Together with the energy section of D4.3 (also available through Zenodo), this report is related to Objective 1 of the SOCLIMPACT Project: "Develop a thorough understanding on how Climate Change will impact the EU islands located in different regions of the world, considering their specific vulnerability, thus improving the existing climate impact models." This is done by analyzing the results, presented with maps in D4.3, regarding the following energy indicators: (i) wind energy productivity, (ii) photovoltaic productivity, (iii) wind productivity droughts, (iv) photovoltaic productivity droughts and (v) combined photovoltaic and wind productivity droughts. Energy droughts refer to low-productivity periods and can provide information that is also relevant for mitigation purposes, as in future decarbonisation scenarios the frequency and duration of such droughts will determine the needed amount of energy storage and backup sources. Therefore, the indicators considered in the present report are related also to Objective 4: "Facilitate climate-related policy decision making for Blue Growth, by ranking and mapping the more appropriate and viable mitigation, adaptation and risk management strategies, ." and Objective 5: "., and formulate science-based recommendations to incentivize the EU islands medium to long-term low-carbon transition, .". All the results presented here have been specifically calculated for SOCLIMPACT.

The availability of large amounts of data is starting to impact how the wind energy community works. From turbine design to plant layout, construction, commissioning, and maintenance and operations, new processes and business models are springing up. This is the process of digitalisation, and it promises improved efficiency and greater insight, ultimately leading to increased energy capture and significant savings for wind plant operators, thus reducing the levelized cost of energy. Digitalisation is also impacting research, where it is both easing and speeding up collaboration, as well as making research results more accessible. This is the basis for innovations that can be taken up by end users. But digitalisation faces barriers. This paper uses a literature survey and the results from an expert elicitation to identify three common industry-wide barriers to the digitalisation of wind energy. Comparison with other networked industries and past and ongoing initiatives to foster digitalisation show that these barriers can only be overcome by wide-reaching strategic efforts, and so we see these as "Grand Challenges" in the digitalisation of wind energy. They are, first, the need to create reusable data frameworks; secondly, the need to connect people to data to foster innovation; and finally, the need to enable collaboration and competition between organisations. The Grand Challenges thus include a mix of technical and cultural aspects that will need collaboration between businesses, academia, and government to solve. Working to mitigate them is the beginning of a dynamic process that will position wind energy as an essential part of a global clean energy future.

The wind energy utilization in Hong Kong is limited, although its potential has proven to be significant. The lack of effective policy for wind energy development is the main constraint. In this paper, the wind power potential in Hong Kong is analyzed, and the wind power potential assessment is conducted based on one-year field measured wind data using Light Detection & ; Ranging (LiDAR) technology in a proposed offshore wind farm. Results show that the offshore wind power potential in Hong Kong was 14,449 GWh which occupied 32.20% of electricity consumption in 2017. In addition, the electricity market and power structure in Hong Kong are also reviewed with the existing policies related to renewable energy development. Conclusions can be made that the renewable energy target in Hong Kong is out of date and until now there have been no specific effective policies on wind energy. In order to urge Hong Kong, catch up with other countries/regions on wind energy development, the histories and evolution of wind energy policies in other countries, especially in Denmark, are reviewed and discussed. Suggestions are provided in the aspects of economics, public attitude, and political factors which can stimulate wind power development in Hong Kong.

The climate and energy package of the European Union, consists of binding legislation which aims to ensure that the European Union meets its ambitious climate and energy targets for 2020 [1]. These targets, known as the "20-20-20" targets, set three key objectives for 2020: A 20% reduction in EU greenhouse gas emissions from 1990 levels; Raising the share of EU energy consumption produced from renewable resources to 20%; A 20% improvement in the EU's energy efficiency. The major contributors to locally produced renewable energy are principally photovoltaic systems, solar panels and combined heat power systems, whereas there is also a significant potential contribution from small and medium (15kW-100kW) wind turbines. In recent years, a significant growth in the sector of small and medium turbines has been noted with further expansion of this sector being expected in the coming years. ; peer-reviewed

Die Untersuchung befasst sich mit den rechtlichen Anforderungen, die an die raumbezogene
planerische Steuerung der Windenergie gerichtet werden, um die Windenergieerzeugung
räumlich zu konzentrieren, und hat ihren Schwerpunkt in der Analyse des
Planungsvorbehaltes des § 35 Abs. 3 S. 3 BauGB im Verhältnis zur überörtlichen Steuerung
durch Raumordnungsplanung und zur lokalen Steuerung durch Flächennutzungsplanung.
Nach einer Befassung mit unterschiedlichen regionalplanerischen Praxisbeispielen
werden in einem abschließenden Fazit einige Schlussfolgerungen für die Raumplanung
mit Blick auf die Windenergienutzung zusammengetragen.

Sustainable development and climate change mitigation policies, Dunlap and Fairhead argue, have instigated and renewed old conflicts over land and natural resources, deploying military techniques of counterinsurgency to achieve land control. Wind energy development, a popular tool of climate change mitigation policies, has consequently generated conflict in the Isthmus of Tehuantepec (Istmo) region in Oaxaca, Mexico. Research is based on participant observation and 20 recorded interviews investigating the Fuerza y Energía Bíi Hioxo Wind Farm on the outskirts of Juchitán de Zaragoza. This paper details the repressive techniques employed by state, private and informal authorities against popular opposition to the construction of the Bíi Hioxo wind park on communal land. Providing background on Juchitán, social property and counterinsurgency in Southern Mexico, this paper analyzes the development of the Bíi Hioxo wind park. It further explores the emergence of 'hard' and 'soft' counterinsurgency techniques used to pacify resistance against the wind park, enabling its completion next to the Lagoon Superior in October 2014. Discussing the 'greening of counterinsurgency', this contribution concludes that the Bíi Hioxo wind park has spawned social divisions and violent conflict, and intervened in the sensitive cultural fabric of Istmeño life.
