The spread of Covid-19 has an impact on all areas of human life universally throughout the world to all corners of the region in Indonesia, including the Southeast Maluku Regency, Maluku Province. Therefore, the government through the covid-19 vaccination program is one way to break the chain of the spread of Covid-19. This study uses a normative juridical research which is descriptive analytical through primary legal materials and secondary legal materials with literature studies. The analysis used is qualitative analysis. The implementation of the Covid-19 vaccination in Southeast Maluku Regency continues to be carried out in order to meet the national achievement target of 70%. As of early November, it was shown that in Southeast Maluku the achievement rate of Covid-19 vaccination for both the first and second doses was still below the national target of 70 percent. By not meeting the national Covid-19 vaccination achievement target in Southeast Maluku Regency, it shows that the legal awareness of the community to vaccinate Covid-19 in Southeast Maluku is still very minimal. The Southeast Maluku Regency Government needs to approach the community that is more humanistic and socio-cultural in order to provide education and good understanding for the community about the Covid-19 vaccination so as not to cause doubts in the community to vaccinate Covid-19.

Of scientific interest is the process and the result of the cognitive activity of law enforcement, which affects the functioning of the entire legal system. The problem of developing the professional legal conscience of law enforcement is revealed through the study of its value component, so the reference to the legal axiology of 19th-century Russian conservatism is a relevant scientific issue. The authors consider the opinions of the main conservative thinkers of the pre-revolutionary period: K. N. Leontiev and K. P. Pobedonostsev, the heritage of I. A. Ilyin that belongs to the first quarter of the twentieth century, etc. It is concluded that professional legal understanding must be based both on the modern legal paradigm and on the national legal tradition, mentality and established positive social practices. It is necessary to correlate values of the ethical and legal categories: justice and truth, rights and duties, dignity and honor, freedom, equality, order, etc. It can be said that the modern legal conscience of special subjects accumulates many legal values of Russian conservatism, including "justice", "order", "responsibility".

Decrease in the degree of one's own responsibility, loss of altruism, emotional burnout are the most revealing personal changes in the rescuers' specialists, which indicate that they have professional deformation changes. The problem of professional deformation of extreme profile workers is leading within the main problems of labor psychology, engineering, legal and military, as well as the psychology of activity under special conditions. Service in the DSNC of Ukraine belongs to those kinds of professional activities, the conditions and nature of which can have a traumatic impact on the psyche of workers, therefore the issue of prevention, prevention and prevention of professional deformation among emergency rescue troops of Ukraine is urgent.It was determined that the priority directions of prevention of professional deformation among workers of the emergency rescue units of the SSNU of Ukraine are based on an integrated approach and include organizational and administrative, rehabilitation and rehabilitation and psychological and pedagogical methods aimed at promoting: the formation of a positive self-esteem and awareness of the uniqueness of the personality of each person ; supporting a personal position based on beliefs and values of the individual; creation of rules of work in divisions that will ensure the effectiveness of interaction; actualization of personal understanding by the employee of the concept of "professional deformation" as negative changes in personality that arise as a result of influencing the conditions of professional activity for themselves and for other employees; understanding the professional deformation of the employee at different stages of his life in order to find out the causes of its occurrence and deepening; awareness of the employee's responsibility for the consequences of the decisions taken; development of readiness for an active life position; activating a sense of personality; development of creativity and overcoming of stereotypes of thinking of workers; development of group interaction skills; development of skills in information analysis; awareness of the connection between causes and manifestations; development of communicative skills, creation of a positive climate in the emergency rescue unit; emotional relaxation of workers; definition of vital values, etc.

The research describes the basic issues of interiorization, i.e. the development of youth social experience in the field of perception and understanding of moral and legal values, moral sense as a guideline of previous generations. Young people are considered as a particular social demographic group with their own psychophysiological characteristics. The author reviews the main problems of legal socialization of young people, the aspects of their negative attitude to the perception of the experience of previous generations. Social, economic and other factors influencing the development of the legal awareness of the youth are noted as well. The author provides recommendations for and ways of fostering positive views of the young generation on traditions and rules of coexistence, family, civic and national education. The guidelines for the transformation of the basic legal values (justice, equality, freedom, and conscience) in the minds of young people are defined.
