Diversity management and gender mainstreaming can be considered technologies of government in the Foucaultian sense; that is, they are technologies that guide people to conduct themselves in a particular manner; their purpose is the "conduct of conduct." This article illustrates the value of applying a Foucaultian "analytics of government" to generate insights on the effects of inserting feminist knowledge into institutional contexts through the practices of gender mainstreaming and diversity management. I first reinterpret these strategies as technologies of government that meet the characteristics identified in the literature on governmentality. Second, I explore the liberal rationality of the contemporary apparatus of gender by juxtaposing it to the disciplinary rationality underlying efforts to govern women at the turn of the nineteenth century. Third, I tease out similarities and differences in the way in which diversity management and gender mainstreaming operate, emphasizing, in particular, the way in which they make difference productive and outlining how one deploys a neoliberal logic and the other a bureaucratic logic. Ultimately, I argue that governance feminism should be interpreted as the governmentalization of feminist knowledge; that is, feminist knowledge has been adapted so that it becomes available for the government of conduct. Non-lethal weapons, like police batons, rubber bullets and tear gas, are increasingly deployed in interventions against a rising number of bodies in contested spaces. They are formed through notions of (in)security and an ethos of the use of force that makes such interventions appear to be ethical and humane. Yet, what is considered ethical or humane about weapons that are used with possible violent and injurious effects is bound to security discourses and practices in an interlocking globalized police-military-network. Transformations in security techniques and technologies engenders a subtle, yet vastly nefarious, "mission creep" where technologies of war are depoliticized as a sensationalization of (in)security drives a robust use of force continuum weaponizing the politics of non-lethality. Shifting articulations and practices of non-lethality in security underpins the increasing militarization and colonization of everyday life by security logics and norms broadening the social utility of disciplinary power. Geographic literature on the logics of security is vigorous, but less attention has been paid to the politics of non-lethality and its operation within contested spaces, contentious politics, and exercises of state disciplinary power. Acknowledgement and better understanding that non-lethality operates at different socio-spatial scales from orbital space right down to the individual body is crucial. Investigating non-lethal state interventionary power recognizes the reinvention of citizens as subjects, as potential sites of political violence and domination in contested spaces. Non-lethal weapons have transformative effects on spaces of governance within the growing international security environment as well as on bodies and the use of force. This project confronts wider programs of state security regarding the use of force, programs that connect violence to order, coercion to lethality and military power to civilian spaces.

Bibliography: leaves 47-53. ; The "new" reproductive technologies (NRTs) have gathered substantial momentum in recent years. 'Psychological' discourse on these techniques has tended towards uncritical preoccupation with intra-individual, constitutional factors, and has ignored the sociocultural, political and economic contexts of these practices. Within an inter-disciplinary, social-constructionist framework, this study presents a feminist critique of the NRTs in which they are argued to be biopsychosocially noxious to women. Modern biomedicine's appropriation and ownership of infertility as "disease" is argued to be consistent with the agendas of capitalism and patriarchy. Results of fieldwork within a particular medical setting are presented to develop a hermeneutic of the discursive interface between medical gatekeepers and the applicant 'patients' with whom they negotiate treatment. In a concluding section a dominant theme in gatekeepers' talk, "the well-being of the child", is ideologically analyzed; women-centered strategies are briefly discussed; and implications for the interface between psychology and reproductive technology are drawn.

"This book offers a multi-disciplinary analysis of emerging technologies and their impact on the new international security environment across three levels of analysis. While recent technological developments, such as Artificial Intelligence (AI), robotics and automation, have the potential to transform international relations in positive ways, they also pose challenges to peace and security and raise new ethical, legal and political questions about the use of power and the role of humans in war and conflict. This book makes a contribution to these debates by considering emerging technologies across three levels of analysis: (1) the international system (systemic level) including the balance of power; (2) the state and its role in international affairs and how these technologies are redefining and challenging the state's traditional roles; and (3) the relationship between the state and society, including how these technologies affect individuals and non-state actors. Moving towards a more sustainable world requires a complete revolution in the way we manage energy and resources. However, from an academic perspective, this theme is so broad that most educators and researchers tend to focus on just one aspect, and maintaining the broad viewpoint which is necessary for making strategic judgments becomes difficult. Tohoku University addressed this challenge when developing a new education and training program for environmental leaders and brought together the extensive range of expertise available in specific fields into one special course which forms the basis of this book. Now in one volume, both students and educators can be brought up to date on a wide range of critical issues currently being addressed in the field of energy and resources. Issues covered include several critical ones in the energy field (low-energy technologies, renewable energies such as the hydrogen economy, and geothermal energy). Chapters on resources include availability (for instance, rare earth metals), extraction and recycling of metals and plastics, and technological solutions to specific waste-disposal problems. In addition, broader strategic issues such as limits to growth and the interaction between the economic system and environmental issues are addressed. Even though each chapter provides topical data and knowledge from disparate and specialized fields, the book is written at a level that is readily understandable by students from all scientific, engineering, and humanities fields

In this article, we argue that the practice of electronically monitored "house arrest" isconsistent with Foucault's insights into both the workings of "disciplinary power" and "governmentality" and with the self-governing notions of a conservative, neo-liberal ideologyand mentality. Our interpretive analysis of a set of offender narratives identifies a theme wecall "transforming the self" that illustrates the ways in which house arrest is experienced bysome clients as a set of discourses and practices that encourages them to govern themselvesby regulating their own bodies and conduct. Following the open government trend and based on its three principles - collaboration, transparency and participation; participation initiatives are been conducted by many governments around the world. Despite the wide range and variety of such initiatives, most of them face a common technical challenge - lack of technical tools to automatically summarize stakeholders' opinions and discussions. Addressing the challenge, this paper introduces a new concept on e-Participation research - Electronic Empowerment (E2) Participation, a new approach to automatically identify collective thinking patterns in e-Participation initiatives. The concept was coined as part of a multi-disciplinary research project aiming at integrating Artificial Intelligence and Software Engineering techniques and tools with Electronic Governance models and principles to design innovative tools for e-Participation. Educational evaluation in New Zealand schools harmonises with the reformist agenda of public choice theory that applies dispassionate reviews of schools conducted by non–captive ex–teachers and school leaders, who work in the Education Review Office. They are 'non–captive' in the sense of being beholden to State Services, rather than the Ministry of Education. Variously accused of engaging in politics of blame or teacher bashing, ERO has attempted to present itself as supporting schools in a cycle of 'complementary' review, which synthesises external accountability with internal learning from review. This paper will examine the underpinning epistemology of the Education Review Office approach to review and reflect on its particular research method, arguing that it is motivated by a commitment to 'evidence–led' teaching, a problematic concept. Questions are raised regarding the 'complementary' nature of the review process to establish whether there is commitment to democratic participation by schools in the review process, as implied in the concept of complementariness. With reference to Foucauldian concepts, of disciplinary subjection, it will be argued that the so–called 'complementary' dimension of the Education Review Office process is characterised by the administration of technologies of self–discipline and self–punishment, and that 'learning' in this context is deeply punitive in nature.

Marta Bertolaso is Professor of Philosophy of Science at the Faculty of Science and Technology for Humans and the Environment and at the Institute of Philosophy of Scientific and Technological Practice, at University Campus Bio-Medico of Rome (UCBM), Italy. She is the director of the Research Unit of Philosophy of Science and Human Development. She teaches Epistemology of the Experimental Design, Human Ecology & Sustainability, Digital Mindset Transitions. In the last two decades, global action to address noncommunicable diseases (NCDs) has accelerated, but policy adoption and implementation at the national level has been inadequate. This analysis examines the role of rationalities of governing, or governmentality, in national-level adoption of global recommendations. Critical discourse analysis was conducted using 49 formal institutional and organizational documents obtained through snowball sampling methodology. Text were coded using a framework of five forms of governmentality and analyzed to describe the order of discourse which has emerged within the global NCD policy domain. The dominant political rationality used to frame NCDs is rooted in risk governmentality. Recommendations for tobacco control and prevention of harmful alcohol use rely on a governmentality of police mixed with discipline. The promotion of physical activity relies heavily on disciplinary governmentality, and the prevention of unhealthy diet mixed disciplinary measures, discipline, and neoliberal governmentalities. To translate global NCD prevention and control strategies to national action, acceptability for the political rationalities embodied in policy options must be nurtured as new norms, procedures, and institutions appropriate to the political rationalities of specific interventions are developed.
