The article explores the concept (theory) of local government. The role of the corresponding theory of local self-government in determining the model of municipal government in various states is clarified. The main characteristics of the theory of a free community, economic, state and dualistic theory are revealed. It is proposed that municipal reform in Ukraine should be based on the provisions of the community theory of local self-government. ; У статті досліджено концепції (теорії) місцевого самоврядування. З'ясовано роль відповідної теорії місцевого самоврядування у визначенні моделі муніципального управління у різних державах. Виявлено основні характеристики теорії вільної громади, господарської, громадівської, державницької та дуалістичної теорії. Запропоновано муніципальну реформу в Україні ґрунтувати на положеннях громадівської теорії місцевого самоврядування.

The paper represents an analysis of the amendments, which were included to the Constitution of the Russian Federation in 2020, considering of the provisions that provide for the principle of integrity of the system of public power, and of the consequences of their adoption in the context of further evolution of local self-government in Russia. It is noted that last years a "vertical" of power was recreated throughout the entire chainline of public administration, and that these processes were constitutionally legitimated by the constitutional amendments of 2020. It is argued the conclusion that further evolution of local self-government in Russia, regardless to its trends to the side of "verticalization" or to the side of spreading autonomy, should be based on the human-focused fundamentals of the Russian constitutional model and on the ground of moral basics of the Russian people which are able to become a source of achieving of the social solidarity, revival of a trust between people and government, maintain a firm basis for a complete implementation of the "eternal" constitutional ideals and values.

International audience ; The first democratic municipal elections, held on 5 December 2000 brought to an end the interim system of local government and put in its place a democratic system based on the South african Constitution.

City-regions have received increasing attention from both scholars and policy-makers as an ideal functional space for economic development and subnational governance. The discourses of city-region governance predominantly focus on city-regions' capacity to achieve agglomerative growth and compete in the global economy. Given that consensus-building and joint working is central to city-regions' success, the inter-municipal relations and territorial politics within a city-region warrant research attention. This study investigates such relations in urban regeneration and place marketing policy areas through a case study of an inner-city waterfront district in Greater Manchester, North-West England. The nuanced findings of this study show the relationships between the local authorities were path-dependent and were often driven by self-interest, competition and rivalry. The study encourages scholars to take into account internal territorial politics when assessing the evolution of city-region governance for a more context specific analysis.

Territory and scale have been some of the most relevant topics in recent political science, but do we know enough about cooperation between local governments? How we think about local government has changed significantly and requires us to be equipped with new epistemological gear, considering more variables and social functions of local government than before. For instance, is inter-municipal cooperation a special arrangement? The answer is certainly positive, not as a consequence of its nature when compared to other alternatives of policy coordination and service delivery, but because it captures almost every facet of the complexity of contemporary territorial governance. Bringing relevant case-studies, previous research, and available literature together, this book will help researchers, students and practitioners with these ideas. The author provides comprehensive information about inter-municipal cooperation and identifies the main gaps in contemporary research.

This book sheds light on the central complexities of municipal cooperation and examines the dynamics, experiences and drivers of inter-municipal cooperation (IMC) in Europe. Particular attention is given to the features of governance arrangements and institutions created to generate and maintain collaborative settings between different local governments in a particular territory. The thematically grouped case studies presented here address the dearth of comprehensive and comparative analyses in recent scholarship. The authors provide fresh insights into the rise of inter-municipal cooperation and its evolution during a period of financial crisis and European Union enlargement. This includes critical examinations of the impact of austerity policies, the behavior and perceptions of key actors; and under-explored new member states. Crucially, this work goes beyond the comparison of institutional forms of IMC to address why the phenomenon so widespread and questions whether it is successful, manageable and democratic. This work which presents the most recent and innovative research on inter-local collaborative arrangements will appeal to practitioners as well as scholars of local government, public economy, public administration and policy.

The use of ICT in government has set the stage for greater transparency and the possibility for greater citizen participation. ICT such as Internet, GSM system, Computer and Online tools for effective information and communication service delivery should be made available in the local government area. The term e-governance focuses on the use of new ICT by governments as applied the full range of government functions. ICT acts in speeding up the flow of information and knowledge between government and citizen and transforming the way in which government and citizen interact. ICT holds particular promise in areas of governance and public participation. Open government and e-government proponents believe government in the digital age can use information to reduce corruption and increase government transparency, accountability, efficiency and citizen participation. Municipal Corporation Ludhiana aims to introduce automation and governance through ICT and GIS to simplify and improve service delivery, provide better information management and ensure citizen participation in governance.

India's 74th Constitutional Amendment obliges state governments to devolve responsibilities related to urban environmental resources and services to the Urban Local Bodies. However, the existing literature points to deficiencies in urban decentralization, including a mismatch between resources and responsibilities, financial constraints, and a lack of capacities at the municipal level. This article, based on comparative fieldwork and analysis of environmental governance in four small cities in Gujarat and West Bengal, two states representing contrasting subnational political regimes, largely confirms the literature on urban decentralization, but it also shows important differences between the two states. Municipal governance reflects state-level regime types to some extent: While an efficient local and parastatal bureaucracy spearheads investments in environmental infrastructure in Gujarat, relatively autonomous elected municipal councillors in West Bengal guide a widely spread creation of small environmental assets. The availability of more untied funds at the local level in Gujarat than in West Bengal leads to more pronounced intra-state variation and opens possibilities for more substantial municipal agency.
