Die Autoren setzen sich mit der kritischen Aufarbeitung von Ansprüchen an den Dialog von Wissenschaft und Politik auseinander, durch deren Berücksichtigung die wissenschaftliche Beratung den politischen Prozess darin unterstützen soll, besser auf die große Herausforderung von an Nachhaltigkeit orientierten Transformationen zu reagieren. In diesem Kontext werden die Transdisziplinarität und die Nachhaltigkeit, die Eigenart des Dialogs zwischen Wissenschaft und Politik sowie die Problematik der wissenschaftlich basierten Politikberatung und die neuen Formen der Schnittstellenkommunikation zwischen Wissenschaft und Politik thematisiert. Against the background of fundamental changes caused by processes of globalisation and the effects of demarcation, this conference proceedings with new interpretations of the category of space from different scientific perspectives is dedicated to. Terms such as city, economic area, metropolitan region, leisure and natural space characterize everyday experiences and representations of space, which have a decisive influence on and structure the conception of the world and the environment: The dynamic concept of 'space' thus reveals itself in its symbolic, material and regulatory contents. This ambiguity requires not only a reflexive treatment of spatial metaphors, but also a differentiation and critical accompaniment of political processes, which are examined from a political, planning, economic, cultural and media-scientific perspective on the basis of the Hamburg metropolitan region. This volume collects the contributions of an interdisciplinary workshop on the topic "City - Space - Nature: The Metropolitan Region as a Politically Constructed Space", which took place on June 15-16, 2001 at the University of Hamburg

The Common Agricultural Policy (CAP) of the European Union is essential to enhance the resilience of Europe's farming systems along three capacities: robustness, adaptability and transformability. The SURE-Farm project conducted the first systematic assessment how the CAP performs in this regard. The findings show that hitherto the CAP has been overly focused on supporting the robustness of an increasingly fragile status quo, with uneven effects, while neglecting adaptability and even constraining transformability. The future CAP needs to allow for a better balance with policy mixes that are tailored to regional needs, based on a shared long-term vision. This implies replacing direct payments with measures that specifically address resilience needs, e.g. points-based eco-schemes, agro-environmental programs, coordinated adaptation to shifting markets, ample support for cross-sectoral cooperation, innovation and advice to integrate production and provision of public goods, and participatory and integrative foresight to develop transformation pathways. ; EU; en; contact: miranda.meuwissen@wur.nl

"Umweltpolitik ist ein Beispiel der allgemeinen Entwicklung politischer Systeme wie auch ein Motor der Modernisierung: Die Entwicklung internationaler Politik, die wachsende Bedeutung von Mehrebenensystemen, die Entwicklung neuer Instrumente und der Einbezug nichtstaatlicher Akteure sind Merkmale und Triebkräfte der Umweltpolitik. Alle Teildisziplinen leisten Beiträge, um die Funktionsweisen, Steuerungsmöglichkeiten, -notwendigkeiten und -grenzen staatlicher Institutionen zur Bewältigung von Umweltproblemen zu untersuchen. Umweltpolitik hat dabei mit besonderen Schwierigkeiten zu kämpfen, die in dieser Einleitung untersucht werden. Ingesamt zeigen die Beiträge dieses Bandes, dass die Anwendung politikwissenschaftlicher Theorien und Methoden sowohl für die Gewinnung von praxisrelevantem Wissen als auch für die Weiterentwicklung der Disziplin fruchtbar ist." AbstractThe concept of resilience has been increasingly adopted on the European Union's (EU) policy agenda as a principle for agro‐food policy‐making. However, resilience is an ambiguous concept, allowing for different understandings and uses in the context of agro‐food policy‐making. This study analyses whether and how resilience is framed and contributes to framing in the Common Agricultural Policy (CAP) post‐2020 reform process by policymakers and stakeholders. Combining deductive and inductive coding, we analysed 123 policy documents of EU institutions and stakeholders related to the CAP post‐2020 reform debate and the associated Farm‐to‐Fork Strategy. Five distinct resilience frames were identified: (1) income resilience frame, (2) farmers' supply chain position resilience frame, (3) climate change impact resilience frame, (4) disease resilience frame and (5) ecological resilience frame. Whereas the resilience concept has been deployed by various actors, they differ in their preferred policy actions towards greater resilience.
