Although coordinated community responses to domestic violence are widely encouraged in the literature as a best practice approach, collaboration between multiple domestic violence response service agencies and government systems is often not achieved. Because of the fragmentation of domestic violence services, this literature review examines community engagement in general and the need for coordination between child welfare agencies and women serving anti-violence services in particular. The skills and strategies necessary for community engagement are explored along with the historical relationship between the two service streams. Also included is a review of the barriers to collaboration between child welfare and women serving agencies along with recommendations to overcome these hurdles. By way of summation, a discussion is provided on how information learned through this review process may be applied to practice for Child and Youth Care Practitioners and others who take up the difficult task of responding to the complex needs of families experiencing domestic violence.

This essay examines the changing composition and relationship to public policy of the independent film and television sector in Scotland since the early 1980s. It looks in particular at Scottish film and television producers' problematic engagement with the increasingly hegemonic creative industries discourse and the dominance of industrial over cultural and social arguments in the framing of the sector's relationship to bodies such as Scottish Screen and the Scottish Government. The sector's reluctance to address issues of national identity in constituting its own positions is considered as a source of tension in articulating its collective interest. The essay concludes that there are contradictions in the film sectors' relationship to the field of public policy, resolution of which may become critical to its survival in the context of recession and pressure on public film funds.

ABSTRACT*:  The idea of the Social Economy and the co‐operative movement originated in the nineteenth century but took on added significance in the twentieth century. This paper examines the relationships between the international movement and the Social Economy between 1909, when the forerunner of the CIRIEC Review and the International Co‐operative Alliance Bulletin began publication. It discusses the complexities that characterized the relationship between the movement and the idea of the Social Economy as it developed and considers why that relationship is important for both, especially in the contemporary period.

The social exclusion debate since it emerged in the UK in the late 1990s has focused centrally on promoting 'participation' in decision-making settings. While young people have been a central group of concern within this debate, there has been a broad neglect of the issues facing excluded young people in engaging in participatory settings. Drawing on data from local partnerships to promote social inclusion in Scotland, this article reflects on approaches to engage excluded young people in decision-making settings. Offering young people choice about how, when and where they engage is vital if we are to increase the opportunities for young people to influence decision making.

ABSTRACT  This paper documents the results of a twelve‐year tracking study of New York State (NYS) manufacturers of scientific instruments (1994–2005). The main goal of the tracking exercise was to probe for firm‐level changes in the use of external producer services, notably in technical fields such as industrial design, contract research, and engineering. Another goal was to assess the extent to which these outside inputs have been contributing to the product innovation efforts of users. The results show that innovation and service utilization rates have converged across NYS's three major regions (i.e., Western New York, Upstate/Central, and the New York City metropolitan area). This convergence has been powered by Internet‐based technologies, as well as by strategic management change at the company level. The link between recourse to external technical help and successful innovation is found to be statistically stronger in 2005 than it was twelve years ago. Of special importance is the fact that a growing number of manufacturers have been outsourcing research, design, and product development activities at levels that far exceed those reported in the 1990s. The paper concludes with a brief discussion of the implications of these trends for the geography of innovation within high‐technology sectors.

Reforms of public services such as health and education have been premised on the core belief that end-users are important agents of accountability, and incorporating their voice or choice in decision-making will improve service delivery. The notion of end-users present in many of the reforms is one derived from New Public Management (NPM) and public choice theory - that is, one of maximising individuals or households as undifferentiated units. Viewing individuals and households in this way makes the key agent of accountability on which the very reforms are betting invisible. It is overwhelmingly women who are responsible for households' access to public services. Women are not generic end-users but are subject to the unequal distribution of power within both the household and the community that constrain their agency, and that shape who is educated or who receives medical attention in the household. This article uses examples from Mexico, India and Brazil to illustrate the importance of considering women's voice and choice in public service reforms. The article then argues that when women form groups to ensure their needs are met more effectively, their voice at the local level can improve the responsiveness and efficiency of service providers, and produce better welfare outcomes.
