AbstractIt is commonly argued that 'institutions matter' for growth and poverty reduction. While recognising the importance of institutions, it is necessary to go 'beyond institutions' in understanding the factors that promote growth and poverty reduction. This paper draws on the research findings of the IPPG Research Consortium (Improving Institutions for Pro‐Poor Growth), some of which are included in this issue, to make the following arguments. We argue, first, that the ways in which economic, political and social institutions interact are crucial in shaping pro‐poor development outcomes. Secondly, the establishment of effective institutions also requires the building and strengthening of effective social, political and economic organizations, across sectors and issue areas, which can push for, negotiate, implement and monitor locally appropriate and legitimate institutional arrangements if the aim of poverty reduction is to have sustained traction as a policy goal. AbstractThe economic challenges facing Kosovo in 2008 are considerable. Economic growth has been below the rate achieved in neighbouring countries and more than one‐third of the work force is unemployed. The paper applies a 'diagnostics' analytical framework to identify the most binding constraints on economic growth and job creation. The binding constraints to growth are found to be the costs and access to finance, poor provision of public goods and weaknesses in the rule of law. The analysis also suggests that policy options for job creation must focus on increasing both economic growth and the employment intensity of growth. Copyright © 2009 John Wiley & Sons, Ltd.

Is the informal sector in India a means of exploitation or a means of accumulation? One view takes the informal sector to be a site for primitive capital accumulation, with underpaid workers working in abysmal conditions. Another view takes the informal sector to be the venue for economic dynamism and entrepreneurial creativity. In this article, we evaluate these two views in relation to theories of the informal sector and empirical studies on India. We argue that both views have merit in the Indian context and accounts of the informal sector in India need to take into account the complexity and heterogeneity of production and labour relations that characterises the sector.

Auf der Basis von Daten aus den Jahren 1970/71 - 1995/96 wird die Motivation Australiens untersucht, die indonesische Regierung zu unterstützen. Zunächst geben die Autoren einen Überblick über die australische Entwicklungszusammenarbeit mit Indonesien. Danach werden zwei verschiedene Modelle der Entwicklungszusammenarbeit diskutiert, nämlich zum einen die Interessen der Geberländer und zum anderen die Anforderungen der Empfängerländer. Abschließend werden die ökonometrischen Ergebnisse dargelegt. (DSE/DÜI)
