L'ONU et la gestion des conflits yougoslaves (1991-1995) : faillite d'une institution, faillite des États ? L'ONU fut impliquée dans la gestion des conflits yougoslaves au cours d'une période de grandes turbulences. La fin de la guerre froide avait permis la revitalisation de l'ONU, mais celle-ci se révélait inapte à gérer les « nouvelles » formes de conflits. L'analyse de la politique de l'ONU face aux conflits yougoslaves pose la question fondamentale de la distinction entre l'ONU, agent semi-autonome, et les États qui la composent. La politique onusienne de gestion des conflits yougoslaves peut-elle être distinguée de celle des États ? Peut-on parler d'échec de l'ONU, ou l'échec renvoie-t-il aux États ? Cet article analyse le rôle de l'ONU dans la gestion des conflits yougoslaves en trois parties. Après une présentation de l'action de l'ONU dans les domaines diplomatique, humanitaire et militaire, il étudie l'échec général de cette politique, distinguant trois niveaux de responsabilités : les États, l'Organisation, la doctrine. L'article examine enfin les conséquences et leçons de l'échec : la crise de l'ONU, la renationalisation du maintien de la paix et la réforme.

The UN was involved in the management of the Yugoslav conflicts during a greatly turbulent period. The end of the Cold War had allowed the revitalisation of the UN, but the organisation showed itself to be inept at managing "new" forms of conflict. Analysis of UN policies regarding the Yugoslav conflicts poses the fundamental question of the distinction between the UN, a semi-autonomous agent, & the states of which it is composed. Can UN policy towards the management of the Yugoslav conflicts be distinguished from that of states? Can we speak of UN failure, or does the failure refer to the states? This article analyses the role of the UN in the management of the Yugoslav conflicts in three parts. After presenting UN action in the diplomatic, humanitarian & military domains, the article studies the general failure of UN policy, distinguishing three levels of responsibility: states, the UN, & doctrine. Finally, the article examines the consequences & the lessons of this failure : the UN crisis, the renationalisation of peacekeeping, & UN reform. Adapted from the source document.

Au sortir de la Première Guerre mondiale, l'idéalisme véhiculé par Woodrow Wilson, Raoul Dandurand ou le Français Léon Bourgeois avait donné naissance à une organisation à vocation universelle de promotion des valeurs de paix. La Société des Nations (SDN) participait du projet irénique d'instauration de la paix par le droit. En 1945, les pères fondateurs de I'ONU sont inspirés par le même idéalisme, mais ils veulent aussi tirer les enseignements des échecs de la SDN. Là où la SDN avait échoué dans sa tâche de gestion de la sécurité internationale I'ONU réussirait, notamment parce qu'elle ne reproduirait pas les imperfections de la SDN. Ainsi I'ONU incarnait-elle l'espoir que la SDN n'avait pu concrétiser. À l'aube du siècle naissant, cet espoir que I'ONU portait en elle est largement déçu. Elle n'a certes pas pâti des mêmes difficultés que la SDN et peut se prévaloir d'un certain nombre de succès, mais elle est incontestablement diminuée dans son rôle de garant de la paix par un bilan très mitigé. Bien plus, alors que la guerre froide avait conduit I'ONU à une paralysie forcée, le renouveau consécutif à la fin de l'opposition Est-Ouest ne lui a pas permis de se réapproprier sa tâche première de maintien de la paix.

Examines Franco-US relations in the Iraq War & broader transatlantic contexts. Fundamental characteristics of the relationship that bias it toward conflict are identified. Attention turns to the Iraq war as a source of contention, assessing French policy in terms of its "grand vision" & three specific sets of factors that acted as points of departure with the US on Iraq. The depth of this rift, seen as the most serious in 60 years, is gauged, & the implications for the transatlantic relations are addressed, stressing diverging threat assessments & perceptions; multilateralism in relation to the UN, NATO, & the EU; & the continuing salience of the transatlantic relationship. It is concluded that US-Franco relations will likely remain difficult in light of the current unipolar world order. J. Zendejas
