The moral imperatives of kinship in Italy today articulate state law and market in measurements of closeness for access to resources and care. The negotiations of insurance payouts for road crash victims offer a privileged vantage point to study this articulation and, specifically, how laws and welfare policies are reproduced through financial products. In these negotiations, insurance companies, state agencies, lawyers, and families employ different measurements of kinship as closeness. The notion of 'kin enough' indicates thresholds of belonging reached when degrees of closeness measured through different indicators add up. Two case studies show how concrete negotiations of measurement reinforce inequalities of gender, class, and age, and help to moralize kinship according to ideals of middle-class propriety.

Abstract The 1951 Convention relating to the Status of Refugees, supplemented by its 1967 Protocol, is the most comprehensive and universal instrument adopted to date to safeguard the fundamental rights of refugees and to regulate their status in countries of asylum. Yet, 70 years after its adoption, many countries – most of them in Asia – are unwilling to accede to it. Focusing on the ASEAN States, this article explores the reasons behind Southeast Asia's resistance to the Refugee Convention, thereby highlighting some of its limitations. Contrary to the so-called 'rejection' of the international refugee law approach that currently prevails in the region, this article argues that Southeast Asian States have long recognized that refugees, as defined in the Refugee Convention, need protection. This is evidenced by their de facto different treatment of refugees compared to other irregular migrants, especially when it comes to arrest, detention, and deportation. The fact that non-signatory States act in conformity with the provisions of a treaty by which they are not bound reinforces the relevance of the Convention, if not as a formal source of obligation, at least as a model to delineate the contours of refugee protection. Somewhat ironically, their practice also contributes to the strengthening of international refugee law.
The high-tech sector is concentrated in a small number of cities. The ten largest clusters in computer science, semiconductors, and biology account for 69 percent, 77 percent, and 59 percent of all US inventors, respectively. Using longitudinal data on 109,846 inventors, I find that geographical agglomeration results in significant productivity gains. When an inventor moves to a city with a large cluster of inventors in the same field, she experiences a sizable increase in the number and quality of patents produced. The presence of significant productivity externalities implies that the agglomeration of inventors generates large gains in the aggregate amount of innovation produced in the United States. Using images, video, and text, I weave together two walks and several conversations on the senses, migration, and memory. I focus on echoes or resonances as a method to attend to the relation between remembering, sensory emplacement and urban materialities. Using comments from my interlocutors who migrated to Metro Vancouver from outside Canada, as well as autobiographical reflections on sensate memories in urban landscapes, I investigate how forgetting and memory are co-implicated, and I propose that echoes can help us think of spatial and social displacements. I include digital meaning making practices like videos, photographs, and montage, as well as hand-written notes, stories, lists, and drawings. These in turn accompany the kinesthetic inhabiting of the city through walking, standing, and sensing in place.
Evaluation practice takes place in a particularly awkward and challenging social context due to the fear, resistance and anxiety that is often associated with evaluation. Navigating this social context is taxing for evaluators and has the potential to negatively impact their well-being. This article begins with an exploration of the positioning of qualitative and relational approaches within the evaluation field over time, showing that they have been increasingly acknowledged and now widely accepted as crucial to the practice of evaluation. More recent literature is then used to identify six social competencies that are essential to on-the-ground evaluation practice. These competencies are in allaying fear and anxiety, establishing rapport, building and maintaining professional credibility, recognising tacit social dynamics, preventing and managing coercion attempts, and preventing and managing hostility. The article then explores the implications of working in this social context for evaluator well-being. Difficulties around self-assessing competency levels, contending with a poor reputation, emotional labour and self-care, and limited research specific to these matters are discussed. This article posits that practising evaluators should routinely reflect and take active steps to not only improve their social competence but also maintain their own well-being.
This issue brings together 10 anthropologists who investigate the potential of multimodality and the role of sensing, as situated social practice, in the complex working of memory. Through video, images, texts and sound—and through collage, installations, embroidery, and drawing—we invite the audience of Multimodality & Society to consider: What are some of the complex relationships between memory and the senses? How does multimodality help us approach the study of remembering and forgetting? This introduction frames our work into current debates in multimodal and sensory anthropology, discusses our approaches to memory, and draws some of the common themes that connect our contributions. Collectively, we investigate memory as sensate, emplaced, and affective, and existing in a complex relation with temporality and practices of forgetting. We are particularly interested in the links between multi-sensory approaches and the possibilities offered by multimodality. We argue that the latter can help us think of sensate memory, and vice versa, studying remembering and forgetting as multisensory can demonstrate some of the potential of multimodal scholarship.
L'articolo si propone di riflettere sul senso profondo della interpretazione che Guardini ha offerto di poeti e letterati, e in particolare di Hölderlin. Partendo dalla lettura di alcuni passi guardiniani generalmente considerati "politici", l'autore cerca di raggiungere il piano esistenzialmente profondo in cui autenticità dell'individuo e bellezza della poesia acquistano valore universale e, mancando, causano lo "smarrimento" della modernità.
Spatial microsimulation encompasses a range of alternative methodological approaches for the small area estimation (SAE) of target population parameters from sample survey data down to target small areas in contexts where such data are desired but not otherwise available. Although widely used, an enduring limitation of spatial microsimulation SAE approaches is their current inability to deliver reliable measures of uncertainty—and hence confidence intervals—around the small area estimates produced. In this article, we overcome this key limitation via the development of a measure of uncertainty that takes into account both variance and bias, that is, the mean squared error. This new approach is evaluated via a simulation study and demonstrated in a practical application using European Union Statistics on Income and Living Conditions data to explore income levels across Italian municipalities. Evaluations show that the approach proposed delivers accurate estimates of uncertainty and is robust to nonnormal distributions. The approach provides a significant development to widely used spatial microsimulation SAE techniques.
Il deciso impegno dell'Unione Europea rivolto alla sostenibilità ambientale e al clima del pianeta si riflette, ora più che mai con disinvoltura, in azioni prioritarie verso queste tematiche sensibili. In vetta alle agende dei Governi, infatti, è facile cogliere argomenti inerenti alla riduzione delle emissioni di carbonio ed all'innovazione ambientale. I dati relativi al settore dei trasporti mostrano uno scenario poco invidiabile: in Italia tale settore è il principale responsabile di emissioni di gas ad effetto serra assieme alle industrie energetiche (23,3% delle emissioni totali ciascuno) e considerando la sola CO2 il trasporto stradale è colpevole del 93,6% della produzione settoriale (70,3% dovuto al traffico passeggeri e il restante 29,7% dovuto al trasporto merci). Inoltre la nostra Penisola si posiziona, non per merito, al secondo posto tra i Paesi europei con il maggior tasso di motorizzazione (646 autovetture ogni mille abitanti) concedendo il primato ad un Lussemburgo facilmente influenzato dall'attività transfrontaliera dei lavoratori. Per quanto concerne la ripartizione modale, spicca agilmente il ruolo da protagonista che le automobili private ricoprono sulle nostre strade: tra tutte le modalità di trasporto esistenti motorizzate, la percentuale di traffico passeggeri su strada risulta pari al 90,8% e il 71,87% della totalità dei veicoli stradali circolanti è composto proprio dalle autovetture. Ancora una volta, considerando come modalità di spostamento biciclette, piedi, moto, mezzi pubblici e auto, proprio quest'ultime vengono utilizzate per poco più di 6 spostamenti su 10. Dal quadro appena descritto è chiaro come la "mobilità sostenibile" sia l'elemento attorno al quale gravita la politica dei trasporti dell'Unione Europea per ridurre gli effetti nocivi della mobilità, esplicabili con una riduzione dei costi ambientali, sociali ed economici del trasporto e per incrementare la qualità della vita delle comunità territoriali. Da ciò è evidente come un cambio modale di almeno una parte del trasporto passeggeri, nelle aree urbane, dall'auto privata verso un sistema di trasporto sostenibile sia necessario oltre che desiderabile. Oggi ovunque si assiste ad una tendenza volta a ricercare strumenti e piani in grado di poter cambiare le abitudini di mobilità, riequilibrare una ripartizione modale e una pianificazione dei trasporti concentrate ormai da troppi anni sulle sole autovetture, e di salvaguardare l'ambiente e la vivibilità delle città assieme agli accordi che i Paesi europei continuano a siglare indicando obiettivi sempre più ambiziosi. Lo strumento individuato nella presente Tesi è la "Premialità delle buone pratiche di mobilità" atta ad incentivare, in larga misura, i comportamenti virtuosi degli utenti stradali. In particolare, ampio spazio verrà dedicato all'innovativa piattaforma premiale ed App mobile GOOD_GO, che tesserà un sistema di incentivi nell'Unione dei Comuni della Valdera per centrare gli obiettivi posti dalle Amministrazioni in termini di: una più equilibrata ripartizione modale, conseguenti riduzioni di congestioni nelle ore di punta, riduzione di perditempo nella ricerca di stalli liberi nei centri con maggiore attrattiva (dato curioso, secondo l' ISTAT - "Annuario Statistico Italiano 2020", nel 2019, tra i problemi che preoccupano maggiormente le famiglie rispetto alla zona in cui vivono, la difficoltà di parcheggio risulta al 37,4% con un aumento di 1,7 punti percentuali rispetto all'anno precedente), cambio di abitudini e mentalità legate alle modalità di spostamento e una maggiore consapevolezza delle proprie scelte, una più precisa pianificazione dei trasporti grazie al monitoraggio delle tracce degli utenti, maggiore spazio dedicato alla mobilità dolce quasi del tutto sottratto dalle autovetture, salute e riduzione delle emissioni. Con riferimento al documento in essere è stata inizialmente affrontata nel Capitolo 1 una analisi riguardo allo stato di salute del settore dei trasporti in Europa ed in Italia. Seppur con dati ed informazioni più dettagliate e capienti, con l'indispensabile contributo delle pubblicazioni di EUROSTAT, ISTAT, MIT, ISPRA, ISFORT e ACI, questo Capitolo ha reso possibile la sintesi appena proposta. Nel successivo Capitolo 2, dopo un report sui trasporti giudicato negativo, l'attenzione è stata portata sul concetto di premialità, con le sue diverse forme, caratteristiche, tipologie e contrapposizioni. Tale Capitolo risulta essere il più consistente in quanto si sforza di comprendere i meccanismi mentali alla base della psicologia dei comportamenti inerenti alla mobilità ed illustra lo stato dell'arte e le best practices di premialità nel mondo, con 32 esperienze che servono a sviluppare capacità critiche, trarne spunti utili, carpirne pregi e difetti e comprenderne la portata. Il Capitolo 3 è dedicato esclusivamente alla descrizione e al funzionamento dell'innovativa piattaforma premiale GOOD_GO. Infine il Capitolo 4 riporta una futura metodologia di applicazione del sistema premiale GOOD_GO nell'Unione dei Comuni della Valdera, che ne ha fatto espressamente richiesta.
