This first English-language volume on strategy by China's People's Liberation Army (PLA) was translated by a team of experts at the Academy of Military Sci- ences from the original Chinese-language version (Zhanlüexue, 2001). Edited by two major generals with significant ability to shape PLA strategy as advisers to China's powerful Central Military Commission (CMC) and Politburo Standing Committee, this volume un- doubtedly reflects elements of critical policy trends in Beijing and hence merits close examination by foreign researchers and policy makers. Since this book has deliberately been made accessible to an overseas audience, it is im- portant to reflect on what message its English-language publication may be intended to convey.

Russia's Military Strategy and Doctrine is designed to educate Russia watchers, policymakers, military leaders, and the broader foreign policy community about the Russian Armed Forces and security apparatus across the full spectrum of geographic, doctrinal and domain areas. Each chapter addresses a different strategic-level issue related to the Russian military, ranging from "hybrid" warfare doctrine, to the role nuclear weapons play in its strategy, to cyber and electromagnetic warfare, to Moscow's posture in the Arctic or the Black Sea, to the lessons its Armed Forces have learned from their ongoing operations in Syria and eastern Ukraine. This book is about the strategic relevance of quantum technologies. It debates the military-specific aspects of this technology. Various chapters of this book cohere around two specific themes. The first theme discusses the global pattern of ongoing civilian and military research on quantum computers, quantum cryptography, quantum communications and quantum internet. The second theme explicitly identifies the relevance of these technologies in the military domain and the possible nature of quantum technology-based weapons. This thread further debates on quantum (arms) race at a global level in general, and in the context of the USA and China, in particular. The book argues that the defence utility of these technologies is increasingly becoming obvious and is likely to change the nature of warfare in the future.

The trouble with talking about seapower is that it is so difficult to say just what it is. The gentleman who first used the term as an abstraction to describe a complex of forces of great historical influence never defined it. This was perhaps wisdom on his part. If you have a good phrase, with a manifest but unde­fined relation to reality, it is probably best to leave it a little vague and so acquire the support of many who might take exception to a too precise formulation.
