Although international nongovernmental organizations (INGOs) rely on their governance structures to pursue crucial missions across national borders, the extant literature is lacking theoretical insights and empirical evidence that explain the influence of such structures on INGO effectiveness. Using organizational and psychological theories, socially constructed effectiveness measurement, and data on 152 U.S.-based INGOs, this study explores how centralization, a fundamental structural characteristic, relates to an INGO's effectiveness as perceived by its own leader versus by leaders of other INGOs. Quantitative and qualitative findings suggest that centralized, unitary INGOs tend to have stronger internally perceived effectiveness but weaker externally perceived effectiveness reputations than decentralized INGOs do. This perceptual tension may inform INGO governance reforms and future research on organizational structure, effectiveness, and leadership.

This essay addresses the legal status of Palestinian political prisoners under international humanitarian and human rights law. At the heart of this issue lies the fundamental question of Israel's right to arrest hundreds of thousands of Palestinians, put them on trial before arbitrary military courts, and treat them as criminals in its capacity as the occupying power given the internationally-recognized right of Palestinians to resist occupation and pursue self-determination. This question takes on all the more urgency considering the illegal nature of the Israeli occupation1 and given that the laws and rules of war are applicable to Palestinian detainees as their status conforms to the definition of prisoners of war and civilians under occupation pursuant to the Geneva Conventions of 1949.

Abstract
The purpose of this article is to introduce English School (ES) theory to the study of global environmental politics (GEP). The ES is an established theoretical tradition in the discipline of international relations (IR) but is not widely known, let alone used, in GEP. My aim is to overcome this state of neglect and suggest ways in which ES theory can enrich the study of international environmental affairs. I argue that ES theory makes at least two major contributions to the study of global environmental politics: first, it helps counterbalance the presentist focus in GEP scholarship, shifting our attention toward long-term historical patterns of normative change, and second, by distinguishing between different levels of international change, it opens up an analytical focus on environmentalism as a part of the international normative structure. In doing so, ES theory directs our attention to the interaction and mutual shaping between environmentalism and other fundamental norms of international society.

China's participation in the global economy increases competition, exerts pressure on industry & states, & dictates the tempo of change & restructuring globally, altering the global strategic balance. Especially in Asia, their influence is gigantic. But China must take important corrective steps in support of a global system, as its continued growth requires mutual relationships with other nations, particularly the US, Japan, India, & the EU, & establishment of a fitting architecture for regional & international cooperation. While the most important bilateral relationship for China is the US, within Asia, China's relationship to Japan is most sensitive due to the unresolved legacy of WWII. Although the heterogeneity of Indian society will make India's reform path more difficult, they are more open to a relationship & could be an important regional & international partner for China. ASEAN is the key to multiple architectural structures, around which other multiregional groups can build. It is important that Europe play a greater role in the region as the Asiatic structure slowly takes form, offering mutual success, thereby leading to a more stable & better integrated form of global cooperation, though it must engage Asia beyond export challenges & cultural exchange.
