Provides a summary of political developments in the Netherlands for 2003. Deteriorating economic conditions brought economic growth & redistribution issues to the foreground of elections. The formation of the new cabinet proved more complicated than in the previous year. Immigration & construction industry fraud were top political issues, while the Interim Referendum Act, electoral system reform, direct election of mayors, & increased political party subsidies constituted some of the institutional changes made in 2003. 4 Tables, 2 References.
