As China joins the World Trade Organization, the authors question whether China's large firms will be able to compete on the global level playing field. Over the past two decades, Chinese large enterprises have undertaken extensive evolutionary change but, at the same time, the world's leading firms have undergone a revolutionary transformation. Based on analysis of firms with the aerospace, oil and petrochemical industry, the authors conclude that China's leading firms face critical challenges, even in sectors in which China's policy-makers have scored significant success. An evaluation of the relevance of Ur bias & Ru bias to the postrevolutionary Chinese case. Statistical data are presented on the nature & extent of differentiation in Ru-Ur living standards, the political basis of relevant economic policies is examined, & the relationship between these policies is investigated relative to changes in labor productivity in each sector & to intersectoral savings transfers. Both Ur bias & Ru bias hypotheses illuminate certain dimensions of Chinese development strategy. But the realities of Ru-Ur relations have been complex, & analysis must be supplemented by a focus on the division between state & society, & the question of state bias. 10 Tables, 73 References. Information obtained during a research tour of communes in rural China in the summer of 1979 clarified, among other things, the structure of grain marketing by production teams and other basic units of production. Explanations advanced by officials at various levels above and within the communes Showed that the grain sold by units to the state included a tranche, named " discussion grain " (yigou), Which was unfamiliar to us although it was said to have been introduced generally in 1972–73, and in Guangdong Province as early as 1963. We obtained the following understanding of the system currently in operation throughout China.
