This paper examines resident foreigners' interest in German citizenship. We use a unique data set from a survey of foreign residents in the German states to study the roles played by factors such as attitudes towards foreigners and political interest of foreigners. We find that negative attitudes towards foreigners and generational conflict within foreigner families are significant negative factors. While interest in political participation is among the important positive factors, hostile attitudes, lack of voting rights, or uncertainty about staying in Germany mainly discourage foreigners who actively participate in the labor market, have more years of schooling, and are younger.

The 2004 and 2007 enlargements of the European Union were unprecedented in a number of economic and policy aspects. This essay provides a broad and in-depth account of the effects of the post-enlargement migration flows on the receiving as well as sending countries in three broader areas: labour markets, welfare systems, and growth and competitiveness. Our analysis of the available literature and empirical evidence shows that (i) EU enlargement had a significant impact on migration flows from new to old member states, (ii) restrictions applied in some of the countries did not stop migrants from coming but changed the composition of the immigrants, (iii) any negative effects in the labour market on wages or employment are hard to detect, (iv) post-enlargement migration contributes to growth prospects of the EU, (v) these immigrants are strongly attached to the labour market, and (vi) they are quite unlikely to be among welfare recipients. These findings point out the difficulties that restrictions on the free movement of workers bring about.

This paper examines resident foreigners' interest in German citizenship. The study focuses on the roles played by attitudes towards foreigners, political interest of foreigners, intergenerational conflict between natives and foreigners and among foreigners themselves, and regional differences in public finances. To address our research questions, we use a unique dataset from a survey of foreign residents in the German States provided by the Central Archive for Empirical Social Science Research of the University of Cologne. We find that some of the significant negative factors that affect citizenship interest are negative attitudes towards foreigners and generational conflict within foreigner families. On the other hand, interest in political participation, German schooling, home ownership, being born in Germany and being a citizen of non-EU country are important positive factors. Negative experience of foreigners in terms of hostile attitudes, lack of voting rights, or uncertainty of the possibility to stay in Germany mainly discourage foreign residents who actively participate in the labor market, have more years of schooling, and are younger.

The COVID-19 pandemic and the ensuing economic and technological adjustment increased the risk of unemployment, underemployment and skills mismatch across Europe. These increased risks highlighted the importance of national unemployment benefit schemes for income security. This article examines the role of industrial relations in shaping unemployment benefit regimes in the Visegrad countries during the COVID-19 pandemic. We adopted an actor-oriented approach based on desk research and 12 semi-structured interviews with the representatives of trade unions and employers in all the Visegrad countries. Our research showed that the capacities of the trade unions and employers' associations to shape the unemployment benefit regimes were rather limited. State control over social policy remained very strong and shaped the dynamics of industrial relations, without inclusive involvement of social partners. National governments sought to implement measures to protect employment (mainly wage subsidies), rather than to reform existing unemployment support regimes.

AbstractIn the absence of effective vaccination, mass testing and quarantining of positive cases and their contacts could help to mitigate pandemics and allow economies to stay open. We investigate the effects of repeated mass testing on the COVID-19 pandemic caused by the SARS-CoV-2 virus, using data from the first ever nationwide rapid antigen testing implemented in Slovakia in autumn 2020. After the first round of testing, only districts above an ex ante unknown threshold of test positivity were re-tested. Comparing districts above and below the threshold, we provide evidence that repeated mass antigen testing can temporarily reduce the number of new infections. Our results suggest that mass testing coupled with the quarantining of positive cases and their contacts could be an effective tool in mitigating pandemics. For lasting effects, re-testing at regular intervals would likely be necessary.
