Der am 15. Juni 1875 in Frankfurt (Oder) geborene und langjährig in seiner Wahlheimat Potsdam praktizierende Allgemeinmediziner Georg Otto Schneider war einer der bedeutendsten ärztlichen Standesvertreter der ersten Hälfte des 20. Jahrhunderts. Eng verknüpft mit seinem Namen sind eine geradlinige, liberale Berufspolitik sowie die Entfaltung und der Erhalt beruflicher Selbstverwaltung in der brandenburgischen und gesamtdeutschen Ärzteschaft. Als führendes Mitglied in mehreren provinzialen und reichsweiten Verbänden engagierte sich Schneider über vier historische Epochen stets im Sinne einer freien Ausübung und autonomen Verwaltung des Arztberufes. Im Deutschen Kaiserreich war Schneiders standespolitisches Handeln zunächst noch regional begrenzt. 1912 initiierte er die Errichtung eines Schutzverbandes für die Ärzte des Bezirks Potsdam, dem er über zehn Jahre vorsaß. In der Weimarer Republik stieg Schneider sodann zu einer Schlüsselfigur der Gesundheits- und ärztlichen Berufspolitik auf. 1920 belebte er den Ärzteverband für die Provinz Brandenburg, ab 1928 leitete er dazu in Personalunion die brandenburgische Ärztekammer. Bereits zwei Jahre zuvor hatte er die Geschäftsführung des Deutschen Ärztevereinsbundes übernommen. Infolge der Machtübernahme der Nationalsozialisten schied Schneider bis Mitte 1934 aus allen Ämtern aus, seine Bemühungen für den Erhalt der Berufsautonomie waren vergebens. Anders sah es zunächst nach Ende des Zweiten Weltkriegs aus. In der Sowjetischen Besatzungszone saß Schneider der Fachgruppe Ärzte im Freien Deutschen Gewerkschaftsbund Brandenburg vor und verteidigte die Möglichkeiten der selbstständigen Berufsverwaltung. Zudem war er von 1946 an bis zu seinem Tod am 26. Oktober 1949 Fraktionsvorsitzender der Liberal-Demokratischen Partei im brandenburgischen Landtag. The purpose of the present notes (scientific communication) is firstly, on the basis of inventoried definitions of public administration in the Bulgarian literature (legal and economic) to attempt to specify an analogous author's solution and secondly - to interpret the question of the instrumental function of public administration to generate and support the implementation of a complex of policies. In the first direction, it proceeds from the fact that each definition contains a mandatory categorization and some strictly distinctive feature of the subject under consideration. In this sense, beyond the obligatory generic and species membership, a variety of contextual definitions are possible that will fully serve any creative act. In our case, the utilitarian aspect is applied to the definition of public administration.
In the second direction, as a continuation of the definitional discourse, the power vector of public administration and its role in the creation and implementation of public policies is summarized.
Handeln in der Organisation Schule - Eine Fallstudie zur Selbstgestaltung der Realschule plus unter Einbezug politischer Rahmenbedingungen. Die in der rheinland-pfälzischen Schulstrukturreform von 2008 festgelegte Einführung der Realschule plus und damit verbundene schulische Fusionierungsprozesse wurden in der vorliegenden Dissertation mittels eines qualitativen Methodenmixes fallanalytisch untersucht. Im Zentrum stand dabei zum einen die Beleuchtung der schulischen Binnenstruktur, zum anderen wurde der Frage nachgegangen, welche Handlungsspielräume bzw. Entwicklungsstrategien zur individuellen Selbstgestaltung die einzelne Schule für sich erarbeiten kann. Forschungsleitend ist dabei der Befund aus schulübergreifenden Untersuchungen der "Agentur für Qualitätssicherung, Evaluation und Selbstständigkeit von Schulen" (AQS) gewesen, der besagt, dass sich unterschiedliche Schularten insgesamt nur wenig voneinander unterscheiden, jedoch die Differenzen zwischen einzelnen Schulen eine ausgedehnte Vielfalt aufweisen und im Kontext einzelschulischer Qualitätsentwicklung eine Fülle unterschiedlicher Merkmale und Handlungsstrategien offenbaren. Zur Operationalisierung sind dementsprechend folgende Forschungsfragen formuliert worden: Inwieweit gelingt es politische Rahmenbedingungen zum Schultyp der Realschule plus umzusetzen? Wie wird schulische Selbstverwaltung als Programmatik von Schulentwicklung verstanden? Welche Handlungsmuster und -strategien der Beteiligten können in diesem Zusammenhang herausgearbeitet werden? Abschließend wurde der Versuch unternommen, Handlungsempfehlungen aus den wichtigsten Ergebnissen der Arbeit abzuleiten, die aus Sicht der Verfasserin eine Relevanz für einen möglichst positiven Vollzug der gegenwärtigen Reformbemühungen besitzen. ; Action in the organization school. In 2008, the school structure reform of the German federal state of Rhineland-Palatinate introduced the Realschule plus. In this thesis, the resulting processes of academic merging were studied case-analytically by means of a qualitative mixed methods design. While one focus lay on the examination of school internal structure, it was also scrutinized which scope of action or strategies for individual self-design a given school can develop. Guiding this analysis is the finding reported by the Agentur für Qualitätssicherung, Evaluation und Selbstständigkeit von Schulen(AQS) that, altogether, different types of school differ only marginally while there is great variation between individual schools. Specifically, individual schools were found to have a wealth of of different features and strategies in the context of development of quality.Thus, the following research questions have been developed: To what extent can political conditions concerning the Realschule plus be realized? Is school self-administration understood as programmatic school development? Which patterns of action and strategies of the parties involved can be identified in this context? Finally, an attempt was made to arrive at recommendations for action deduced from the main results of the present research. These recommended actions are of relevance for a positive enforcement of the current reform.

Using psychometric measures as communication tools instead of automatic and mechanic tools to provide an immediate profile of the client, constitutes a relevant challenge in the domain of psychometric testing. Interventions in the psychometric measurement process can increase the utility of measures as potential therapeutic tools. The aim of this study was to investigate the effect of the measure administration setting in reducing self-reported symptoms. The administration setting was manipulated in respect to two factors: a) researcher-subject communication during the measure administration process, and b) information of the subject on the one-week retest procedure. The sample (N=147) included four randomly assigned groups in 2x2 design. The group A was provided both interactive administration of the questionnaire and information about its repetition in the one-week-later retest; group B was provided interactive administration without information about the retest; group C conducted self-administration without the presence of the researcher, but information about the retest was provided; the control group D conducted self-administration only, with none of both interventions. The study has shown the effect of the researcher-subject communication; the CORE-OM values decreased significantly by the retest administration in groups A and B. The study results support the understanding of the psychometrical measurement as a dynamical inter-personal process. Moreover, they provide a relevant hint for clinicians who can optimize the use of tests as potentially therapeutic tools.

This article investigates the history of local self-government and public administration in relation to waste management to answer a question: Is there any relationship between the development of local self-government in towns and public administration in the Lands of the Bohemian Crown and the current state of development? Findings regarding the development of local self-administration are divided into the following eras: the period before the arrival of Slavs, early and developed feudalism, and the beginnings of the industrial revolution, ending with the foundation of the Czechoslovak Republic in 1918. This article focuses on the criteria of local self-administration in Ukraine, the problems existing in this sphere are outlined within the dialogue between the government and the civil society. It is proved that state democratic development demands effective functioning of the territorial communities able to solve the questions of self-administration and its development. ; В статье очерчены условия и критерии становления местного самоуправления в Украине, обозначены проблемы, которые существуют в этой сфере в контексте диалога власти и гражданского общества. Доказано, что демократическое развитие страны нуждается в эффективном функционировании территориальных общин, способных решать вопросы самоуправленческого развития. ; У статті окреслено умови та критерії становлення місцевого самоврядування в Україні, зазначено проблеми, що існують у цій сфері в контексті діалогу влади та громадянського суспільства. In the transition experience, the Czech and Slovak Republics have made some effort to achieve fiscal decentralization. From independence to EU accession, the devolution of power designed to strengthen the autonomy of local governments according to the principles of subsidiarity have also included a reform of public administration. The nature of reform efforts and their implications for fiscal decentralization are analyzed. The failure to achieve a robust autonomy for subnational governments is due to the ongoing adherence to the notion of "state administration" as opposed to self-government in both republics.
