The idea of supplying Germany and Europe with solar energy from the desert remains highly controversial, but it is an idea that has been gaining traction with both policy makers and the private sector. This is because of two recently launched, large-scale projects: the Solar Plan of the EU and Southern Mediterranean countries, and the Desertec Industrial Initiative, a solar energy project privately financed by a group of European companies. Despite all the financial, political, and economic uncertainties these projects entail, there is virtually no viable energy alternative. What is required now are clear policies at the German and European level, providing appropriate incentives for the successful implementation of these projects - without which, they will remain just a vision

Präsident Sarkozys Projekt einer Union für das Mittelmeer (UfM), an der nur die Mittelmeeranrainerstaaten, nicht aber die ganze EU beteiligt gewesen wären, hat über Monate hinweg zu Spannungen, insbesondere zwischen Deutschland und Frankreich, geführt. Es ist dem Druck der Bundesregierung zuzuschreiben, dass die UfM-Initiative beim EU Gipfel im März 2008 zur Neuauflage des Barcelona-Prozesses und damit zu einem gesamteuropäischen Projekt erklärt wurde. Ausgeblieben ist bislang aber die notwendige Diskussion über bestehende und künftige Herausforderungen der EU-Mittelmeerpolitik. Der anhaltende Autoritarismus und die wenig wettbewerbsfähigen Volkswirtschaften am südlichen Mittelmeerrand, die schwierige multilaterale Sicherheitskooperation, neue Einschätzungen zu Klima- und Terrorismusrisiken sowie der Migrationsdruck legen eine grundlegende Erneuerung des derzeitigen Kooperationsrahmens nahe. Doch besteht die Gefahr, dass sich die für die UfM gefundene Vereinbarung lediglich als ein Formelkompromiss zur EU-internen Streitbeilegung erweist. Stattdessen sollte die EU die Gelegenheit nutzen, die Mittelmeerzusammenarbeit kohärenter, flexibler und effektiver zu gestalten

French President Nicolas Sarkozy's project of a Mediterranean Union, which would have involved only the countries bordering on the Mediterranean but not the entire European Union, has caused months of tensions, particularly between Germany and France. It was pressure from the German federal government that caused this initiative to be redefined at the March 2008 EU summit as a relaunch of the Barcelona Process and thus as a pan-European project. Yet, what has been missing thus far is a much-needed discussion about the existing and future challenges to EU Mediterranean policy. Evidence abounds that the current co-operation framework requires fundamen-tal revision: Symptoms include the persistent authoritarianism and uncompetitive economies along the southern rim of the Mediterranean, the difficulty to engage in multilateral security co-operation with these countries, new estimates of high environmental and terrorist risks, and of increased pressure from migration. However, there is a danger that the agreement found for the Union for the Mediterranean (UFM) will prove to be nothing more than a shallow compromise aimed at quelling the internal dispute within the EU. Instead, the EU should use this opportunity to make Mediterranean co-operation more coherent, flexible, and effective

The strongest armed faction in Algeria has changed its name to 'al-Qaida in the Islamic Maghreb', thus announcing a move towards internationalisation. It is not clear whether the group, in its weakened state, has simply adopted a new handle for recruitment purposes or whether it aims to step up its activities outside Algeria. The second alternative seems likely as the group is attempting to extend its operational area to the neighbouring states and to extend its recruiting activities in Morocco and Tunisia. Regardless of the actual magnitude of the terrorist threat, these efforts are likely to trigger a sequence of negative consequences, in that increased activities by the group will prompt the Maghreb states to increase their repressive measures and intensify their military cooperation with the USA. Both these responses have been shown to encourage armed groups in the past. Thus Europe would be wise to insist on the observance of human rights and due legal procedures despite the necessity of cooperation in security matters.(SWP Comments / SWP)

Die schlagkräftigste bewaffnete Gruppierung in Algerien hat sich in 'al-Qaida im islamischen Maghreb' umbenannt und signalisiert damit Internationalisierung. Dabei ist unklar, ob die geschwächte Gruppe sich primär zu Rekrutierungszwecken ein neues Etikett zugelegt hat oder ob sie verstärkt außerhalb Algeriens agieren will. Für letzteres sprechen ihre Versuche, das Operationsgebiet auf die Nachbarstaaten auszuweiten und vermehrt in Marokko und Tunesien zu rekrutieren. Unabhängig davon, wie groß die terroristische Bedrohung tatsächlich ist, dürften diese Bestrebungen eine negative Spirale in Gang setzen: Vermehrte Aktivitäten der Gruppierung werden die Maghrebstaaten veranlassen, repressive Praktiken zu verstärken und die militärische Kooperation mit den USA zu intensivieren. Beides wiederum gibt erfahrungsgemäß den bewaffneten Gruppen Auftrieb. Europa ist daher gut beraten, trotz der notwendigen Kooperation in Sicherheitsbelangen vermehrt auf Einhaltung von Menschenrechten und rechtsstaatlichen Verfahren zu pochen.(SWP-aktuell / SWP)
