the size governments have attained, the rapidity of their growth, what-functions they have assumed, how large these functions loom, and what differences can be observed among countries. [.] to the more general question of the role of government in economic life, we should recognize that the relation of the state to the economy has two aspects. First of all, governments act as economic agent. That is to say, they participate directly in the activities of the economy. They buy goods, hire labor and other productive factors, and organize them for the output of goods and services. Some of this output is sold, some given away, and much of it applied to public purposes of a more diffuse or intangible sort. [.] The second aspect of government in its relation to economic life is its more obvious influence as a regulator, that is, as a political agent'.
