The European Community Social Charter and Labour Market Regulation

The market orientation of the 1992 European Community (EC) program has given way to a range of other projects involving institutional integration, eg, European Monetary Union & the EC Social Charter. Inducing this shift was a growing realization that institutional interventions are required to secure & coordinate the integration process. Here, examined is the nature of the EC Social Charter as a positive coordination mechanism. The controversies surrounding the adoption of the charter are outlined, & it is discussed how the clauses of the charter's accompanying action program & recently published draft directives affect existing national systems of labor market regulation. It is concluded that although the charter does not constitute a move toward a harmonized employment regime, it is a serious attempt to bring about greater coherence in community labor markets. 2 Tables, 15 References.
