From 1997 to 2001, the Chilean government enacted laws to transform its criminal justice system from one using a closed and secretive inquisitorial-type process to one employing a more open and transparent adversarial process. These criminal procedure reforms significantly changed the roles of lower court judges, prosecutors and public defenders and provided defendants and victims with broader individual rights. Despite its commitment to criminal law reforms, during the implementation period of these reforms, the government remained lackluster in its commitment to a more open and transparent justice system when it related to more politicized cases. During the criminal law reform implementation process, the government was hesitant to prosecute high-level Pinochet-era officials while adamant about prosecuting individuals who criticized the judiciary. Not until the government had significantly improved the lower level criminal procedures was there a change in the way that the government dealt with the prosecution of high-level officials under the Pinochet regime and with individuals criticizing the judiciary itself. This paper explores the connection between the government's commitment to lower level criminal law reforms and its policy switch in dealing with more politicized cases.

Marie Luise Hilger (1912-1996) gehörte zu den Pionierinnen der Bundesrichterschaft. Zugleich zählte sie zu den ersten habilitierten Juristinnen in Deutschland. Insbesondere ihre Erkenntnisse zur betrieblichen Altersvorsorge und zum Richterrecht sind heute noch in der Arbeitsrechtswissenschaft und -praxis wirksam. Dennoch ist wenig über diese Frau bekannt, die als Redakteurin, erste Vorsitzende Richterin am Bundesarbeitsgericht und habilitierte Honorarprofessorin in der von Männern dominierten Rechtswissenschaft der frühen Bundesrepublik eine Ausnahmestellung einnahm.Die Arbeit von Frederike Misselwitz untersucht erstmals eingehend Marie Luise Hilgers Leben und Wirken. Anhand ihres Werdegangs wird das selten diskutierte Zusammenspiel von Recht, Geschlecht und Biographie beleuchtet. Die Arbeit unternimmt einen Streifzug durch vier Etappen deutscher Rechtsgeschichte und bewegt sich methodisch zwischen zwei Ebenen: Der allgemein-historischen und der subjektiv-individuellen. Ziel ist es, diese Ebenen zu verbinden, um Rechtsentwicklungen in den Kontext mit den an ihnen beteiligten Persönlichkeiten zu setzen

War and conflict have always been human habits throughout the history of civilization. Starting from the beginning of the creation of humans on Earth, war has always been a determining factor for human survival, especially the establishment or destruction of civilizations in the world. Of the many conflicts that exist, the conflict in the form of rebellion attracts attention because it is between the ruling government and armed parties dissatisfied with the relevant government policies. The conflict in Yemen poses a threat to close neighboring countries, including Saudi Arabia. In March 2015, the Saudi Arabian government launched a military operation to crush the Houthi group and help to restore the legitimacy of the Yemeni government. However, this operation also cost the civilian population in Yemen. The United Nations Human Rights Council, through the Regional and International Expert Groups, responded by publishing a report stating that there were allegations of international crimes in the military operation. In order to answer the existing problems, a study based on the view of international criminal law is needed. Answering the urgency of this research, the type of legal-normative research is used with a statutory, conceptual, and analytical approach in reviewing this matter. The technique of tracing legal materials is document study.
