The author discusses the system of service to blind persons in the Soviet Union, based on trips to 2 of its 15 republics in the past year. This system, in which the factory is the major employer, offers immediate rehabilitation and vocational training, financed by factory profits. The author also discusses changes occurring in the Soviet Union and other Eastern Bloc countries and how they could affect these countries' blind populations.

According to the author, because of the complex interrelationship among prices, income distribution, wages, and the pattern of demand and production, only a general equilibrium analysis can fully capture the macro price and income responses to changes in food supply. Pakistan's India policy occupies a very significant role in Pakistan's overall foreign policy. According to the author, Pakistan's foreign policy mainly revolves around its India policy, or is Indo-centric. After briefly discussing the general framework of Pakistan's India policy between 1947 and 1978, the author examines the India policy of the Pakistani President General Zia and shifts in this policy under the Prime Minister Benazir Bhutto. Der Autor befaßt sich mit der Frage, ob und inwieweit die zentrale Planung und Kontrolle der KPdSU-Mitgliederrekrutierung (Ziel- und Quotenvorgaben bzgl. Umfang sowie Sozial- und ethnischem Profil der Parteimitgliedschaft) auf regionaler resp. lokaler Parteiebene im Zuge der Politikimplementierung modifiziert werden kann. In diesem Zusammenhang untersucht der Verfasser kurz die Rekrutierungskriterien, die der Planung des Sozialprofils der Partei zugrundeliegen, sowie schwerpunktmäßig die Rolle und die Einflußmöglichkeiten der Parteigrundorganisationen im Prozeß der Mitgliederplanung und insbesondere der Rekrutierung neuer Parteimitglieder, d.h. bei der Implementierung bzw. Basing the study on empirical data gathered in francophone Africa and using the methods of sociological parables, the author draws a profile of community development projects which have failed. In the final analysis the author shows that it is the interactionist paradigm of the Weberian type which underlies the successful projects. This paradigm claims that, in a given social system, the actors are endowed with will and rationality. (DSE)

THE OTHER TREND IS THAT OF THE SOCIALIST AND NON-ALIGNED NATIONS, WHICH THE AUTHOR STATES AIM AT ESTABLISHING EQUITABLE, FAIR, AND CIVILIZED INTERSTATE RELATIONS BASED ON RESPECT FOR INTERNATIONAL LAW.

According to the author, it is now clear that the PRC has the determination and the leverage to shape the future character of Hong Kong. Any political reforms or administrative innovations must conform to the basic law, not being drafted.
