The return of austerity has provoked social conflict, political controversy and academic disputes. In this article we explore some of these through the metaphor of an 'alchemy of austerity' that forms the foundation for strategies of state retrenchment through which the consent of populations is sought. We begin, in 'Magical thinking', by tracing some of the discursive repertoires that circulate in analyses of austerity, showing something of its significance as a key term being mobilized in different international and national political discourses. We then go on to explore political strategies, with a particular focus on the UK in 'Sharing the pain'. However, we suggest that such a focus offers a limited conception of politics that fails to illuminate the contradictory field of political forces put into motion by austerity strategies. This field of forces, we go on to argue, crystallizes around the problem of securing consent. In 'Austerity and the problem of consent' we examine this further, pointing to the proliferation of different forms of dissent and their relationship to austerity measures. We end by tracing shifting articulations of the moral and the economic by revisiting E.P. Thompson's concept of 'moral economy'.

New governance practices associated with the modernization of health systems within Europe focus on equipping health consumers with more information and power in their interactions with clinicians. This article uses material on health care reform in Britain and Germany to highlight ways in which consumerism is refracted through different institutional histories and current political projects. These give rise to different inflections on the meaning of consumerism, including the different associations of `choice', and to different forms of consumer involvement as `stakeholders' in health care systems.

Recent years have seen the proliferation of political discourses around the Third Way, progressive governance, social investment and social inclusion. This article explores the implications for public management, drawing on documentary and interview data on the changing fortunes of the public library service, a service seemingly well positioned to take full advantage of these new policy discourses. The article concludes by tracing some of the key contradictions inherent in the idea of the social investment state, and the challenges these produce for public managers.

This article considers the rise of the 'what works' policy agenda in the probation service. It presents case study data on a decade of change in one probation service area. The findings are that 'what works' has produced a change in the knowledge pool upon which professional practice is based. It has also had a significant impact on the social relationships of probation work. Such shifts in professional knowledge and social relationships have shaken pre-existing professional and organisational identities. However, 'what works' appears to have shifted rather than eroded professional boundaries, creating new divisions on which the profession might reconstruct itself.
