Several issues relating to the set of programs established by the European Community (EC) to create a new regional economic bloc in 1992 are discussed: the effect of European economic integration on the Left, the prospects for a post-Fordist social democracy, social democrats & the EC, the impact of the EC on European labor unions, & the prospects for & necessity of a new Left in Europe. It is argued that the development of the EC is essentially a process of neoliberal-inspired market deregulation, which originated in the 1980s philosophy that the free market is superior to any other form of state action in distributing social resources. It is concluded that Europe will need a new Left to offset Eastern Europe's oscillation between free-marketeering & rabid nationalism. 15 References. W. Howard

The mood of the Twenty-Fourth Congress of the French Communist Party (PCF), held in Paris in 1982, was in sharp contrast to the optimism that had characterized the two previous conventions (of 1976 & 1979). Although Communists had been elected to the French government, the PFC had become weaker, & the rival Socialist Party stronger. Why the PCF lost ground to the Socialists in recent elections & reasons for the general failure of its strategies are discussed within a review of the PCF's career within the last two decades. Major issues discussed at the Congress are summarized, & their implications for the marginalization of French & Western European communism are considered. D. Dunseath.
