"This book presents an interdisciplinary examination of cross-Taiwan Strait relations and the complex dynamics at play in the region. Since the election of Ma Ying-jeou as Taiwan's president in 2008, the relationship across the Taiwan Strait--long viewed as one of Asia's most volatile potential flashpoints--has experienced a remarkable detente. Whether the relationship has been truly transformed, however, remains an open question and the Taiwan Strait remains a central regional and global security issue. A return to turbulence in the Taiwan Strait could also add a new dimension of instability in the already tense maritime disputes in the East and South China Seas. While the relationship across the Taiwan Strait remains critically important, it is also changing rapidly, and the chapters in this volume present new thinking to help make sense of complex cross-Strait dynamics. Specifically, these essays explore different security and/or globalization dimensions of China-Taiwan ties as well as the globalization-security linkages that have emerged. As the balance of power in Asia shifts dramatically, several chapters in this volume explore how traditional security forces are evolving. At the same time, there are new dynamics emerging as a consequence of globalization forces, such as the tremendous economic and social integration across the Taiwan Strait, and several chapters in this volume consider some of these new problems. Finally, several chapters consider the often under-researched dynamics associated with the globalization/security interface such as cyber threats, transnational criminal networks and the security spill-over impact of production globalization"--

Abstract
Do China's growing foreign economic ties translate into political influence abroad? We identify issues about which China cares deeply, and assess whether increased economic ties correlate with greater expressed support for Chinese activities on these issues. We collect new data to measure how countries have responded to China's implementation of a National Security Law for Hong Kong, and recent policies in Xinjiang. We find that countries with closer economic linkages to China were less likely to criticize—and in some cases more likely to support—China's actions in Hong Kong and Xinjiang, but the strength and significance of this effect vary considerably depending on the context and type of economic ties. Interestingly, the effects of China's foreign economic ties are substantively smaller than levels of democracy and development. The findings call into question simple assumptions about the translation of economic ties into political influence, and suggest directions for future study.

AbstractUS policy toward the People's Republic of China (PRC) has come under increasing attack in Washington, as a growing chorus of analysts paints the PRC has a revisionist power seeking to undercut existing multilateral institutions. We observe, however, that China's approach to multilateralism varies across different issue areas, and we argue and show that China's approach differs depending on the strategic landscape of any given context. We conclude that it is thus a mistake to view China through a single lens as either a 'revisionist' or a 'status‐quo' power.

US arms sales to Taiwan generate considerable anger in Beijing. Yet China has typically been reluctant to retaliate strongly in response to US arms sales; rather, Beijing has tended to take more symbolic, temporary, actions-such as freezing military exchanges and postponing official visits. Why, on the issue of US arms sales to Taiwan, does the PRC response seem to be mostly bark, with little bite? In this article, we construct a formal model of US arms sales to Taiwan, and use the model to generate expectations about Chinese reactions to those sales. Our model suggests that China faces a tradeoff when responding to US arms sales. On the one hand, domestic pressures and concern that arms sales improve Taiwan's bargaining leverage vis-à-vis the PRC push China to retaliate against the US. By sanctioning the US, China both ameliorates domestic nationalists demanding strong action and at the same time raises the costs to Washington of continuing with arms sales. On the other hand, however; by responding strongly to US arms sales, Beijing runs the risk that the US will continue with the sales despite the high costs; in turn, the higher costs signal a stronger US commitment to Taiwan that could undercut the PRC's future bargaining leverage vis-à-vis the island. We show that several variables determine how China makes this tradeoff, including the magnitude of US arms sales to Taiwan, prior Chinese beliefs about how strongly committed to Taiwan the US is, and how much additional leverage revealed US support for Taiwan provides the island in its bargaining with Beijing over sovereignty-related issues. China sometimes plays a leadership role in addressing global challenges, but at other times it free rides or even spoils efforts at cooperation. When will rising powers like China help to build and maintain international regimes that sustain cooperation on important issues, and when will they play less constructive roles? This study argues that the strategic setting of a particular issue area has a strong influence on whether and how a rising power will contribute to global governance. Two strategic variables are especially important: the balance of outside options the rising power and established powers face, and whether contributions by the rising power are viewed as indispensable to regime success. Case studies of China's approach to security in Central Asia, nuclear proliferation, global financial governance, and climate change illustrate the logic of the theory, which has implications for contemporary issues such as China's growing role in development finance.

AbstractDuring the current global COVID-19 crisis Taiwan has portrayed itself as both an example for other countries to follow and as a country willing to assist others in their own efforts with the virus. Taiwan has also renewed efforts to participate in the World Health Organization (WHO), an organisation from which it is currently excluded. Although some countries have supported Taiwan's efforts to participate in the WHO or have praised its COVID-19 response, others have been silent or even critical, sometimes citing commitments to a "one China policy." In this paper, we use newly collected data to explore cross-national variation in support for Taiwan during the current pandemic. We find that a country's level of economic development and security ties with the US are strongly correlated with support for Taiwan while a country's economic ties to China is a less consistent predictor.
