To expand our knowledge about an appropriate anti-terror strategy, it is indispensable to assess the underlying causes of terror. We examine social and economic conditions in the country of origin of terrorist attacks, claiming that low opportunity costs of terror, e.g. approximated as slow growth and poor institutions raise the propensity of terror and the willingness in the population to support terror. Using a mixed effects Poisson regression model, we are able to show that unfortunate socio-economic conditions in a country are suitable to reduce the opportunity cost for potential terrorists and increase the likelihood of terrorist attacks originating from a specific country. Interestingly, this effect is relevant after a certain level of development has been reached. We therefore distinguish between the OECD, Europe and Islamic countries.

Introduction/purpose: Bauxite residue as a waste product from the aluminium industry produced through the Bayer process is mainly composed of iron oxide, titanium oxide, silicon oxide and undissolved alumina together with a wide range of other oxides and a minor content of rare earth elements, gallium, vanadium and scandium, which vary according to the country of origin of the bauxite. The extraction of valuable elements from bauxite residues and the minimisation of bauxite residues during different treatments are an open research field. Methods: Different hydrometallurgical and pyrometallurgical methods were used for the treatment of bauxite residues. In this study, the results of the hydrometallurgical treatment of bauxite residue from Alumina Zvornik using sulfuric acid and hydrochloric acid will be shown in order to study the change of the mineralogical composition. Leaching efficiency will be calculated using the ICP OES analysis. The XRD-Analysis was used for the characterization of the initial material and solid residues studying the change of the mineralogical phases. Results: Leaching of bauxite residues with sulphuric and hydrochloric acid leads partially to the change of mineralogical structure and the transfer of elements into a liquid phase. Natural precipitation of iron is observed over time. Silica gel formation is confirmed during leaching of bauxite residues with hydrochloric acid. Conclusion: A new research strategy for treating bauxite residue is needed in order to ensure a complete change of the initial minearlogical structure and the most efficient transfer of metals into a liquid phase.

n.a. ; In this paper six authors propose guidelines for German labor market policy, to overcome current discouragement and lead to a new balance of social security and individual competetiveness. Crucial aspects in this regard should be a reformed tax system based on excise instead of income taxes, and a system of incentives (vouchers) to encourage further education and individual initiative in the event of unemployment. In addition the declaration pleads for economic regulation of immigration and demands more marketability of honorary work. The welfare state should not be shattered but has to stimulate the individual to take economic risks and chances. This paper has been forwarded to a broader German public in order to influence discussion on the future course of labor market policy.
Am 30. Mai 1979 stellte Herr Dr. Erhard Eppler "Ein Alternativszenarium zur Energiepolitik" vor, das in der öffentlichen Energiediskussion beträchtliche Beachtung, aber auch viel Kritik fand. Es ist das Ziel dieses Beitrages, die in dem "Alternativszenarium" dargelegten energiepolitischen Vorschläge und Strategien kritisch zu analysieren und zu bewerten. Insbesondere soll untersucht werden, ob das "Alternativszenarium" auf wissenschaftlich belastbaren Fakten und Analysen, auf nachvollziehbaren und in sich konsistenten Schlußfolgerungen aufbaut und ob die vorgeschlagenen energiepolitischen Maßnahmen Grundlage einer realitätsbezogenen Energiepolitik sein können. Dabei stehen unter anderem folgende Fragen im Vordergrund: a. Ist das Szenario in sich konsistent? D.h. sind die Fakten und Argumente logisch aufeinander aufgebaut und in sich schlüssig oder gibt es Widersprüche? b. Sind in dem "Alternativszenarium" alle wichtigen (auch übergreifenden) Aspekte des Energieproblems angesprochen? c. Sind die durchgeführten Rechnungen fehlerfrei und beruhen sie auf sachlich richtigen Annahmen? d. Sind die abgeleiteten Schlußfolgerungen plausibel und die vorgeschlagenen Maßnahmen technisch-wirtschaftlich realisierbar oder sind sie primär Ausfluß politischer Vorstellungen? e. Sind die Überlegungen nachvollziehbar? D.h. sind die zugrunde gelegten Annahmen und Zahlen vollständig und überprüfbar? Es ist nicht die Absicht dieses Berichtes, auf alle in dem "Alternativszenarium" angesprochenen Aspekte einzugehen, sondern wir haben uns auf die uns wesentlich erscheinenden Aussagen konzentriert.
