According to the International Federation of the Phonographic Industry, one in three records is counterfeit and sales of pirated music products in the early 21st cen-tury exceed at least $ 25 billion in the legal market, in at least 25 countries. The world song industry was $ 6.5 trillion, which is about 5 times the total sales of the military industry. Experts estimate that world trade in counterfeit goods is estimated at $ 630 billion, or 6–7% of total trade. The market for counterfeit CDs and DVDs is about $ 5 billion.The International Intellectual Property Alliance ranked Ukraine first in the list of 58 countries with low intellectual property standards. According to the Razumkov Center for Economic and Political Studies, 70 percent of Ukraine's population buys counterfeit audio and video products branded with well-known trademarks. Only a fifth of the population ever buys it. According to the Association of Software Manufacturers, the level of cyber-piracy in Ukraine in 2017 was 80% in the annual report "Global Piracy Study for 2017". At the same time, the price for unlicensed software reached $ 108 million. The problem of counteracting the effects of the production, distribution and circulation of counterfeit copies of computer (digital) software and software (computer counterfeit) is quite complex and multifaceted. The article deals with the protection of computer (digital) intellectual property in the context of legal and organizational counter-measures. Based on the analysis of scientific publications in the field of economics, computer technologies, copyright and related rights protection, legislative measures are proposed, a list of organizational measures that will strengthen the interaction of state authorities with the controlling and law enforcement agencies both at the national and regional level. ; За даними Міжнародної федерації фонографічної індустрії, кожен третій запис є контрафактним, а обсяги продажів піратської музичної продукції на початку XXI століття у близько 25 країнах перевищують легальний ринок і складають близько 4 500 000 000 до-ларів. Обсяг світової пісенної індустрії склав 6 500 000 000 000 доларів, що приблизно в 5 разів більше всього обсягу продажів військової промисловості. За оцінками експертів, обсяг світової торгівлі контрафактною продукцією оцінюється в 630 млрд доларів (6–7% загального товарообігу). Ринок контрафактних CD і DVD становить близько 5 млрд доларів. Міжнародний альянс інтелектуальної власності поставив Україну першою в списку 58 країн з низьки-ми стандартами охорони інтелектуальної власності. За даними Українського центру економічних і політичних досліджень імені Разумкова, 70 відсотків населення України купує підроблену аудіо-, відеопродукцію, марковану загальновідомими товарними знаками. Лише п'ята частина населення її ніколи не купує. За даними Асоціації виробників програмного забезпечення, опублікованими в щорічному звіті «Глобальне дослідження піратства за 2017 рік», рівень кібер-піратства в Україні в 2017 році склав 80%. Водночас ціна за неліцензійне програмне забезпечення досягла 108 млн доларів.Проблема організації протидії наслідкам виробництва, поширення і обігу контрафактних примірників комп'ютерного (цифрового) програмного забезпечення і програмних продуктів (комп'ютерного контрафакту) досить складна і багатогранна. Стаття присвячена захисту комп'ютерної (цифрової) інтелектуальної власності в контексті законодавчо-правових і організаційних заходів протидії. На основі аналізу наукових публікацій у сфері економіки, комп'ютерних технологій, охорони авторських і суміжних прав запропоновані заходи законодавчо-правового регулювання, а також організаційні заходи, які дозволять зміцнити взаємодію державних органів влади з контролюючими та правоохоронними органами як на загальнодержавному, так і на регіональному рівні.

In this article the author examines the information policy of Ukraine that counters the information warfare of Russia, from the beginning of the formation of an independent Ukraine. It lasted with different intensity in different periods, but particularly exacerbated at the beginning of the XXI century. The illusions of peaceful co-operation gradually dispelled, and the beginning of the second Cold War became apparent. The war between the West and Russia is already going on, but it is not the war we are used to. Blood is no longer spilled, and opponents are maintaining almost continuous communication. The main purpose is not to seize territories, but to gain influence both on the enemy's political elites and upon the ordinary people.What can be considered as a formal starting point of this war, which is predominantly in the information space, is the April message of the President of the Russian Federation Vladimir Putin to the Federal Assembly of the Russian Federation in 2005, in which he regarded the collapse of the USSR as "the greatest geopolitical catastrophe of the century".Analyzing events that happened 15 years ago, one can easily find the origins of the Kremlin's modern revenge policy. Undoubtedly, Russia is conducting an aggressive geopolitical campaign to regain the status of a great power. However, the term "hybrid war", which has become widespread in recent years, does not reveal the full nature of the conflict, as it can range from green men's invasion up to fabricated news and bot activity on social media.For a long time information manipulation and propaganda have been used to influence public consciousness. The use of new technologies has made the organization of such campaigns more accessible, more effective and risk-free. On the other hand, the use of technology leaves a trail for investigation and detection of these crimes.This article covers the analysis of "information impact", the review of the current state of information confrontation between Russia and Ukraine, investigates the features of the Russian information influence and the main directions of counteracting information aggression.Key words: propaganda; information war; information policy. ; Розглянуто інформаційну політику України в протидії інформаційної війни Росії, що почалася від початку утворення незалежної України і тривала з різною інтенсивністю в різних періодах. Особливо загострилась на початку XXI століття. Ілюзії щодо мирного співробітництва поступово розвіювались, і став очевидним початок другої «холодної війни». Війна між Заходом і Росією вже триває, проте це не та війна, до якої ми звикли. Кров уже не проливається, а опоненти підтримують майже безперервний зв'язок. Головною метою є не захоплення територій, а набуття впливу як на політичні еліти супротивника, так і на звичайне населення.Формальною точкою відліку цієї війни, яка точиться переважно в інформаційному просторі, можна вважати квітневе Послання президента РФ В. Путіна Федеральним Зборам РФ 2005 року, у якому він розцінив розпад СРСР як «найбільшу геополітичну катастрофу століття». Аналізуючи ці події 15-річної давності, можна легко знайти витоки сучасної реваншистської політики Кремля. Безперечно, Росія веде агресивну геополітичну кампанію задля повернення собі статусу великої держави. Однак термін «гібридна війна», який останніми роками набув значного поширення, не розкриває всієї сутності конфлікту, адже він може включати широкий спектр подій – від вторгнення «зелених чоловічків» до сфабрикованих новин та діяльності ботів у соціальних мережах.Інформаційні маніпуляції та пропаганду здавна використовували у впливі на свідомість суспільства. Застосування нових технологій зробило організацію таких кампаній доступнішою, ефективнішою та позбавленою майже будь-яких ризиків. З іншого боку, використання технологій лишає за собою слід, який дає змогу розслідувати та розкривати ці злочини.Проаналізовано «інформаційний вплив», охарактеризовано сучасний стан інформаційного протистояння між Росією та Україною, дослідено особливості російського інформаційного впливу та основні напрями протидії інформаційній агресії.Ключові слова: пропаганда; інформаційна війна; інформаційна політика.

The processes of globalization, manifestations of external military, political, economic aggression against Ukraine have led to the formation and strengthening of the destructive impact of hybrid threats, which led to the deployment of a negative chain reaction of aggravation of imbalances in the economic system. Under such conditions, the problem of developing strategic and tactical principles became relevant for the formation and implementation of public policy to combat hybrid threats to ensure the economic security of the state. The purpose of the study is to determine the strategic imperatives of the public policy to combat hybrid threats and ensure the economic security of Ukraine. Theoretical and methodological aspects of the spread of hybrid threats are generalized, its level and directions in the economy of Ukraine are determined, priority spheres, tasks and tools of the state policy of counteraction to hybrid threats and ensuring its economic security are substantiated. The directions of distribution and the set of hybrid threats to economic security at the present stage of socio-economic development of Ukraine are identified. The basic provisions of the Concept of counteraction to hybrid threats to the economic security of Ukraine are developed. It is concluded that the problem of hybrid threats became especially relevant for Ukraine after choosing the pro-European direction of development to which Russian Federation responded with the annexation of Crimea, military, and then political and economic aggression in the Donbas. Ukraine's economy continues to be significantly affected in the form of hybrid threats, which lead to the deployment of a negative reaction to the imbalance of political and socio-economic systems. Growing processes of global integration require the application of new approaches to the formation of high-quality and effective public policy to combat hybrid threats.
The article analyses the regulatory and legal framework for business regulation and the counteraction of corruption in certain countries (Finland and Singapore) that have low corruption levels according to the worldwide corrupt practices rating. We reveal a relationship between corruption level and the conditions for entrepreneurial business Recommendations are given on how to reduce the level of corruption and to improve the economic climate in the Russian Federation

Legal, organizational and technical issues of the current state of crime prevention in the field of electronic payment systems in different countries and in Ukraine are considered. The following methods were used in the article: dialectical, documentary analysis, analytical analysis of documents and observations. Identified and analyzed current trends and risks associated with the use of electronic payment systems by legal entities. Electronic payments have been found to be a progressive and convenient innovation on the one hand, which has greatly accelerated the ability of individuals to engage in day-to-day market relations, and on the other, to be unlawfully encroached upon and systematically improved by criminals. Based on this, emphasis is placed on the urgent need for proper protection of payment systems. It is noted that examples of global counteraction to crimes and various offenses committed in the field of electronic payments are developed countries such as the United States, Great Britain, Canada, Singapore, as well as the European Union, especially France and Germany. As a result of the study, it has been noted that the above countries have all the opportunities to provide Ukraine and its citizens, as well as government officials with the necessary guidelines, technical and legal assistance to create an effective mechanism to combat offenses in the use of electronic payment systems.

The paper proves, that during the natural development of social system, there are numerous of actual norms, but only some of them will become law. Others of them can: 1) to die out with the corresponding relations; 2) to disappear due to the emergence of new regulators of different nature; 3) to exist alongside the law, without intersecting with it or supplementing its norms; 4) to exist alongside the law and contradict it covertly or explicitly. And just the latter type of actual regulators is understood as shadow norms. Shadow norms find their expression in: shadow economy, shadow politics, shadow justice. While "shadow law" is not an independent sphere, but mediates the above-mentioned. Shadow norms have different degrees of danger, although in general all of them are negative phenomena in the legal system. Also they require different means of counteraction, both at the national and international levels (social and legal). The most severe reaction should be applied to such shadow norms as criminal subculture, shadow justice etc. But this is the most difficult task in the sphere of shadow politics, especially at the international level, in relation to strong players.

Статья посвящена изучению сущности и структуры современной санкционной политики ведущих стран мира в отношении Российской Федерации, в том числе, через призму угроз и основных направлений противодействия. Проблема санкций и контрсанкций как политического инструментария, применяемого США, странами Евросоюза и Россией в период с 2013 г. и по настоящее время, рассматривается автором через призму социальной конфликтологии. Доказывается тезис о том, что ограничительные меры, предпринимаемые ведущими странами мира в 2020 г. теряют изначально заложенный в институт санкций функционал – защитно-регулятивный. Приоритетными функциями санкционных политик сегодня становятся конфликтообразующая (санкционный конфликт – результат) и (или) конфликтосодержащая (санкционный конфликт – источник, катализатор). Это, по мнению автора, может стать причиной усиления геополитической напряженности и, как результат, угрозой суверенитету стран – субъектов международной санкционной «экосистемы».
This article is devoted to the analysis of modern theoretical and practical problems of international terrorism counteraction. Special attention is paid to more precise definition of specific character of international terrorism, determination of purposes of its existence and spread, socio-psychological and international political aims of terrorist acts organizers. In conclusion a number of practical recommendations for improving the mechanism of international terrorism counteraction in the twenty-first century are proposed. ; Содержит политико-социологический анализ современных теоретических и практических проблем противодействия международному терроризму. Особое внимание уделяется уточнению специфики международного терроризма, определению причин его существования и распространения, освещению социально-психологических и международно-политических целей организаторов террористических актов. В заключение предлагается ряд практических рекомендаций для совершенствования механизма противодействия международному терроризму в XXI в.

The article provides a comparative analysis of the approaches of different countries to the issues of combating crimes committed using information technology. The relevance of such studies is due to a number of factors, including the increase in the number of computer crimes, the complexity of the legal regulation of the information space, the possibility of borrowing proven legal structures, etc. The methodological basis of the study is the comparative legal method. The article identifies promising areas for improving the legal system (further development of the terminological apparatus, clarified the composition of computer crimes in the Criminal Code of the Russian Federation, the formation is proposed of a new Doctrine of information security (taking into account the experience of Singapore), the creation of special response teams to cyber incidents, the introduction of legislative assigned obligations for organizations to notify relevant authorities about computer incidents, etc.).
