Gradual Retirement, Financial Incentives, and Labour Supply of Older Workers: Evidence from a Stated Preference Analysis

The programme gave NFOs in 11 countries the opportunity to contract local experts to strengthen the evidence-base of their advocacy proposals. By means of a participative process, each NFO analysed the key advocacy issues for which research support was most needed. This resulted in a diversity of themes and advocacy processes. These ranged from research and advocacy on the role of cooperatives in Uruguayan innovation policies to a simulation game on market dynamics in a commodity exchange in the Philippines, and from the review of various seed multiplication programmes in Malawi to the legal and administrative hurdles preventing smallholders from selling to government procurement programmes in Peru and Bolivia. We describe the dynamics surrounding research partnerships in each of the 11 countries and reflect on results of this research-for-advocacy. We also assess the impact of the ESFIM programme on the advocacy capacity of the NFOs. We used a self-evaluation technique, in which board members considered a list of statements covering five capacities that are deemed necessary for effective advocacy. We compared their scores with the observations of external stakeholders who were active in the agricultural sector and knowledgeable about the NFOs' activities. We conclude that ESFIM has helped to increase coherence in advocacy priorities and has influenced decision making on key policy issues, with encouraging results. In most organisations, ESFIM contributed to the advocacy process, together with many other actors and factors defining advocacy. AbstractBased on a sample of older workers from the Maastricht Cohort Study, the authors investigate the prevalence and dynamics of self‐reported under‐skilling and its effects on workers' need for recovery, their risk of losing employment and their retirement intentions over a two‐year period. They find that being under‐skilled is associated both with higher levels of need for recovery over time and with the risk of losing employment, but not with early retirement intentions. To achieve sustainable employment, they argue, the course of under‐skilling should be monitored throughout workers' careers, enabling timely interventions to avoid its negative consequences.

ResumenCon una muestra de trabajadores de edad tomada del Maastricht Cohort Study, los autores investigan empíricamente la prevalencia y la evolución de la infracapacitación autopercibida y sus efectos en la necesidad de recuperación de los trabajadores, su riesgo de pérdida del empleo y sus intenciones de jubilación de 2012 a 2014. Encuentran la infracapacitación asociada a los dos primeros indicadores, pero no al tercero. Concluyen que es importante distinguir entre infracapacitación global o en determinadas competencias y que, en aras del empleo sostenible, conviene hacer un seguimiento del problema a lo largo de la vida profesional para intervenir a tiempo y evitar sus consecuencias.

RésuméÀ partir de données de l'étude de cohorte de Maastricht sur la fatigue au travail, relatives à la période 2012–2014, les auteurs examinent la fréquence et la dynamique de la sous‐qualification au sein d'un échantillon d'employés de bureau en fin de carrière, ainsi que ses effets sur les besoins de récupération, l'emploi et les projets de préretraite. Ils montrent que des déficits de compétences augmentent les besoins de récupération et le risque de perte d'emploi, mais pas le risque de retraite anticipée. Pour promouvoir l'emploi durable, ils recommandent de surveiller l'apparition de ces déficits tout au long du parcours professionnel.
