Parliaments and parliamentarians traditionally have been a feature of domestic politics, as a distinctive branch of government or as representatives of the people respectively. However, lately they have come to develop a different role linked to international rather than domestic politics, especially regarding regional organizations. Parliamentary institutions engage in international affairs in three major ways: 1) by influencing foreign policy through national parliaments; 2) by conducting parallel diplomatic relations, known as parliamentary diplomacy; and 3) by establishing and empowering parliaments as representative bodies of international, often regional, organizations. These roles differ in form and substance. The first is a classical function of parliaments and implies no policymaking innovation, although the degree to which parliaments do so varies from one democracy to another. The second function is more recent and has focused mainly on peace-building and conflict-prevention activities. The third is the most atypical function, and is ideally oriented towards supranational institution building.

When do presidents delegate policy-making authority to their foreign ministries? And is foreign policy unique in this respect? We posit that six international, national, and personal factors determine the opportunity and motivation of presidents to delegate, and then analyse the cases of Argentina, Brazil, and Mexico in 1946–2015. By applying fuzzy-set qualitative comparative analysis, we find that four combinations of factors are sufficient paths to delegation: (1) international stability and elite consensus on foreign policy; (2) international stability, right-wing president, and low diplomatic professionalisation; (3) international stability, right-wing president, and low presidential expertise on foreign policy; or (4) absence of authoritarianism combined with elite consensus on foreign policy and right-wing president. Our study of foreign ministries reinforces some of the main findings of the scholarly literature on other ministries, thus challenging the view of foreign policy-making as different from domestic policy areas.

From November 1902 through February 1912, four presidents governed Brazil. Throughout all this period, though, only one person headed the foreign ministry: José Maria da Silva Paranhos Jr., alias Baron of Rio Branco (20 April 1845–10 February 1912). This political wonder and diplomatic giant was to shape Brazil's international doctrine and diplomatic traditions for the following century. His major achievement was to peacefully solve all of Brazil's border disputes with its South American neighbors. Founded in 1945, Brazil's prestigious diplomatic school carries his name, Instituto Rio Branco, and, since the early 2000s, Brazilian foreign policy has become the largest subfield of international relations in university departments across the country. Indeed, Brazilian foreign policy is to Brazilian academia what American politics is to US academia, namely, a singular phenomenon that has taken over a general field. In contrast with the United States, most in-depth research from about 1998 to 2010 came from foreign-based scholars; however, since then a large cadre of mostly young academics in Brazil have seized the agenda. Unlike the pre-2000 period, the orientation has been toward public policy rather than diplomatic history. This article investigates the sources of foreign ministries' policy-making capacity in presidential regimes. Using the concept of family resemblance, we argue that professionalization of the diplomatic corps is a necessary condition, whereas the institutional attributions of the ministry and the degree of presidential delegation are relevant but substitutable elements. The higher the scores on either of the latter dimensions, the stronger is the capacity of the foreign ministry to influence the chief executive and to contest other players' policy preferences. To empirically validate our concept, we measure the three dimensions in Argentina, Brazil, and Mexico between 1946 and 2015 using data on diplomats' recruitment and career paths, influence of diplomatic schools and doctrines, appointment patterns of foreign ministers, and relevance of presidential diplomacy, with an emphasis on travels abroad. Our analysis indicates that Argentina, Brazil, and Mexico enjoy a high level of professionalization of their diplomatic corps; however, differences—both across countries and over time—remain regarding institutional attributions and presidential delegation.

In spite of the strong historical links that connect Europe with South America, EU studies are underdeveloped in the latter region. This article takes stock of how European politics in general, and European integration in particular, are studied and taught in Argentina, Brazil, Chile and Uruguay in order to assess such paradox and evaluate its prospects.

The study includes 4,900 votes, the tabulation of 1,500 ministers according to their ideological persuasion, all annual trade entries, and an assessment of the political strength of presidents, cabinets, and parties per year. The findings show that while Argentina's voting behavior has been determined mostly by domestic factors and Mexico's by realist systemic ones, Brazil's has a more complex blend of determinants, but also with a prevalence of realist systemic variables.
