The beginning of human life in Colombia is not clear because of the ratification of the Facultative Protocol about the elimination against women adopted by the United Nation Assembly in 1999, ratifies in 2005 and the C-355 Sentences in 2006, that legalizes abortion practices in three special cases: violation, mother´s sickness and letal malformation.In the same sense the T-388 sentence of year 2009 T-388 about conscientious objection wich is recognized only to natural persons but not to legal entities or to the state according to the Constitutional Court which determines that hospitals and health care institutions can make use of conscientious objection for the poor application of abortion practices.The non compliance with the lans has become in sanctions to the private sanitary institutions by the non obedience to the erga ommes effectes uttered by the Constitutional court, which claims for institutional conscientious objection and religion beliefs rights these concepts generate bio - ethical and bio - juridical implications because of the pluralistic interpretation of philosophical, legal and religious aspects of Article 18 of the national constitution that guarantees the conscience freedom of our social state of law and finally is the Legislator wo has to decide according to the biojuridical tools. ; El comienzo de la vida humana se encuentra en vilo en Colombia, ante la ratificación del Protocolo Facultativo sobre la eliminación de todas las formas de discriminación contra la mujer, adoptada por la Asamblea General de las Naciones Unidas de 1999, ratificada en el año de 2005. El tema se desarrolla en dos Sentencias, la primera, C-355 de 2006 despenaliza el aborto en tres situaciones excepcionales: Violación, enfermedad de la madre y malformación del feto. La segunda, T-388 de 2009 abarca la objeción de conciencia, que solamente es reconocida a las personas naturales; afirmando el máximo Tribunal Constitucional que no es un derecho del cual sean titulares las personas jurídicas o el Estado, limitando a las clínicas, hospitales y centros de salud que presenten objeción de conciencia para la no realización de la práctica del aborto.El no cumplimiento de esta declaración ha producido sanciones a las instituciones sanitarias privadas por el no acatamiento de los efectos erga ommes de las sentencias proferidas por la Corte Constitucional; estas instituciones reclaman objeción de conciencia institucional por su ideario y creencias religiosas.Estos criterios tienen implicaciones bioéticas y biojurídicas frente a la interpretación pluralista de orden filosófico, religioso y jurídico del artículo 18 de la Carta Política; el cual, garantiza la libertad de conciencia en nuestro Estado Social de Derecho y, es el legislador quien debe reasumir su competencia a través del bioderecho. ; O início da vida humana se encontra indeciso na Colômbia diante da ratificação do Protocolo Facultativo sobre a eliminação de todas as formas de discriminação contra a mulher, adotado pela Assembléia Geral das Nações Unidas de 1999, ratificada em 2005. Préfigurée par la Déclaration que Robert Schuman prononce le 9 mai 1950, la Communauté européenne du Charbon et de l'Acier (CECA) devient réalité le 18 avril 1951, lorsque les représentants de six États fondateurs – Allemagne, Belgique, France, Italie, Luxembourg et Pays-Bas – concluent, pour une durée de 50 ans, le traité de Paris. L'architecture institutionnelle de cette première communauté européenne dessine l'actuel équilibre des pouvoirs de l'Union européenne reposant sur: la Haute Autorité (la Commission européenne) ; le Conseil spécial de ministres; l'Assemblée commune (le Parlement européen); la Cour de justice – indépendante. En juillet 1952, Luxembourg-ville est choisie comme lieu de travail provisoire de la CECA. Dès le 10 août 1952, la Haute Autorité s'installe dans le bâtiment qui abrite ac-tuellement la Spuerkeess. Le 10 décembre, la Cour de justice de la CECA tient sa séance d'ouverture solennelle au Cercle Municipal, à la place d'Armes. Luxembourg-ville devient siège européen aux côtés de Strasbourg (qui accueille l'Assemblée commune) et de Bruxelles, qui s'y rajoute en 1958, après la création de la Communauté économique européenne et l'Euratom. La fusion des exécutifs com-munautaires (1965) confirme Luxembourg comme siège judiciaire et financier européen. Ce n'est qu'en 1992 que le Conseil européen d'Édimbourg consacre la tripolarité Luxembourg – Bruxelles – Strasbourg comme « capitales permanentes de l'Union européenne.
Die Bildungschancen und Schulsysteme unterscheiden sich in den deutschen Bundesländern erheblich. An diesem Befund hat sich seit Gründung der Bundesrepublik wenig verändert. In diesem Buch wird der Versuch unternommen, die scheinbar unvergleichbare Schulpolitik der Bundesländer seit 1949 (für die ostdeutschen Bundesländer seit 1991) entlang ausgewählter Indikatoren miteinander zu vergleichen. Dabei werden historische Entwicklungen, schulpolitische Konjunkturen und Auseinandersetzungen beschrieben und analysiert. Zudem werden schulrechtliche Typen identifiziert und die Bundesländer diesen Typen im Zeitverlauf zugeordnet. Mit dem Buch wird erstmals eine historisch vergleichende systematische Übersicht zur Entwicklung der Schulpolitik in den Bundesländern vorgelegt. Dabei stützen sich die Autoren auf die Analyse von rund 8.000 Rechtstexten aus den letzten sechs Jahrzehnten. (DIPF/Verlag)

This Bibliography of works by Pierre Werner is an output of the major research project dedicated to the European vocation and achievements of Pierre Werner, a former Prime Minister, Finance Minister and Foreign Minister of Luxembourg, unanimously recognised as one of the architects of Economic and Monetary Union. It contains a significant number of undiclosed texts coming from the Werner family private archives opened for the first time for scientific purposes. The first stage of the research was particularly focused on the plan for the establishment by stages of an economic and monetary union (more widely known as the Werner Report or the Werner Plan), drawn up by a group of experts chaired by Pierre Werner and officially presented on 8 October 1970 in Luxembourg.
In the US part of the Columbia Basin, salmon populations are five times less than 150 years ago. They are co-managed by federal, federated and tribal actors in order to restore them. In this wider region than France, the federal state dominates governance for the co-management of endangered or threatened salmon species. The Federal Agency of NOAA Fisheries Service drafts restoration plans and programmatic biological studies that guide field actions. Federated and tribal field operators have a multitude of tasks, from the reintroduction of local populations to the restoration of riparian areas, management of hatcheries and fisheries control. At the same time, a Federal State Court of Oregon has the power to redirect federal plans and studies if they do not comply with the Endangered Species Act voted by the US Congress in 1973. In the 2000s, this courtyard helped to reduce the lethal impact of dams on salmon. While some local salmon populations have been partially reconstituted, major problems remain: large dams continue to hamper overall restoration, as well as pollution and degradation of part of the river basin environment. Conflicts between interest groups continue. Groups of ecologists, fishermen and Indian tribes are calling for more ambitious restoration. They face major industrial and agricultural interests generally protected by federal and federal states. These two government actors are opposed to the development of part of the tribal projects linked to hatcheries.
