Strengthening Governance: Ranking Countries Would Help

It is well known that strengthening the governance capabilities of developing countries advances their economic development & reduces the potential for local & global conflict. However, the inability of citizens to participate in their government & to hold their rulers accountable has increased autocracy & despotism, especially in the poorest nations. It is maintained that improving governance in the developing world will require a new, bias-free method to objectively & meaningfully assess degrees of good governance. Suggestions are made for the establishment of a new nongovernmental organization assigned with developing a governance-ranking system that contrasts the governance of nation-states in order to issue an "annual report card" that shows how well or poorly countries are being governed & highlights specific areas that need improvement. The rationale for ranking is discussed & the proposed method of ranking is detailed. Pilot efforts have shown that ranking countries provides both the "carrot & the stick" for positive change. Steps that need to be taken to implement a governance ranking system are described. 1 Figure. J. Lindroth
