Free media may not favor political accountability when other democratic institutions are weak, and may even bring undesirable unintended consequences. We propose a simple model in which politicians running for office may engage in coercion to obtain votes. A media scandal that exposes these candidates increases their coercion effort to offset the negative popularity shock. This may result in the tainted politicians actually increasing their vote share. We provide empirical evidence from one recent episode in the political history of Colombia, the 'parapolitics' scandal featuring politicians colluding with illegal armed paramilitary groups to obtain votes. We show that colluding candidates not only get more votes than their clean competitors, but also concentrate them in areas where coercion is more likely (namely, areas with more paramilitary presence, less state presence, and more judicial inefficiency). Harder to reconcile with other explanations and as a direct test of the effects of media exposure, we compare tainted candidates exposed before elections to those exposed after. While there is a large literature on how conflict affects entrepreneurship and private investment, much less is known about how the end of a conflict affects businesses and firms' creation. A priory, the direction of the effect is not obvious, as conflicts bequest poverty traps and inequality that reduce the returns of investment, and the territorial vacuum of power that is inherent to most post-conflict situations may trigger new violent cycles. Studying Colombia's recent peace agreement and using a difference-in-differences empirical strategy, we document that dynamics of entrepreneurship in traditionally violent areas closely mapped the politics that surrounded the peace agreement. When the agreement was imminent after a 5-decade conflict and violence had plummeted, local investors from all economic sectors established new firms and created more jobs. Instead, when the agreement was rejected by a tiny vote margin in a referendum and the party that promoted this rejection raised to power, the rate of firms' creation rapidly reversed.

AbstractTraditional theories of democracy suggest that political representation of excluded groups can reduce their incentives to engage in conflict and lead to lower violence. However, this argument ignores the response of established elites when (1) their interests are threatened by the policy stance of new political actors and (2) elites have a comparative advantage in the exercise of violence. Using a regression discontinuity approach, we show that the narrow election of previously excluded left‐wing parties to local executive office in Colombia results in a one standard deviation increase in violent events by right‐wing paramilitaries. We interpret this surge in violence as a reaction of traditional elites to offset the increase in outsiders' access to formal political power. Consistent with this interpretation, we find that violence by left‐wing guerrillas and other actors is unaffected and that violence is not influenced by the victory of right‐wing or other new parties in close elections.

Recent empirical evidence suggests an ambiguous relationship between internal conflicts, state capacity, and tax performance. In theory, internal conflict should create strong incentives for governments to develop the fiscal capacity necessary to defeat rivals. We argue that one reason that this does not occur is because internal conflict enables groups with de facto power to capture local fiscal and property rights institutions. We test this mechanism in Colombia using data on tax performance and property rights institutions at the municipal level. Municipalities affected by internal conflict have tax institutions consistent with the preferences of the parties dominating local violence. Those suffering more right-wing violence feature more land formalization and higher property tax revenues. Municipalities with substantial left-wing guerrilla violence collect less tax revenue and witness less land formalization. Our findings provide systematic evidence that internal armed conflict helps interest groups capture municipal institutions for their own private benefit, impeding state-building.

We develop a model where some politicians have an edge in undertaking a task and this gives them electoral advantage, creating an incentive to underperform in the task. We test the empirical implications in the context of fighting against insurgents, using Colombian data. The main prediction is that large defeats for the insurgents reduce the probability that these politicians fight them, especially in electorally salient places. We find that after the largest victories against FARC rebels, the government reduced its counterinsurgency efforts, especially in politically important municipalities. Politicians need to keep enemies alive in order to maintain their political advantage. © 2014 Royal Economic Society

Anti-insurgent militias and states attempt to erode insurgent groups' capacities and co-opt insurgent fighters by promising and providing benefits. They do so to create a perception that the insurgency is unraveling and to harness inside information to prosecute more effective counterinsurgency campaigns. Why do some insurgents defect to a paramilitary group and others exit the war by demobilizing, while still others remain loyal to their group? This article presents the first empirical analysis of these questions, connecting insurgents' motivations for joining, wartime experiences, and organizational behavior with decisions to defect. A survey of ex-combatants in Colombia shows that individuals who joined for ideological reasons are less likely to defect overall but more likely to side-switch or demobilize when their group deviates from its ideological precepts. Among fighters who joined for economic reasons, political indoctrination works to decrease their chances of demobilization and defection to paramilitaries, while opportunities for looting decrease economically motivated combatants' odds of defection.
